The Provincial Government of Lanao del Norte through the Provincial Legal Office (PLO) continues to implement the Barangay Legal Awareness Program (BLAP). It is an activity in which the PLO educates the residents of their Constitutional Rights and makes them familiar with some Republic Acts that are relevant in today’s issues. It also aims to impart legal knowledge and awareness to barangay elected and appointed officials such as the members of the Lupon and Barangay Tanods. This is to guide the officials of the correct and proper handling of issues concerning the barangay and the legal procedures when implementing the peace and order within their community. Recently the PLO team visited Barangay Poblacion of Linamon and then Barangay Maranding of Lala.
This legal awareness program is one of the various programs included in the Kabarangayan Sigurado Program of Provincial Governor Imelda “Angging” Quibranza-Dimaporo. The Provincial Legal Office provides free legal services, offers advice or consultation to individuals who are not familiar with the law. The activity starts with the introduction of Barangay Justice System, then, the Landlord-Tenant Relations, the Environment Law and the Bill of Rights. The PLO team also coves Republic Acts 9262 An Act Defining Violence Against Women And Their Children, Providing For Protective Measures For Victims; RA 9165 An Act Instituting The Comprehensive Dangerous Drugs Act of 2002; and RA 8550 An Act Providing For The Development, Management And Conservation Of The Fisheries And Aquatic Resources.
Atty. Christopher Babor, head of the PLO, discussed the aforementioned Republic Acts and the Barangay Justice System to the officials of the barangay. Through this discussion, officials of the barangay are given additional information in the ways that are legal when facing issues especially pertaining to their duties and responsibilities and with regards to the safety and security of the constituents in their respective areas. Atty. Babor emphasized the limits and restrictions of the powers given to the officials in order for them to be familiar with the law in performing their functions as public servants. Furthermore, the PLO head answered all queries of the officials and cited some situations along with their possible solutions.
Atty. Vincent Sheldon Zabala explained the Kasambahay Law and that each barangay should hold a database of all houses that have kasambahay. Moreover, Atty. Zabala introduces the rights and responsibilities of the employer in relation with their kasambahay. The participation of the Barangay Officials is essential for the implementation of this law. Before the activity comes to end, guest speaker Roel Deriada, carefully explains to the participants the importance of the Bill of Rights as citizens of the Republic of the Philippines.
After the discussion, the Provincial Legal Office provides free legal services such as Drafting of Affidavits, Drafting of Deed of Sale, Drafting of Special Power of Attorney, Free Notarization of Documents and Other Legal Documents.
This program was made possible through the Quibranza-Dimaporo Initiative. The Provincial Legal Office regularly tours around the province in order to provide free legal services to the marginalized sectors of Lanao del Norte. Provincial Governor Imelda “Angging” Quibranza-Dimaporo, 1st District Representative, Congressman Mohamad Khalid Quibranza-Dimaporo and 2nd District Representative, Congressman Abdullah “Bobby” Dimakuta Dimaporo along with the Sangguniang Panlalawigan and with the cooperation of the Municipal Mayors, fully supports the Provincial Legal Office to continue with its role in promoting legal awareness to the residents of the peaceful Province of Lanao del Norte, “The Land of Beauty and Bounty.” PIO-LDN
