Provincial Resource and Management Center

MANDATES:

  • Facilitate, coordinate, and mobilize the Resources of the Provincial Government to ensure proper orientation of all units declared as Economic Enterprise.
  • To ensure that all programs, divisions and other organizational units declared as a Public Enterprise are sustainable, performing as intended and realizing the self-reliant position.
  • Shall assume general and direct administrative, technical and program supervision over all Provincial entities declared as Public Economic Enterprise.

FUNCTIONS OF THE PROVINCIAL RESOURCE MANAGEMENT CENTER

PROVINCIAL GRAINS PROCESSING CENTER

Mandate:

  1. To provide the agricultural sector with equitable access to postharvest facilities especially the marginalized farmers.
  2. To effectively and efficiently operate as an economic enterprise grains postharvest service provider.

Functions:

  1. Formulate plan and program.
  2. Maintain and sustain operations of the center.
  3. Monitor and supervise all staff of the center.
  4. Prepare monthly, quarterly and annual monitoring and evaluation reports.
  5. Establish environment -friendly facility.

MCC SPORTS

Functions:

  1. Maintain cleanliness of the MCC surroundings and facilities.
  2. Prepare and submit weekly and monthly generated income.
  3. Conduct preventive maintenance.
  4. Mentor and orient MCC staff.
  5. Prepare venue of particular activity held at MCC complex.
  6. Coordinate with other departments and outside clients for their activities at MCC.
  7. Prepare memorandum.
  8. Conduct regular inventory of sports equipment and materials.
  9. Establish data-base.

PROJECT PROPOSAL EVALUATION

  • Provide technical assistance to One-Town-One-Product (OTOP) and LDN livelihood development program.

COORDINATION AND NETWORKING

  • Establish and strengthen linkages with other departments, line agencies and NGO.
  • Facilitate hospital coordination meetings.

PLANNING

  • Formulate business plan for the projects and conduct project monitoring and evaluation.

HUMAN RESOURCE ADMINISTRATION

  • Facilitate payroll, prepares Application For Leave, Compensatory Overtime Credits and Travel Order of the six provincial hospitals and other economic enterprise.
  • Consolidate, endorse and monitor the request for hiring and promotion of personnel of six provincial hospitals and other economic enterprise.

BUDGETING

  • Prepare the Annual Budget of PRMC Main.
  • Assist in the preparation of Annual Budget of the six provincial hospitals and other economic enterprise.
  • Reconcile and monitor the appropriation, allotment, obligation and balances of the budget of PRMC, provincial hospitals and other economic enterprise.

ACCOUNTING

  • Record, maintain and monitor income and expense database of provincial hospitals and other economic enterprise.
  • Prepare financial and management reports of PRMC Main, provincial hospitals and other economic enterprise and other reports needed by other offices of PGLDN.

CONSOLIDATE PR AND RECEIPT

  • Receive, consolidate, validate and record all procurement documents such as PR, PO, DV and Obligation requirement and other pertinent documents from the six provincial hospitals and other economic enterprise.
  • Facilitate in the preparation of procurement documents of rice for the Provincial Jail, various government agencies for faster collection of payment.
  • Consolidate delivery receipts to be submitted to Accounting Departmnent.
  • Receive, validate and consolidate income reports from the provincial hospitals and other economic enterprise.

STORAGE AND ISSUANCE OF SUPPLIES

  • Deliver various supplies to the six provincial hospitals and other economic enterprise.

ADMINISTER THE MANAGEMENT INFORMATION SYSTEM

  • Prepare monthly inventory reports.
  • Receive and record incoming documents.
  • Establish and maintain a management system.

LEGAL SERVICES

  • Preparation of legal documents.
  • Assist in the review and formulation of policies as to the operation and implementation of the economic enterprise projects.

COLLECTION OF REVENUES AND COLLECTIBLES

  • Prepare remittance report of rice and submit to Accounting for fund transfer.
  • Update collections based on statement / Official Receipts.
  • Prepare schedule of deduction and submit to HRMDO for payroll preparation.
  • Consolidate record of collections.
