PHO: A Healthy Citizenry Makes a Strong Republic.

Monday, July 17- The Provincial Health Office headed by Dr. Melania A. Untao led the flag raising ceremony at Governor Arsenio A. Quibranza Provincial Government Center. Dr. Untao presented in front the men and women working tirelessly behind all the programs of the Provincial Health Office or PHO.

The Mandate of the PHO as per Executive Order 851 issued on December 2, 1982, the Provincial Health Office shall be responsible for the complete integration of the promotive, preventive, curative, and rehabilitative components of health care delivery within the province. The Provincial Health Office shall exercise supervision and control over the district hospitals and other field health units of the province.

Dr. Untao made mention of the general function of the PHO. The Office is responsible for health policies, ordinances and programs, development and implementation, sanitary inspection, health information and education, health administration, inter-agency coordination on health policies and programs for both government offices and non-government organization and general field supervision over rural health units of the province.

The Provincial Health Office provides technical assistance to 22 municipalities of the province said Dr. Untao. Since the time these Internally Displaced Persons begun to flock-in in almost every municipality of the province due to the war in Marawi City, the Provincial Health Office in coordination with its municipal health office has continuously provide medical assistance to displaced persons especially to babies, children, elderly and persons with disabilities. Like in the Municipality of Balo-i where thousands of IDPs taking shelter either home-based or in the evacuation center, the PHO constantly monitors their health conditions and immediately treats those who are ill.

The PHO works hard by initiating programs that sustains the healthy conditions of the residents of Lanao del Norte. Governor Imelda “Angging” Quibranza-Dimaporo supports all the programs of the PHO. The Especial Mass Based Program (EMBP) of Governor Angging where all front-line services are being provided to the people of the province by “Bringing the Government Closer to the People”. PHO is one of the various offices under the Provincial Government which provides basic services, such as medical and dental check-up. The PHO also partners with the Provincial Population Office (PPO) in conducting Family Planning to residents during EMBPs. Dr. Untao said, “A healthy citizenry makes a strong republic”.

Aside from partnering with the PPO, Dr. Untao also thanked the Provincial Social Welfare and Development Office and the Provincial Disaster Risk Reduction Management Council in working together as one in answering to calamities either man-made or natural.

Currently, the Provincial Health Office has four Divisions:

  1. Office of the Provincial Health Officer: Provides overall administration, supervision and coordination of programs, projects and operations of the Provincial Health Office according to the Provincial Health Plan, in coordination with the Chiefs of peripheral hospitals.
  2. Community Health and Technical Services Division: Formulates and implements plans, guidelines, programs and projects related to community health such as family health program, nutrition, degenerative diseases, environment health, infectious diseases and dental health.
  3. Planning, Monitoring and Research Division:
  • Prepares the Integrated Provincial Strategic Health Plans and Annual Provincial Health Programs.
  • Monitors and evaluates the outcome and impact of the Provincial Health Plans, Policies and Guidelines.
  • Maintains Public Health Surveillance System.
  1. Health Facility Development, Operations, Management and Special Projects Division
  • Plans, implements, monitors and evaluates Public Health Laboratory programs.
  • Ensures compliance to Laboratory licensing and accreditation standards and protocols.
