The Provincial Government of Lanao del Norte and the two Congressional Districts of the province has ever since against the proliferation of illegal drugs in Lanao del Norte. Provincial Governor Imelda “Angging” Quibranza-Dimaporo has personally informed Police Senior Supt Leopoldo E. Cabanag, Provincial Director of the existing threat of illegal drugs in the province.
On July 6, 2017, the Provincial Government of Lanao del Norte strongly condemns the resolutions published by National Police Commission (NAPOLCOM) in a press conference held in Cagayan de Oro City. In one of the grounds of the said resolutions, the Local Chief Executives of the Province of Lanao del Norte, including Governor Imelda “Angging” Quibranza-Dimaporo has been stripped off of their supervisory authority over the Philippine National Police in their area of responsibility by ignoring or have done nothing to support the war on drugs of President Rodrigo Roa Duterte.
This was immediately denied by the local chief executives of Lanao del Norte. League of the Municipal Mayors President, Mayor Allan J. Lim of the Municipality of Lala, has said that in Region 10, Lanao del Norte is one of the most effective province that fight against illegal drugs.
Mayor Lim even challenged NAPOLCOM to visit Lanao del Norte and evaluate each municipal mayor of their performance in support of the campaign in ending illegal drugs. “Try to go to Lanao del Norte, tell NAPOLCOM to go to Lanao del Norte, evaluate us, each municipality, so that they can see how we support the drug campaign”, the Mayor said.
2nd District Representative, Congressman Abdullah “Bobby” Dimakuta Dimaporo expressed that it is humiliating for us, elected leaders of Lanao del Norte representing the people to be included or publicly accused as protectors of such illicit activities by releasing such resolutions. The Congressman continued and said “I know who the drug lord is in Lanao del Norte but he is one of our political opponents. I keep saying this and no policeman have asked me who? I don’t like to say it in public, because the public might say it is political and apprehending him will be weaker”.
Congressman Bobby could not believe the allegations of NAPOLCOM towards the local chief executives of Lanao del Norte that leads to the creation of the Resolution Nos. 2017-334 and 2017-335-A approving the withdrawal of their deputation based on the following grounds: (1) engaging in acts inimical to national security or which negate the effectiveness of the peace and order campaign of the government; and (2) providing material support to criminal elements. The other two grounds for the suspension or withdrawal of the deputation of a local government executive under Section 65 of Republic Act No. 8551 are frequent unauthorized absences and abuse of authority. So far, NAPOLCOM has never made any statements in public with regards to the resolutions involving the local chief executives of the Province of Lanao del Norte.
The various programs of Department of Interior and Local Government like MASA MASID or Mamayang Ayaw Sa Anomalya, Mamayang Ayaw Sa Illegal Drugs has been strictly implemented and supported by the Provincial Government of Lanao del Norte and the Municipal Mayors together with the two Congressional Districts. Likewise, the Dangerous Drugs Board Regulation No. 3 Series of 2017 re: Strengthening the Implementation of Barangay Drug Clearing Operation has recently been discussed by a Philippine Drug Enforcement Agency agent in the presence of PDEA 10 Regional Director, Adrian Albareño during the Joint Meeting of the Provincial Peace and Order Council and Provincial Anti-Drug Abuse Council on August 23, 2017. The members of the Provincial Council has welcome and positively viewed all the campaigns of the National Government in ending terrorism and continue the fight to stop the proliferation of illegal drugs in the Province of Lanao del Norte, “The Land of Beauty and Bounty”. KALAHI-CIDSS Project has the following objectives:
The 300 meter of concreted barangay road is only one of the countless projects of KALAHI-CIDSS and the Provincial Government of Lanao del Norte that help improve the living conditions of the residents of the province. This concreted road will make Barangay Candis more accessible to all. Most importantly, students of Candis Elementary school are the primary beneficiary of this project. The safety of the school children leads to the implementation of this project.

The Provincial Government of Lanao del Norte through the leadership of Governor Imelda “Angging” Quibranza-Dimaporo fortifies security measures against terrorists and other lawless elements in coordination, collaboration and cooperation with the Armed Forces of the Philippines, the Philippine National Police, the Municipal Mayors and other concern stakeholders.
The AFP and the PNP rigorously conduct checkpoints along the roads linking the Municipalities and the barangays of Lanao del Norte. The boundary between Lanao del Sur and Lanao del Norte has been strictly watched by the Citizen Armed Forces Geographical Unit (CAFGU) under the direct command and control of the Armed Forces of the Philippines. Different units of the Barangays like the Barangay Peacekeeping Action Team or BPAT has been mobilised to monitor the security situation and aid the Philippine National Police in maintaining the peace and order of the community.
Residents of the province are encouraged to be vigilant in their own community. Report any suspicious men present in the area to their Barangay Captain or to any members of the Barangay Council. Information gathered by the council must be given immediately to the Municipal Mayor or to the Police or to the Military. Accurate and timely information is necessary to deter or repel any activities of the terrorists or other criminal elements looming in the peaceful Province of Lanao del Norte.
Captain Llyod Tondo, Information Officer of the 2nd Mechanized Brigade of the Armed Forces of the Philippines discussed that members of the Maute local terrorist group who tried to escape the fire fight in Marawi were apprehended in the checkpoints established by the AFP and PNP when they presented fake identification cards or IDs. And during the presentation, the Army Captain provided hotline number 09177042733 of the 2nd Mechanized Brigade stationed at Barangay Maria Cristina in Iligan City for the residents to call when noticing lawless elements or presence of such group in their area.
The Police and the Military relies mostly on the information given by the residents in the community. Provincial Governor Imelda “Angging” Quibranza-Dimaporo persistently reminds the public to be at all times observant of their surroundings. “We must protect our beloved Province of Lanao del Norte, we should not be deceived by the false promises of this terrorist. Let us continue to unite and fight against extremism and terrorism. If we do nothing to protect Lanao del Norte, we are putting ourselves in danger and especially the lives and the future of our children”.
The Armed Forces of the Philippines and the Philippine National Police closely coordinate with the Municipal Mayors and the Barangay Captains, particularly in the hinterland areas to constantly monitor the possible entry points that will be used by the local terrorist coming from Lanao del Sur.
Governor Angging calls all the Municipal Mayors, Barangay Captains and the community leaders to never allow any members of the local terrorist group to take shelter or hide in the vicinity of Lanao del Norte. “If you plan to coddle any suspected member of the Maute terrorist group or any criminal elements in your home or within your area, please, I advise you not to do it, for the Military or the Police will come after you as conspirator and your peaceful lives will never be the same again. Do not allow this alien ideology which does not represent the true meaning of the peace loving religion of Islam destroy our lives”.
The Provincial Governor believes that Lanao del Norte will never be affected by the on-going conflict in Marawi City and it will remain peaceful because of the unity and harmony amongst the Muslims and Christians living in the province. The unity and harmony drives the province forward towards development and prosperity where our Provincial Governor Imelda “Angging” Quibranza-Dimaporo, 1st District Representative, Congressman Mohamad Khalid Quibranza-Dimaporo, 2nd District Representative, Congressman Abdullah “Bobby” Dimakuta Dimaporo, Members of the Sangguniang Panlalawigan, Municipal Mayors, the AFP, the PNP and other concern stakeholders worked hard for years for the betterment of the people of Lanao del Norte, “The Land of Beauty and Bounty”. The moment Police Senior Superintendent Leopoldo E. Cabanag, stepped in as the new Acting Provincial Director of Lanao del Norte, he immediately conducted investigation with regards to the Peace and Order situation of the province. After doing so, the Provincial Director concluded that the Province of Lanao del Norte is a peaceful province opposite to what have been written in some reports.
“The Province of Lanao del Norte is a peaceful province compared to some other provinces of the country. I even ride my motorcycle alone without any back-up, so meaning, I have not seen any threats. The residents of the province are peace loving people”, Provincial Director Cabanag said.
The on-going conflict between the Armed Forces of the Philippines and the Maute-Local Terrorist Group in Lanao del Sur particularly in Marawi City that started last May 23, 2017 brought serious threats to the Peace and Order of the entire island of Mindanao particularly the neighbouring province of Lanao del Norte. The rebellion in that city and the serious threats of the Maute local terrorist group, who have pledged their allegiance to the international terrorist group ISIS or ISIL pushed President Rodrigo Roa Duterte to declare Martial Law. This declaration is to immediately curve or repel the atrocities planned by this extremist to some other areas outside Marawi to further advance their inhuman ideologies.
In the Province of Lanao del Norte, Provincial Governor Imelda “Angging” Quibranza-Dimaporo, Vice-Governor Maria Cristina N. Atay, the Members of the Sangguniang Panlalawigan, 1st District Representative, Congressman Mohamad Khalid Quibranza-Dimaporo, 2nd District Representative, Congressman Abdullah “Bobby” Dimakuta Dimaporo and the Municipal Mayors worked hand-in-hand with the Armed Forces of the Philippines and the Philippine National Police to maintain the peace and order of the province and to ensure that residents are protected from the terrorists who promised to bring destructions not only to Marawi but as well to other cities and municipalities.
The Provincial Governor continuously urged the residents of Lanao del Norte to always be active in guarding their communities by constantly monitoring the people who are not from their area and report immediately to the members of the barangay council, to the mayor or to the police or military within their area.
This is what Police Provincial Director Cabanag mentioned during one of the interviews. Residents play a vital role in keeping their community peaceful. The public are encouraged to provide information that is timely and accurate, in order for the Police to immediately respond and address the threats of these criminal elements. “Since the beginning of my carrier as a lieutenant, I have repeatedly asked the assistance from the constituents of my area of operation to collaborate, cooperate and coordinate in deterring any violation of human rights or criminalities in the community”.
The Provincial Director asked the people not to be complacent in performing their duties and responsibilities as citizens of the Republic of the Philippines in securing the community they are living in. The contribution of the residents in maintaining the Peace and Order is essential for the progress and development of the Province of Lanao del Norte, “The Land of Beauty and Bounty”. PIO-LDN
The Especial Mass Based Program moves around the Province for the whole year to visit the barangays in every municipality to deliver first-hand the basic front line services of the Provincial Government of Lanao del Norte. Provincial Governor Imelda “Angging” Quibranza-Dimaporo led the way towards Barangay Baning in the Municipality of Sapad on August 24, 2017.
The challenging road never stopped the ever serving Governor to deliver personally the various services that the Departments and Offices of the Provincial Government has to offer in partnership with the Armed Forces of the Philippines and the Philippine National Police.
Governor Angging personally extended her gratitude to Municipal Mayor Paruk Asis, to Vice-Mayor Rudy Rick B. Patalinghug, the Members of the Sangguniang Panglungsod, to Barangay Chairwoman Lily Taurac, and to the Principal and fellow teachers of Baning Elementary School, the Armed Forces of the Philippines and the Philippine National Police for the unwavering support to the Especial Mass Based Program: Alagang Imelda Quibranza-Dimaporo, “Bringing the Government Closer to the People”.
In the words of the Provincial Governor, “Kinahanglan kami ang mo-dool sa katawhan, dili ang katawhan ang mo kanaug didto sa centro” (It is us [the PGLDN] who must come to the people and not them)”. This is the main reason why the program was crafted by Governor Angging. The Governor wants the Provincial Government a consistent institution that will continuously live with its purpose of serving the basic necessities that the residents needs.
Mayor Paruk Asis thanked Governor Angging for the precious time she has given to the people of Barangay Baning. Her mere presence is enough proof that she is true to deliver the promises she has made not only in times of election but throughout her time as public servant. Vice Mayor Rudy Rick B. Patalinghug could not agree more to the message of Mayor Asis. “Tinoud kanunay giud nag serbisyo si Governor Angging dili lang sa lungsod sa Sapad kundili dinhi pud sa Barangay Baning” (Governor Angging is consistent in serving not only the Municipality of Sapad but also here in Barangay Baning).
The men from the 15th Infantry Battalion headed by Lt. Morales and the 2nd Mechanized Brigade lead by Captain Ericson Balanga of the Armed Forces of the Philippines continuously work hand in hand with the Provincial Government by providing free circumcision and haircut to the constituents. While, the Philippine National Police of the province did not only secure the vicinity of the program but as well shared in by distributing free slippers to the children of Barangay Baning, this was supervised by Police Chief Inspector Cheryll Balderama.
The Departments and Offices of the Provincial Government like the Provincial Veterinary Office (PVO) administered vaccines to all farm animals that aid the farmers in tilling their fields. The Environment and Natural Resources Office (ENRO) handed out seedlings of cacao and falcata to name a few. The Provincial Health Office (PHO) conducted medical and dental check-up including tooth extraction. Medicines were also given to residents upon presenting the prescription given by the doctors on the ground. In addition, Multivitamins were given to babies and children of the barangay.
Other Departments and Offices of the Provincial Government that have lent their hands in the success of the program are; Provincial Agriculturist Office (PAO), Provincial Engineer’s Office (PEO), Provincial Community Affairs Office (PCAO), Provincial Population Office (PPO), Provincial Information Office (PIO), and the Philippine Crop Insurance Corporarion (PCIC).
Governor Angging furthermore added that 2nd District Congressman Abdullah “Bobby” Dimakuta Dimaporo is now focused in concreting the road from the Municipality of Sapad to the Municipality of Nunungan. This road will then continue to connect the Municipality of Sultan Naga Dimaporo (SND). It will be then considered a circumferential road. Before, the said road is part of the provincial road until the Sangguniang Panlalawigan of Lanao del Norte passed a resolution requesting the Office of the 2nd Congressional District to convert into a national road. Through the effort of Congressman Abdullah the road is now under the Department of Public Works and Highways. The same endeavour is now on-going in the Municipality of Magsaysay where concreting of road will link it to the Municipality of Tangcal.
“We believe that if our roads are concreted, it will be a great factor that could help boost the delivery of the products of our local farmers from the up lands down to the lowlands like to the Municipality of Kapatagan and Maranding or where it favours the farmers”, said Governor Angging.
Congressman Abdullah and 1st District Representative, Congressman Mohamad Khalid Quibranza-Dimaporo are working tirelessly to make sure that the Province of Lanao del Norte will have its fair share from the General Appropriation Fund for the implementation and continuation of various development projects and programs in the province.
The Municipality of Nunungan will now be regarded as the pilot municipality where most development projects for the province of Lanao del Norte will be given. The Municipality of Sapad will benefit from this recent development for it is adjacent to the Municipality of Nunungan and it shares the same road going to the Municipality of Kapatagan.
Governor Angging stressed that the unity amongst the residents of Lanao del Norte is the key factor that brought the province where it is now. The prosperity and development that the people now enjoys is the fruit of the decades of hard work and relentless cooperation, collaboration and coordination between the Provincial Government, the two Congressional Districts, the Municipal Mayors, Barangay Captains, the Armed Forces of the Philippines, the Philippine National Police and most of all the contribution of the constituents of the Province of Lanao del Norte.
The Provincial Governor appealed to the residents of Barangay Baning to be always vigilant and never allow any group or individuals to enter in their community and could freely recruit residents to join with their terroristic acts. “Please do not be deceived by their false promises, for we will be the one who will suffer at the end”.
The Province of Lanao del Norte is a peaceful place; let us continue by working together in keeping the Peace and Order secured as always. Let us continue to fight against these lawless elements that do nothing but only to destroy our peaceful community. The community that we grew up with and where our family lives and where we rely for our living. Let us protect our children for they will be the one who will suffer the most when we do nothing to defend our community from these extremism whose ideologies are inhuman, the Governor said. PIO-LDN

The people of Lanao del Norte is one with the victims of the conflict in Marawi City that started last May 23, 2017. Municipalities in the province continue to accept IDPs who are searching for a peaceful and conflict free locale like the Province of Lanao del Norte.
Provincial Governor Imelda “Angging” Quibranza-Dimaporo encouraged IDPs to take time to see and observe the unity, respect and understanding of the residents of the province that propels the fast growing development projects of the Province of Lanao del Norte, “The Land of Beauty and Bounty”. Principal Maglangit as well appreciates the presence of the students’ parents and the members of 4Ps in lending their hands and time to support the activity. The head teacher appealed to parents and 4Ps beneficiaries to help the school in cleaning the rest of the proposed garden in the next days.
Barangay Chairman of Pualas, Ruel E. Lozano was happy to thanked Governor Angging in person for the recent turnover of the new barangay office in Pualas.

The Governor will do its best to provide future improvements to Teofila Quibranza National High School. Likewise, 1st District Representative of Lanao del Norte, Congressman Mohamad Khalid Quibranza-Dimaporo is allocating budget for the enhancement of the school’s facilities.
Governor Angging took notice to one of the areas inside the school premises that could possibly transform into a sunken garden, the likes of UP sunken garden and the MSU-Marawi Amphitheatre. The Governor will coordinate with the Provincial Engineer’s Office to send an architect to personally see the place and create a design base on the contour without altering the natural landscape. Secretary Villar a friend of Governor Angging listened to the request with regards to the junction of the Municipality of Tubod and the National Highway linking Iligan City to Zamboanga Peninsula. This crossing is hampering the flow of traffic when heavy rain comes. The Governor appealed to Secretary Villar to allocate and approve the construction of the drainage system for the said junction. Last week, the Governor Angging received a call from DPWH that her request has been approved by Secretary Mark Villar for the improvement of the drainage system worth P50million.
The Provincial Government through the leadership and dedication of Governor Angging and the two Congressional Districts are working hard to bring various development projects for Lanao del Norte.
In regards to taking care of the environment, Governor Angging calls the students to act with concern and responsibility for their generation and the next to enjoy the beauty and learn the importance of nature to humanity. Students should not only practice waste segregation inside the school campus but also in to their homes. Proper segregation of garbage is done by labelling the rubbish bins with Degradable, Non-degradable and Recyclable. Through this it will be easy for us to identify to which bin to throw our garbage.
Governor Angging also emphasized the importance of communication in the family. Children should initiate the move to talk to their parents, especially when in the dinner table gadgets like mobile phones and other modern devices should be discourage while having dinner. Communication makes the relationship strong and could help bridge the gap between the two generations.
Today’s generations plays a vital role in the preservation of our environment. If we will not do anything to protect our mother earth, it is us who will suffer the consequence. Natural or manmade calamities could happen without notice, cite the Governor. Climate change is real. We could no longer predict the weather. On March 9, 2017, Lanao del Norte suffered the effect of climate change. Some barangays of the province were flooded due to the heavy downpour of rain. Flood displaced families in some low lying areas and landslide paralyzed the flow of vehicular traffic. These are samples of the effect of not taking care of our environment.
Furthermore, Governor Angging reminded the students and residents of Barangay Pualas to stay away from suspicious men who are enticing the people to join the terrorist group by offering cash. “You (students and residents) must be vigilant at all times, report to Chairman Lozano or to any members of the barangay council if you see men that are not from your place”, said the Governor. Governor Angging vowed not to allow any terrorist group to thrive in the peaceful province of Lanao del Norte.
In terms of beautification, Governor Angging plans to develop the grounds of the Provincial Capitol by inviting a well-known designer from the University of the Philippines to come over and see for itself the area and submit a design. The Governor has challenge the designer to come up with a design that can be seen only in Lanao del Norte. Governor Angging plans to put up an edible and ornamental garden in-front of the Capitol.
The Governor added that Congressman Abdullah is also inviting owners of PureGold to open a branch in the Municipality of Tubod. In order for the investors to come and invest in Lanao del Norte, Governor Angging highlighted the importance of sustaining the peace and order of the province; she said, I am very proud to be your Governor, the unity, respect and understanding of all the people are the key factors for the development and progress of our beloved Province of Lanao del Norte, “The Land of Beauty and Bounty”. The Provincial Government of Lanao del Norte through the Provincial Social Welfare and Development Office continue its relief operations in the municipalities of Lanao del Norte where Internally Displaced Persons are taking shelter. For the Month of August 2017, 5 municipalities have been identified by the PSWDO to receive food packs; these municipalities are Tangcal, Sapad, Salvador, Lala and Kapatagan. Last August 9, the 289 IDPs in the Municipality of Tangcal received their food packs containing 6 kilos of rice, 5 cans of sardines and 3 cans of tuna and in the Municipality of Sapad 214 IDPs obtained their food packs on August 15.
Provincial Governor Imelda “Angging” Quibranza-Dimaporo calls for the resumption of the assistance to IDPs to stand united with the victims of these atrocities caused by the terrorists who took siege to the city of Marawi.
Governor Angging asked PSWDO Head, Annabelle S. Mendez to continue with the relief operations in the different municipalities of the province. PSWDO coordinates with the Municipal Social Welfare and Development to help in giving out the food packs together with the staffs of the Provincial Governor’s Office-Community Affairs Division.
The Municipalities of Salvador, Lala and Kapatagan with 168, 25, and 86 IDPs, respectively will receive their food packs in the coming days.
The Province of Lanao del Norte has become the shelter of these displaced families from the time the conflict started. On May 23, 2017, the local terrorist group established their presence in the city by blocking major highways within Marawi and raising their infamous flag to make their presence known all over the country and to the whole world.
The sacrifice that these displaced people and the hardship they have gone through up to this very moment is insignificant to these terrorists, for they were only fighting for personal interest. The ideology of these extremists is not within the peaceful religion of Islam. Innocent lives have been lost and livelihoods were gone in an instant due to these senseless cause.
The Provincial Government of Lanao del Norte through the leadership of Governor Imelda “Angging” Quibranza-Dimaporo welcomes all displaced persons and families to the peaceful province of Lanao del Norte. The Governor persuade them to be more resilient and not to be discourage for the Provincial Government is doing its best to extend all necessary help through the Provincial Social Welfare and Development Office and the Provincial Health Office. In one of the distribution of activities, Governor Angging told the IDPs from Marawi and Lanao del Sur to observe the Unity, Respect and Understanding between the Muslims and Christians in the province. The Unity, Respect and Understanding are the key factors to the fast growing development in the Province of Lanao del Norte, “The Land of Beauty and Bounty”. PIO-LDN
