The Department of the Interior and Local Government brings Mamamayang Ayaw Sa Anomaliya, Mamamayang Ayaw Sa Iligal na Droga (MASA MASID) down to the grass roots level by incorporating MASA-MASID into the barangays during the MASA MASID Orientation. The DILG creates MASA MASID Technical Working Group and Volunteers made up of barangay officials and civilians that will monitor and report any anomalies and illegal drug activities to the authorities that are occurring discreetly in the barangays, this will end their malicious movement that brings harm to the community. The event took place at Mindanao Civic Center Gymnasium on December 4, 2017.
DILG Provincial Director Bruce Colao along with Regional Facilitator Percival Pepito led the orientation. PD Colao started the activity with an inspiring message saying that MASA MASID heavily relies in the participation of the people in the barangay level to bring about the change the people’s wish and the president’s promise “This is not the program of the president nor the DILG alone this must be a program of our respective communities and our respective barangays.”
The Provincial Director further emphasizes that the barangays should be vigilant and watchful of their surroundings in order to prevent unlawful activities especially illegal drugs and violent extremism, “Kinahanglan ang atong mga kabarangayan, ang atong mga komunidad magbantay kinsay gasulod, kinsa katong mga gikatahapan kay kita maoy labing-una maapektuhan, gikan pa lamang sa pulong MASA MASID kita mismo, kitang mismo ang atong pamilya, ang atong kasilinganan, mag himo kita ug cluster sa kabalayan para adunay mureport sa atong mga awtoridad mureport sa kang kapitan mureport si kapitan ngadto sa mayor ngadto sa atong kapulisan ngadto sa atong mga kasundaluhan kung naa tay makita nga mga katahapan sa atong mga tagsa-tagsang barangay.”
Regional Facilitator Percival Pepito discussed the MASA MASID reporting system, it is conceptualized to heighten the awareness of the people to report problems on illegal drugs, criminalities, corruption violent extremism and other threats to peace and security. These concerns can be reported via text/SMS, calls, emails or be submitted onto drop boxes in the barangays.
The emails and numbers for reporting will be given by the Technical Working Groups (Barangay Officials) for the MASA MASID Volunteers (Civilians) to report on, a report/complaint with sufficient evidence may it be pictures, videos or documents will be taken action immediately.
1st Lt. Rainier P. Ubungen of the Armed Forces of the Philippines presented topics on preventing extremism and how MASA MASID with the cooperation of the people in coordination with the PNP and AFP can help prevent extremism in the community as what had happened in Marawi. The AFP showed a video presentation discussing Religious Extremism is not the solution against poverty and would only bring death and destruction.
Lastly Governor Imelda “Angging” Quibranza-Dimaporo ended the orientation calling the Barangay Officials to support the campaign of President Rodrigo Roa Duterte especially the war against illegal drugs. “Ako nanghinaot nga katong atong mamumulong kaganina nga nasabtan gyud nato ang tumong sa MASA MASID kay you know for the fact that ang priority ani nga administrasyon ni President Rodrigo Roa Duterte is the war on drugs.”
