Cong. Khalid Dimaporo: “We take Peace and Order Seriously”

“In Lanao del Norte, We take Peace and Order Seriously”, these are the strong words of Lanao del Norte 1st District Representative, Congressman Mohamad  Khalid Quibranza-Dimaporo during his privilege speech in the House of Representatives’ 17th Congress, 2nd Regular Session on July 25, 2017.  The reasonable Congressman questions the basis of resolutions 334 and 335 of the National Police Commission in stripping the Local Chief Executives of their deputation power over the Philippine National Police in their respective jurisdiction.

Congressman Khalid passed a resolution directing the appropriate committees to conduct an investigation in aid of legislation on the basis of NAPOLCOM to withdraw the deputization of 7 Governors and 132 Mayors in Mindanao.

The Provincial Government of Lanao del Norte and its Municipal Mayors has always been active in supporting the various programs of the Department of Interior and Local Government, the Philippine National Police and the Armed Forces of the Philippines in maintaining the peace and order in the province.

When President Rodrigo Roa Duterte declared Martial Law in the island of Mindanao on May 23, 2017 to quell the rebellion in the city of Marawi, the Provincial Government of Lanao del Norte without a doubt supported the said declaration. On May 25, 2017, Provincial Governor Imelda “Angging” Quibranza-Dimaporo immediately convened with the members of the Provincial Peace and Order Council to stand behind the President and to stand united in supporting the operations conducted by the Armed Forces of the Philippines and the Philippine National Police in the province. The Municipal Mayors, especially those interior municipalities assured the AFP and PNP that they will help protect the boundaries of Lanao del Norte to stop or prevent any spill-over of the conflict.

Since the Maute terrorist group was founded in 2012, first encountered the AFP in 2013 and the pursuit operation in Butig, Lanao del Sur conducted by the AFP due to the Davao bombing which forced this notorious terrorist group to scatter and regroup in Marawi, never did the AFP or the PNP personnel through their intelligence community mentioned that Maute terrorist group is existing and operating within the bounds of Lanao del Norte.

The allegations of NAPOLCOM that the Local Chief Executives of the Province of Lanao del Norte FAILED to suppress the terrorist and their INACTIVE role in the fight against drugs are baseless; when in fact an incident while the battle is raging in Marawi, a suspected terrorist was captured when he tried to seek medical help in one of the provincial hospitals because of a shrapnel found in his wound, positive of gun powder and absolutely matched one of the faces in the list of wanted terrorist printed in the tarpaulin placed in the area. Provincial Governor Imelda “Angging” Quibranza-Dimaporo was the one who informed the PNP of the suspected terrorist but refused to take custody because of lack of procedure. The Governor was sceptical of the PNP’s reason she instantly called the AFP which they immediately took action in keeping the suspect. “Since the beginning of the Duterte Administration, the Mayors have been empowered to intensify their war on drugs and as a result of Operation Double Barrel according to LMP-President, Mayor Allan Lim (Municipality of Lala), Lanao del Norte and Region 10 has been among the top performing units and have been acknowledged by PNP ranks”, said Congressman Khalid.

With all these achievements and constant collaboration with the AFP, PNP and DILG, what did the Local Chief Executives of Lanao del Norte do to catch the ire of the commission?, the Congressman curiously asked.

In Lanao del Norte, it is not the Maute that threatens the peace and order of the province but the presence of Kumander Bravo of the Moro Islamic Liberation Front in the Municipality of Munai and the entry of the New People’s Army in the Municipality of Kapatagan coming from the Zamboanga Peninsula. The Local Chief Executives are proactively curbing these threats. At the time that the Bangsamoro Comprehensive Agreement was signed during the previous administration, Kumander Bravo wanted to march his men in full battle gear from the boundaries of Lanao del Sur and Lanao del Norte towards the coastal Municipality of Kauswagan, Lanao del Norte to declare victory of the MILF. The Provincial Government of Lanao del Norte immediately reacted in coordination with the Secretary of National Defence through the AFP, successfully negotiated the peaceful outcome of the situation. The MILF agreed to parade towards the municipality unarmed and in civilian clothing which then they went back to Munai calmly. In regards to the NPA, the Armed Forces of the Philippines in partnership with the Provincial Government and the Municipal Government of Kapatagan created a defence plan called Integrated Interior Security Defence Plan, which tracks down the movements of the NPAs into the municipality and when needed the neutralization of such threats.

“Our region is in crisis and the heat of the battle involves Lanao del Sur, Lanao del Norte and Iligan City. Local Government Units of those areas are working hand in hand with their security forces to re-establish the stability of the region, their working tirelessly because it is our communities and our constituents are threatened or affected. This is the time for unity among government agencies but what NAPOLCOM has done with their resolution is stabbed their allies in the back”, said Congressman Khalid.

The success of the recently held 58th Araw ng Lanao del Norte was enough proof that the province is indeed peaceful and normal although there is Martial Law. Even if evening activities were rescheduled on day time, fireworks display were cancelled, whistle was used to start the fun run instead of the gun, the constituents were happy to celebrate the founding of the province particularly the youth for they know that they are safe and the province is secured against these lawless elements. The Provincial Government strictly followed the recommendations and regulations of the Armed Forces and the Police to ensure public safety.

Islamic extremists and insurgents will not thrive in the province of Lanao del Norte. The peace, unity and understanding between the Muslims and Christians continue to flourish which brought rapid development and progress in the province.

The resolution filed by the 1st District Representative of Lanao del Norte has been moved to the committee on rules for appropriate action.

Local Chief Executives of the Province of Lanao del Norte were present in the House of Representatives to make a united stand against the basis of the NAPOLCOM resolutions 334 and 335 lead by Provincial Governor Imelda “Angging” Quibranza-Dimaporo with the Municipal Mayors; Mayor Leoncio Bagol of Tubod, Mayor Maminta S. Dimakuta of Tagoloan, Mayor Lorenzo Mañigos of Kolambugan, Mayor Rosa D. Olafsson of Baroy, Mayor Aisah Azis of Matungao, Mayor Ulwan Dimaporo of Sultan Naga Dimaporo, Mayor Barry Baguio of Kapatagan, Mayor Azisah Omar of Magsaysay, Mayor Marcos Mamay of Nunungan, Mayor Fatima Tomawis of Tangkal, and Mayor Farhanah Palawan of Poona Piagapo together with the members of the Provincial Board; BM Jack Maruhom, BM Macarupong Dibaratun, BM Reinario Bihag, BM Marivic Ramos and BM Grace Matalines along with 2nd District Representative, Congressman Abdullah “Bobby” Dimakuta Dimaporo.

This is the only legal and reasonable action that Congressman Khalid Quibranza-Dimaporo sees in clearing the names of the ever mindful, ever serving Governor Imelda “Angging” Quibranza-Dimaporo and the Municipal Mayors of the Province of Lanao del Norte, “The Land of Beauty and Bounty”.  PIO-LDN
