The economy of the Province of Lanao del Norte relies mostly on its agriculture and fishing industry. With this God given gift, the provincial and the municipal leaders are in constant collaboration with the national government agencies to sustain the abundance of these products for the benefit of the people of the province and the surrounding cities and provinces. The Department of Agriculture plays a vital role in keeping these products available at all times. The technology and the expertise they impart to the local farmers are essential in sustaining the bounty that the province enjoyed for years. One of its Bureaus which help maintain the fishing industry is the Bureau of Fisheries and Aquatic Resources or BFAR. BFAR Region 10 and through the initiative of 2nd District Representative of Lanao del Norte, Congressman Abdullah “Bobby” Dimakuta Dimaporo, implemented various fishery livelihood projects for the fisherfolks of the province. On August 7, 2017 at Barangay Pacita in the Municipality of Lala, BFAR 10 Regional Director Asuncion J. Maputol was thankful to the leaders of the local government units for the support extended to the bureau; the Municipal Mayors, the two District Congressmen and especially to Provincial Governor Imelda “Angging” Quibranza-Dimaporo.
Mayor Allan J. Lim of the Municipality of Lala is grateful that the Bureau of Fisheries & Aquatic Resources decided to build their Regional Training Center in the municipality. The Mayor expressed his concern on the current situation of Panguil Bay which is the fishing ground of the people of Lala, Kapatagan, Baroy, and Tangub. Panguil Bay’s aquatic ecosystem is slowly deteriorating due to malpractices of some fishermen. Before, the province can supply good quality of marine products like crabs, shrimps, tilapia and bangus to other places unlike today the quality differs from the past. According to Mayor Lim, Fishermen must disciplined themselves and prevent any abuses that eventually may cause our own suffering. “We should not only think of today but also the future of our children and our grand children”.
The cooperation of all fishermen is imperative to the success of the programs of the government. The government provided you all the things necessary for you to have a decent livelihood. The Bureau of Fisheries & Aquatic Resources’ aid will be useless if you do not help yourselves said the Mayor. He also appealed to BFAR Director Maputol to include in their programs the rehabilitation of Panguil Bay and the dredging of Pacita River to create access to fisherfolks in bringing their fresh catch directly to the fish landing area. Dredging is needed, in times of low tide the river is too shallow that the fishermen could not pass.
Regional Director Asuncion J. Maputol was proud to hand-over the various fishery livelihood projects to all beneficiaries of the eleven coastal municipalities through their local government units. Director Maputol said “These various fishery livelihood projects demonstrate the commitment of the government in helping you to have a better life”. The local government units helped out in the implementation of the projects. The Department of Social Welfare and Development assisted in the identification of the beneficiaries who are members of 4Ps and are considered poorest of the poor. Director Maputol reiterates the concern of Mayor Lim that fishermen should be responsible enough in taking care of Panguil Bay and cites that illegal fishing is now punishable by imprisonment with penalty.
The 300 fibreglass fishing boats allocated to the province are divided equally for the two Congressional Districts of Lanao del Norte. 2nd District Congressman Abdullah “Bobby” Dimakuta Dimaporo and 1st District Congressman Mohamad Khalid Quibranza-Dimaporo humbly requested the Bureau to grant the province with much number of fibreglass fishing boats. Lanao del Norte has long coastline that runs from the Municipality of Linamon down to the Municipality of Sultan Naga Dimaporo which embraces Iligan Bay, Panguil Bay and Pagadian Bay.
These fibreglass fishing boats are unsinkable due to its light weight but tough materials and also environment friendly; environment friendly in a sense that no tree has been cut down to produce this fishing vessel. This boat will last for years if properly cared said Director Maputol.
Each boat has to have two owners to discourage selling of the unit, the motor and the nets. 9 units of these fibreglass boats cost P758, 000.00. For the dug-out type fibreglass boat without the balancer or “katig” it has only one owner. This dug-out type boat is practicable for seaweed growing municipalities like Kolambugan and Tubod. BFAR also provides 2 Chest Freezers & 8 Fish Stalls and a fish drying area within the Community Fish Landing Center.
Mayor Joselito Miquiabas of Bacolod, Mayor Lorenzo Maniegos of Kolambugan, Mayor Barry Baguio of Kapatagan joined Mayor Allan J. Lim in the turn-over ceremony together with the representatives of other Municipal Mayors. Frank Bihod represented the Office of Congressman Bobby and the Provincial Government is represented by Letecia Ditucalan, head of the Provincial Agriculturist Office.
Director Asuncion J. Maputol calls for cooperation and assistance in managing the waters which provides the food we need. “I hope that there is no more illegal fishing in our sea waters”. BFAR is the agency of the government that manage the fishing industry. “The government helped us, and we should help ourselves to sustain our livelihood and let us work together for everyone’s improvement and success” said Director Maputol.
These projects are part of the various sustainable livelihood programs of the Quibranza-Dimaporo Initiative through the Inclusive Growth Plan (IGP) in continuous partnership with different instrumentalities of the National Government for the good of the people of the Province of Lanao del Norte, “The Land of Beauty and Bounty”.
