The Provincial Government of Lanao del Norte through the Provincial Population Office and the 2nd Mechanized (Magbalantay) Infantry Brigade of the Armed Forces of the Philippines organized the Provincial Youth Leadership Summit from October 23 to 25, 2017 at Mindanao Civic Center Sports Complex in Pigcarangan, Tubod, Lanao del Norte.
A total of 168 youth leaders coming from the areas in and around the province convened to participate in these three day activity to learn and understand the important roles of the youth sector in the community with the theme, “Katatagan ng Kabataan, Pag-asa ng Kinabukasan.”
Provincial Governor Imelda “Angging” Quibranza-Dimaporo emphasizes the significant role of the youth, and this sector of our society is the most vulnerable. “This is the right time to recognize your valuable contributions. We have to accept and I am sure that you will agree with me that the youth sector plays a vital part in sustaining the peace and order, and the continuous drive towards growth and development in Lanao del Norte and to the whole country.”
The Armed Forces of the Philippines intensify its campaign not only battling against the terrorists in Marawi City but as well engaging with the youths of Lanao del Sur, Lanao del Norte and other provinces to divert their idealism and energy into a positive perspective. The terrorists utilized the youth’s potentials especially in social media by publishing propagandas that would encouraged other possible fighters to join them through beliefs that are beyond human comprehension and other false promises.
Governor Angging said that the youth is the hope of the nation. And their future shall be protected from any ideologies that would hinder them to be a good citizen and future leaders of this country. Extremism and radicalization brings nothing but hatred, destructions and divisions. The Governor also appealed to the participants to be active in promoting positive activism in their respective communities. “As youth leaders of your communities, your responsibility does not end after this summit. It will be the beginning of your journey to help build a better and brighter tomorrow. This is a challenge that we must all partake. The community needs you and we must work collectively in order to achieve our dreams of living peacefully and harmoniously together.”
Various activities and programs were incorporated to educate and promote nationalism, patriotism, respect and understanding among the participants as well as caring for the environment and countering violent extremism and the fight against criminality, drug addiction and prevention, to name a few.

The Provincial Governor of Lanao del Norte joins the conclusion of the weeklong commemoration of the Elderly Filipino Week at Mindanao Civic Center Gymnasium in the Municipality of Tubod on October 25, 2017.
Governor Imelda “Angging” Quibranza-Dimaporo despite of her hectic schedules made time to attend this important gathering of the elderly of the province to show respect and affection. The theme: “Pagkilala sa Kakayahan, Ambag at Paglahok ng mga Nakakatanda sa Lipunan,” gives importance to the contributions of the Senior Citizens in the community.
The presence of Ms. Rosanna P. Akut, Social Welfare Officer II-Social Pension Unit, and Ms. Cristine Mae Magno, Provincial Head of Philhealth, made this event more meaningful. The Governor was proud to inform the Senior Citizens of how effective the processing of the Philhealth Programs today for the beneficiaries in Lanao del Norte.
Governor Angging expressed her gratitude to the personnel of the Municipal Social Workers and Development Office, “Congratulations and keep up the good work and I firmly believe that is because of the leadership of your Provincial Social Worker and Development Office, Annabelle S. Mendez.”
Ms. Rosanna P. Akut encouraged the Senior Citizens to reach the age of one hundred in order to receive the cash gift of One Hundred Thousand Pesos. Ms. Akut also observes how well organized the MSWDO and the PSWDO in Lanao del Norte is.
Mr. Rolando M. Mocorro, President of the Provincial Filipino Senior Citizens Association of the Philippines, thanked Governor Angging for being present in this culmination. According to Mr. Mocorro, the presence of the Governor brought joy and inspiration to them.
The activity was also highlighted with a dance contest participated by the elderly, where 14 participants dance to the song of despacito.
Governor Angging said that during her term as Representative of the 1st District, she keeps on asking the Department of Education to always remind the children of the Filipino values. In addition, Maranao Senior Citizens has joined in this activity which the Governor was glad to mention.
Next year’s celebration will be more exciting and fun. Additional programs shall be added to the activities like live band and singing contest the Governor said.

The Provincial Human Resource and Management Development Office and the Provincial Administrator’s Office with the grace and support of Provincial Governor Imelda “Angging” Quibranza-Dimaporo conducted Psychological Test all members of the Management Committee of the Provincial Government of Lanao del Norte on October 23 to 24, 2017 at the Mindanao Civic Center-Hotel Function Hall.
The test was given by Psychological Services Intermediary a private organization from Ozamiz City. Dr. Imelda Joromat of the PSI did an individual assessment through psychological approach to all 38 Management Committee members who have participated in the test. The test will then determine the potential capabilities of the individual participants and offer suggestions to further enhance these abilities.
The purpose of the test is to evaluate the behaviour, mental condition, and other personal characteristics of the employees in order to assist in making judgements, predictions and decisions in relation to their work. The PSI will then hand over the results after thorough evaluations with recommendations to the PHRDMO. The results will be the basis whether or not the committee members need more trainings and workshops in order to improve their performance in providing services to the people and as well develop the working behaviour of the employee.
In addition, this test will serve as basis for retention or dismissal, promotion and rotation of employees in terms of their educational and training programs and on-the-job situations. The PHRMDO and the Administrator’s office have long been planning this type of method in micro-managing the employees to help them advance their potentials, specially the strengths & weaknesses, and the behaviour of the individual personnel in their given tasks.
Dr. Joromat’s initial observation cites that the Management Committee members have promising results. In general the members are fit in their respective positions. The Doctor is optimistic based on the initial findings and looking forward to hand-over the results to Ms. Eugenie P. Pusing, Head of the PHRMDO for the calibration.

The Provincial Disaster Risk Reduction Management Office of Lanao del Norte spearheaded a two-day workshop with all concern stakeholders in the province for readiness when natural or man-made disasters strikes. The activity was held at Mindanao Civic Center-Hotel Function Hall on October 19 and 20, 2017.
The members of the council conveyed and successfully created a 5 year Disaster Risk Reduction Management Plan from 2017 to 2021. This plan will then be reviewed by the Office of Civil Defence.
In the workshop four committees were established: The Preparedness, Prevention & Mitigation, Relief & Response, and the Recovery & Rehabilitation. PDRRMO Head, Ramelito Tubongbanua said that these committees are made up of different agencies which actively operate in the Province of Lanao del Norte (Department of the Interior & Local Government, Department of Education, Provincial Information Office, Philippine National Police of the Province, Provincial Budget Office, Provincial Accounting Office, Provincial Civil Security Unit, Ranaw Disaster Response and Rehabilitation Assistance Center, Philippine Councilors League-Lanao del Norte, Provincial Cooperative Office, Provincial Environment and Natural Resources Office, Provincial Engineers Office, District Engineers (1st District DPWH), AFP’s 15th Infantry Battalion, Diocese Disaster Risk Reduction Management Council, Youth for Development-Lanao del Norte, Women’s Federation, Lanao Aquatic and Marine Fisheries Center for Community Development, Provincial Disaster Risk Reduction Management Office and the Office of the Sangguniang Panlalawigan).
The same agencies are the ones that provide essential services during emergencies and calamities. According to Brigida S. Tañgonan, Provincial Administrator, the unity of the different agencies is the key in making this workshop successful “Let’s work together kay di man pwede nga PDRRMO ray mu-imbento aninga plan, kundi it should be participated by everybody, multi-stake holder jud ang paghimo aning Provincial Disaster Risk Reduction Management Plan.”
The goal of the workshop is for the committee members to identify and understand its objectives as well as the Disaster Risk Reduction concept and its relation to Republic Act 10121 “An Act Strengthening the Philippine Disaster Risk Reduction and Management System, providing for the National Disaster Risk Reduction and Management Framework and institutionalizing The National Disaster Risk Reduction and Management Plan, appropriating funds therefore and for other purposes.” Furthermore, the workshop motivates the four committees of the PDRRMC to formulate long term goals of impacts that is practical and achievable in this year up to 2021. The DRRM Plan of 2014-2016 shall be re-assessed to fit to the new vision of PDRRM Plan: “Empowered and Disaster Resilient Communities Governed Proactively, To Achieve a Safe and Peaceful Environment towards Sustainable Development.”
The impacts that needs to be perform and achieve by each committee; for the Preparedness Committee their task is to “Reduce Casualty and Damage to Properties”, for the Prevention and Mitigation Committee is to “Reduce vulnerability and exposure of communities to all Hazards”, the Response And Relief Committee is to “Save Lives & Properties, and Address Basic Needs & Services of Disaster Affected Families”, and the Recovery & Rehabilitation Committee is to “Restore Psychosocial And Economic Living Conditions of Families In Disaster Affected Areas” within the principle of “Building Back Better.” PIO-LDN
Mayor Paruk U. Asis Al-Hadj, Municipal Mayor of Sapad welcomes Provincial Governor Imelda “Angging” Quibranza-Dimaporo together with Barangay Chairman Jamil S. Maruhom along with the members of the Barangay Council on October 19, 2017 at Purok 4 of Barangay Mala Salug for the turn-over ceremony of the newly constructed multipurpose covered court.
The Provincial Governor despite of her hectic schedule, made time to attend the significant ceremony to personally be with the people of Barangay Mala Salug and join them in inaugurating this important structure, one of the projects of 2nd District Representative, Congressman Abdullah “Bobby” Dimakuta Dimaporo.
Barangay Chairman Jamil S. Maruhom graciously thanked the Holy Creator for making this project a reality through Provincial Governor Imelda “Angging” Quibranza-Dimaporo and 2nd District Representative of the Province Lanao del Norte, Congressman Abdullah “Bobby” Dimakuta Dimaporo in their humble effort for the residents of Mala Salug. The Chairman as well expressed his gratitude to Mayor Paruk U. Asis Al-Hadj; to the Councilors of the Municipality; the members of the Barangay Council; the presence of 1stLt. Marlouie S. Dicen of the 15th Infantry Battalion-Philippine Army; to Police Chief of Sapad, Police Senior Inspector Rando M. Salvacion; the Barangay Captains headed by Vice President Abubakar Asis, the presence of the Engineers and to all concern individuals for this remarkable event.

Governor Angging congratulates the people behind this project for a job well done. The residents of Barangay Mala Salug will surely benefit of this multipurpose structure. The Governor informed the people in the gathering and deeply apologized for the absence of Congressman Abdullah, for he is in Manila monitoring his submitted projects in the Senate for the year 2018.

Provincial Governor Imelda “Angging” Quibranza-Dimaporo graced the finale of the weeklong triple celebration of the 71st Araw ng Tubod, 31st Sagingan Festival and the 61st Annual Town Fiesta with the theme, “New Vision, New Direction. Together Let Us Make a Difference,” at the People’s Park on October 19, 2017.
Governor Angging was happy to mention the inclusion of the Drum and Lyre Competition in the activities of this triple celebration. The Drum and Lyre Corps originated in the Philippines and was strongly promoted during the time of former first lady Amelita “Ming” Ramos. Governor Angging then incorporated this Drum and Lyre Competition with other activities of the Provincial Government at that time and on the 58th celebration of Araw ng Lanao del Norte, this Drum and Lyre competition has been rekindled in the football field of Mindanao Civic Center.
The support of the teachers especially the parents pushed the students to become more focused in perfecting their craft in handling the instruments and mastery of movements in synchronizing with the tune as they marched along.
“I salute the parents who are always behind their children’s activities like this Drum and Lyre Competition and it also help encourage the importance of family bonding. I know that the parents are the ones who are more excited compared to their children, to the teachers who continuously guide these students to become what they are right now needs a lot of effort…I thank you and please continue what you are doing…it will be your legacy,” expressed the Governor.
The parents were also reminded by the Governor to be vigilant and always on guard to the whereabouts of their children. The youth are the most vulnerable sector in our society. “We as parents, we should always give time to listen and talk to our children. Parents should be sensitive enough to the feelings of our children. Inculcate in their minds and hearts the correct family values. The terrorist exploits the youth sector as what happened in Marawi,” adds the Governor.

The Municipal Government of Tubod initiates a mass wedding ceremony of more than forty couples inside the newly built and furnished Tubod Cultural Center on October 16, 2017.
Mayor Leoncio Bagol of the Municipality of Tubod together with Ms. Sittie Aminah Quibranza Dimaporo, Executive Assistant to the Office of the Provincial Governor, who stood on behalf of the Provincial Governor Imelda “Angging” Quibranza-Dimaporo, both graced the Kasalan ng Bayan with their attendance.
The Municipal Mayor expressed his gratitude to Governor Angging, 1st District Representative, Congressman Mohamad Khalid Quibranza Dimaporo and 2nd District Representative, Congressman Abdullah “Bobby” Dimakuta Dimaporo for their untiring support extended to the people of the Municipality of Tubod.
Mayor Bagol as well hopes that the municipal registrar will continue to encourage those couples who have been living together for some time now especially those with children to legally register for the benefit of their offspring’s and for themselves.
Ms. Sittie Aminah Quibranza Dimaporo was happy to see the grooms and the brides who were excited to undergo the sacrament of matrimony. The Executive Assistant reminds the couple to be at all times sensitive to the feelings of the other. “To the wives please support your husbands, because your husbands will do everything what it takes to provide for the family…and for the husbands learn to appreciate your wives, for they are the ones left to take care of the children and the household.”
When the couple support and appreciate each other’s work then I am sure that the couple will be happy, and above everything the couple must learn to respect each other, added Ms. Sittie Aminah.

The Provincial Government of Lanao del Norte expressly supports the campaign of President Rodrigo Roa Duterte in ending the proliferation of illegal drugs in the country. With the series of anti-illegal drug programs implemented by the national government agencies in the province, Provincial Governor Imelda “Angging” Quibranza-Dimaporo initiates its own drive in reinforcing the cause of the President and to make sure that all employees under the Provincial Government clearly understand this crusade.
To show that the Governor is serious in this task, all provincial government employees including the department heads were requested to undergo compulsory drug test. On October 11, 2017, Governor Angging covertly gave the order to Ms. Eugenie P. Pusing, Department Head of the Provincial Human Resource Management and Development Office, for the commencement of the simultaneous drug test to all units representing the provincial government. The employees assigned at Governor Arsenio A. Quibranza Provincial Government Center and the employees of the New Kapatagan Provincial Hospital were first to comply. On the next day, the personnel of the Provincial Hospitals of Kolambugan and Sultan Naga Dimaporo wilfully submitted themselves for the drug test. And on October 13, the employees of Lanao Norte Provincial Hospital as well succumb to the orders of Governor Angging.
The Provincial Governor wants all provincial government employees cleared from these activities involving illegal drugs. Governor Angging profoundly conveyed her stand to those employees who will be found positive of using prohibited drugs and will not tolerate those employees who are engaging themselves in this illicit activity. The Governor told the employees that the law of the land will decide the fate of those who are guilty of using such drugs.
The provincial government employees understood the decision of Governor Angging and firmly stand behind the war on drugs of the current administration.
Governor Angging requested the presence of the Philippine National Police to assist the staff of SMA Medical Laboratory Drug Test and Diagnostic Center-Iligan City, an accredited drug testing laboratory by the Bureau of Health Facilities and Services of the Department of Health. PIO-LDN
Department heads of the Provincial Government of Lanao del Norte continues its Supervisory Development Course conducted by the Civil Service Commission (CSC). The SDC develops and enhance the capability of first line supervisors in the bureaucracy. By evaluating and upgrading their competencies, it is hoped that it will further improve the performance of the provincial employees in providing services to the people of the Province of Lanao del Norte.
The department heads actively participated in the lectures, individual exercises, and group dynamics improving their individual capabilities by working together. Inspiring and meaningful films were presented to them, acquiring knowledge on how to become an efficient leader in their respective offices. Out of seven modules, for now they have only covered four and the next three sections of the course will be taken up in the coming days before the end of this year. These modules focus on enhancing the skills and performances of every provincial head officer. So far the Modules that have been covered are:

Module 2: Supervision: A Challenge and a Commitment
Module 3: Making A Difference Through Leadership
Module 4: Communication: The Secret to Organizational Effectiveness
The series of trainings were conducted by CSC Region 10 Asst. Dir. Atty. Noemie Rabe-Torres; Dir. Aluna Carumba, Field Officer-CSC Iligan; and Atty. Hazel Jacutin-Galarita, CSC Regional Office V Legal Division through the coordination of Ms. Eugenie P. Pusing, Department Head of the Provincial Human Resource Management and Development Office. Modules 1, 3 & 4 where held at Limketkai Lux Hotel last March 23-24, August 2-3 & September 21-22, respectively, and for Module 2, it was on April 20-21, 2017.
Governor Imelda “Angging” Quibranza-Dimaporo and 2nd District Representative, Congressman Abdullah “Bobby” Dimakuta Dimaporo was also present to participate in the workshops. The presence of the two high ranking elected officials of the province made the workshops more interesting for it help the department heads in finding ways to come up with proper methods in coordinating with the Office of the Provincial Governor, the Sangguniang Panlalawigan and the Offices of the two Congressional Districts of Lanao del Norte. These methods will help attain efficient and effective implementation of the programs of the government and for providing quality services to the residents of the province.
The participation of Governor Angging and 2nd District Congressman Bobby did not only demonstrate how sincere these leaders are in enhancing the skills and performance of each department head but as well strengthening the bond among them as one unit with a common goal.
The department heads are expected to cascade what they have learn in the workshops to their personnel for better understanding of their roles in striving for excellence as public servants.

The Provincial Government of Lanao del Norte through the Provincial Cooperative Office partners with the Office of the President-Cooperative Development Authority in organizing a two day training on Fundamentals of Cooperative and Governance and Management of Cooperative at Macapagal Training Center Hall in Pigcarangan, Tubod on October 10-11, 2017 in line with the celebration of the Cooperative Month.
71 Officers representing various micro-cooperatives in the province participated in the training. The theme of the Cooperative Month is, “Cooperatives Empowering the Poor and the Vulnerable Towards Job Creation and Poverty Eradication.”
Mr. Alvin Castro, CDS II-CDA Lanao del Norte, welcomed all the participants and gave an overview of the activities and subjects that will be discuss during the course of the training. Mr. Vicente Secuya III introduced all the 25 participants from the Micro-cooperatives to the three representatives of the Cooperative Development Authority-Region 10: Mr. Edwin Delosas, Cooperative Research & Information Training Officer-in-Charge; Mr. Joselito Hallazgo, Certified Public Accountant-Supervision and Examination Section and Ms. Marilou Carumba, Certified Public Accountant-Cooperative Projects Development Assistance Section Chief.
According to Mr. Edwin Delosas, this two-day seminar is composed of two courses that will be presented one day at a time. Regularly each course costs P10,000 and each cooperative will have to spend P20,000 to complete the two day training. The micro-cooperatives in Lanao del Norte are privileged enough to be part of this training for free through the effort of the Provincial Government in support to its local micro-cooperatives.
The first day of the training will focus on the Fundamentals of the Cooperatives course, where it tackles on what cooperatives can offer to the society and to its members. On the second day, participants are expected to learn the exact method in maintaining their cooperative to keep it active and constantly moving by introducing to them Governance and Management course.
