A Three day Orientation-Workshop for the 2016 Revised Implementing Rules and Regulations of Republic Act 9184, otherwise known as the “Government Procurement Reform Act” has just been concluded. The activity attended by more than 80 participants coming from the different Departments and Offices of the Provincial Government of Lanao del Norte headed by the Department and Office Heads together with its staff.
This 2016 Revised Implementing Rules and Regulations, hereinafter called the IRR, is promulgated pursuant to Section 75 of Republic Act No. (R.A.) 9184, for the purpose of prescribing the necessary rules and regulations for the modernization, standardization, and regulation of the procurement activities of the Government of the Philippines (GoP).
The provisions of this IRR are in line with the commitment of the GoP to promote good governance and its effort to adhere to the principles of transparency, accountability, equity, efficiency, and economy in its procurement process. It is the policy of the GoP that procurement of Goods, Infrastructure Projects and Consulting Services shall be competitive and transparent, and therefore shall undergo competitive bidding, except as provided in the Rule XVI of this IRR, which is the Alternative Methods of Procurement.
Ms. Marilou D. Reyes, member of the Board of Trustees, Procurement Professionals of the Philippines, Inc. And Mr. Bryan S. Bigalbal, former employee of the Government Procurement Policy Board-Technical Support Office (GPPB-TSO) both resource speakers graciously presented the 2016 Revised IRR of RA 9184. Ms. Reyes encourage questions or inquiries from the participants while the discussion is taking place to clarify and address such questions before proceeding to the next, both speakers provided instances or examples to back-up their discussions and to give a clear view of the new Government Procurement Act.
During the discussion, one important question was asked if there is any prohibition in the 2016 revised IRR of RA 9184 with regards to an ordinary government employee who has a private business and would like to transact or enter into a contract with the GoP, Ms. Reyes together with a Lawyer concurred that no clause in the 2016 Revised IRR of RA 9184 that prohibits an ordinary government employee to transact business (as a private individual) with the GoP provided that such employee has no influence or relation (up to 3rd degree of consanguinity or affinity) to any member of the Bids and Awards Committee (BAC) and make certain that all transactions are within the bounds of the new Government Procurement Act.
In the Workshop, participants were divided into six groups composed of different departments and offices to fill in the new format of Project Procurement Management Plan (PPMP) to be included in the Annual Procurement Plan (APP) as samples for the training. Each group presented the PPMP in front of the resource speakers and participants which they have prepared for the benefit of comparison and evaluation, and answers questions raised by the speakers in relation to the prepared PPMP.
Governor Imelda “Angging” Quibranza-Dimaporo attended the activity in spite of her hectic schedule to show to the participants how important this orientation-workshop activity is. The Governor expressed her happiness that this activity was made and through this it could give clarity to the functions of each departments and offices as end users, who will be involve in procuring items for their specific needs. In addition the Governor cites that this activity will also remove doubts as to who will be responsible of handling the procurement process and persuaded all employees to take this as a challenge in learning new knowledge in performing the duties and responsibilities as a government employee.
In her words, our Governor said, “To my Family (The Provincial Government) let us work together for a better Lanao del Norte”, calling all Provincial Government employees to do its part in making the Province a better place in serving the people by providing basic and efficient services to all constituents.
Vice-Governor Maria Cristina N. Atay was also present throughout the orientation. Ms. Brigida S. Tañgonan, Provincial Administrator initiated this Orientation-Workshop together with the General Services Office (GSO) of the Provincial Government headed by Mr. Simeon S.
