The Department of Interior and Local Government – Lanao del Norte sets the ground breaking ceremony for the construction of the new DILG building led by Regional Director Arnel M. Agabe, Provincial Governor Imelda “Angging” Quibranza-Dimaporo, 2nd District Congressman Abdullah “Bobby” Dimakuta-Dimaporo and DILG Provincial Director Bruce Augusto Colao, for the proposed DILG Provincial Operations Office LDN in front of the old DILG building on November 8, 2017.
Provincial Director Bruce Colao is excited of the event and according to him it is a momentous day for DILG Lanao del Norte and this up and coming building is dedicated to the field officers, local government officials and other stakeholders in local governance of Lanao del Norte. This building symbolizes the productive people centered partnership and collaboration with the provincial and municipal government of Lanao del Norte.
Regional Director Arnel Agabe is thankful to Governor Angging and Congressman Bobby for the support and with their presence during the activity, RD Agabe said “We could continue the partnership that we have with the provincial government so that our vision their vision also so that we can have peaceful and progressive communities in Lanao del Norte will come to fruition and these are the things we would like to do and we can only do these if we have a working environment that is conducive to working for us to be more productive.”
Congressman Bobby in his message assured that his office and the office 1st District Congressman Mohamad Khalid Quibranza-Dimaporo will support the DILG. The Congressman even asked for a list of things that are not covered by the budget of the DILG and he also explained that through unity we can achieve peace and order and development for the province, “I am sure that we are all one in the main goal of our national government which is the peaceful and prosperous communities that we will be raising in the different parts of our country.”
Governor Angging as well shared an inspiring message, “The Provincial Government of Lanao del Norte will continue to support the programs of DILG and will continue to work hand in hand with the projects such as MASA-MASID in line with the goals of the Quibranza-Dimaporo Initiative.” The constituents of Lanao del Norte is assured that peace and order will be the foundation for development in the province.

The humble Province of Lanao del Norte with its 462 Barangays in which two of these were included as candidates in the prestigious National Lupong Tagapamayapa Incentive Awards. Barangay Libertad of the Municipality of Kolambugan is competing for the 4th-6th Class Municipalities Category and at the same time, Barangay Calube of the Municipality of Sultan Naga Dimaporo is joining the 1st-3rd Class Municipalities Category.
Both Barangays are already winners in their respective categories in the regional level where it receives P20,000.00 each and a trophy held in Cagayan de Oro City last October 10, 2017.
Barangay Captain Manuel P. Chiong, Jr. a retired Philippine National Police was very proud of his Pangkat or Lupon Tagapamayapa to be selected for the first time to compete in the same category for the national level along with three other rivals from Luzon and the Visayas. He said, “We (Lupon Tagapamayapa) are just doing our job, we are always ready to mediate and conciliate when misunderstanding or any grievances occurs. We are just a small barangay where it only has 6 Purok and we know each other here,” Chairman Chiong expressed in the local dialect.
The secretary of the Lupon Tagapamayapa, Ms. Luida Menion diligently compiles all the necessary documents made and created by the said body. From the moment it receives the complaint to whether or not it reach an amicable settlement, the Secretary religiously keep a copy of all documents, either in photos, acknowledgement receipts or any other relevant papers pertaining to each issue.
The Lupon Tagapamayapa functions when the Barangay Captain could no longer resolve issues brought in his office. Preferably, Lupon members should be affiliated with groups in their area. Like cooperatives, women’s organizations and other groups that promotes good advocacies. In this, Lupon members could aid or provide assistance to the Barangay Chairman by informing the residents of the Barangay Justice System or Katarungang Pambarangay during assemblies or meetings.
A retired school teacher, Barangay Chairman Romana A. Aguinid of Barangay Calube, Municipality of Sultan Naga Dimaporo, was excited that once again her Barangay is considered a contender for the 6th time in this national award given by the Department of the Interior and Local Government and its partner agencies.
Same with Barangay Chairman Chiong, Jr. of Barangay Libertad, Chairman Aguinid also wants to settle disputes immediately by mediating and conciliating any disagreement that comes to her attention.
Ms. Marmarie P. Satin-Vivas, Assistant State Prosecutor from the DOJ and member of the NBOJ, appreciates the innovative actions initiated by the Lupong Tagapamayapa to settle issues or disputes in the barangay level or even in the purok. It helps in declogging of docketed cases filed in the Courts of Justice.
Acting Mayor of Kolambugan, Vice-Mayor Beltran M. Lumaque showed support to the Lupon members by attending this revalidation process together with Board Member Setty Deamila “Jam” C. Macarambon along with the members of the Sangguniang Bayan and President of the Association Barangay Council of the Kolambugan. While Mayor Ulwan M. Dimaporo immediately rushed to Barangay Calube after attending the important meetings with the Provincial Peace & Order Council, and the Provincial Development Council on the same day. Provincial Governor Imelda “Angging” Quibranza-Dimaporo and 2nd District Representative, Congressman Abdullah “Bobby” Dimakuta Dimaporo together with the members of the Sangguniang Panlalawigan and Department of the Interior and Local Government, Provincial Director, Bruce A. Colao was welcomed by Mayor Rosa Dahab Olafsson of the Municipality of Baroy for the Ground Breaking Ceremony of the Concreting of Baroy-Sta. Cruz-Salong provincial road. A representative of Mayor Allan J. Lim of the Municipality of Lala was also present in the event, Engr. Harry Adlaon on November 6, 2017.
According to DILG Provincial Director, the concreting project of this provincial road is funded under Conditional Matching Grant to Provinces (CMGP) for the Calendar Year 2017. It is initially an agreement between the Australian Government and the Philippine Government called the Provincial Roads Management Facility (PRMF). The DILG represented on behalf of the Philippine Government. The project ended in 2014 but the benefits of the PRMF was decided by the Philippine Government upon the strong endorsement by the League of Provincial Governors of the Philippines to continue the program. The House of Representatives as well decided to continue the funding under the General Appropriations Act and later on called “The Kalsada Program.”
2nd District Representative, Congressman Abdullah “Bobby” Dimakuta Dimaporo assures the residents of the Municipality of Baroy that the Provincial Government and the two Congressional Districts are working hard by partnering with the Municipal Mayors of the Province to continuously provide development projects regardless of political affiliations for the good of the people of Lanao del Norte.

Provincial Governor Imelda “Angging” Quibranza-Dimaporo told the residents that she personally chose the Baroy-Sta. Cruz-Salong provincial road that needs to be concreted and there are other provincial roads that are included with the list along with the road connecting Kolambugan and Tangkal.
Governor Angging hopes that in the future all provincial roads connecting the Municipalities of Lanao del Norte will be paved for easy access and delivery of goods and services to these areas in partnership with the agencies of the National Government such as the Department of the Interior and Local Government and the Department of Agriculture.
“Opportunity knocks only ones and we must take this moment to grab the chance in bringing-in development projects and programs to our province. Our President Rodrigo Roa Duterte is from Mindanao and the President is giving priority to us Mindanaoans,” Governor Angging said.
Governor Angging was proud to mention that 1st District Representative, Congressman Mohammad Khalid Quibranza Dimaporo is currently holding the position as the Vice-Chairman of the Appropriations Committee in the House of Representatives. On November 6, 2017, 1700 youth of Lanao del Norte joins the 4th Youth for Development Congress which was firmly supported by Provincial Governor Imelda “Angging” Quibranza-Dimaporo through the Provincial Population Office (PPO). The purpose of the congress is to commemorate the importance of the youth in Lanao del Norte, their roles and their resolution to participate by contributing ideas for the good of the society and what they can do to continue the development through peace and order. The assembly took placed at Mindanao Civic Center Gymnasium.
2nd District Congressman Abdullah “Bobby” Dimakuta Dimaporo kicked-off the activity inside the gymnasium by sharing life lessons and offered suggestions on how the youth can help themselves and be independent without relying too much from their parents. The good Congressman encouraged the participants to form and establish organizations and start small businesses that can be a source of income for them and could make their parents proud and as well help the economy of Lanao del Norte.
Governor Imelda “Angging” Quibranza-Dimaporo shared an inspiring speech to the youth sector, “Your presence is essentials to our society. Your ideas will contribute to the sustenance of our communities in achieving the goals of development. Let us continue to strive hard by working together in making our province more progressive and peaceful. Your Government needs you today and not tomorrow.”
The Governor added that the youth can become leaders without being elected or having a position in the community by attending workshops or summits and by learning from it and impart their acquired knowledge to others that would bring positive ideas for the development of their community.
The kind hearted Governor reminded the youth to be vigilant and not to be persuaded by the deceptive offers from unknown individuals for they might come from a group that spreads extremisms and radicalization citing what happened to Marawi City. “Report immediately to your Barangay Captain or to any members of the Council or to the Philippine National Police personnel or to the Philippine Army in order to apprehend these suspicious characters roaming in your community.”
The unity of the people hampers the idea of these extremists to penetrate or thrive in the peaceful province of Lanao del Norte. The residents have live harmoniously for years and will never accept the ideologies of these extremists that is beyond human comprehension. The Governor as well graciously thanked the Mayors of the hinterland municipalities bordering the Province of Lanao del Sur by constantly guarding and monitoring their respective areas against the fleeing terrorists from Marawi who might take shelter and worst bring chaos in the province.
The presence of Mr. Ardizon T. Arsua also inspires the participants of the Youth for Development Congress. Mr. Arsua who is also known as “Papa Ardy” is the unit head of the Information Management and Communication Unit of the Commission on Population (POPCOM) for Region 10. Papa Ardy gladly discussed the Sexual Reproductive Health and awareness to AIDS, HIV and STDs and other communicable diseases. He also taught the youth to be responsible and as much as possible avoid premarital sex. After the discussion the youth were shown short films that tackle sexual health and responsibilities followed by raffle draw that gives out sacks of rice, Water jugs, Backpacks, Sling bags, Tablets, Mobile phones, Electric kettle and Rice cookers. Mayor Tomawis expressed her gratitude to Governor Angging and Congressman Bobby for the continuous support they have provided to the municipality. “This concreting of road from the Municipality of Kolambugan to our Municipality of Tangkal demonstrates the continuous development projects of the province in partnership the Department of Interior and Local Government and with the Provincial Government of Lanao del Norte and the Offices of the two Congressional Districts in which the residents will surely benefit from it.”

DILG Provincial Director, Bruce A. Colao recognized the presence of Governor Angging and Congressman Bobby and the effort of Mayor Fatima Mangansa Mutia-Tomawis, Vice Mayor Dardagan Maliawao and the members of the Sangguniang Bayan for tirelessly working hard to begin this concreting project. When peace is sustain then development and progress follows. The Provincial Government of Lanao del Norte through the Provincial Cooperative Office celebrates the end of the Cooperative Month with the cooperatives of the province and other stakeholders. The activity lives up to cooperative month theme this year, “Cooperatives: Empowering the Poor and the Vulnerable towards Job Creation and Poverty Eradication” during the whole month of October while realizing their importance and responsibilities in the society.
In the past few weeks of October the Provincial Cooperatives Office busied itself with programs and activities for the cooperatives in the province. It began a two-day training in partnership with CDA region-X called Fundamentals of Cooperative and Governance and Management of Cooperative at Macapagal Training Center held on October 10-11,2017 and on October 18,2017 the cooperatives planted trees at Barangay Pikalawag, Sultan Naga Dimaporo and they also cleaned the shorelines of the Pikalawag Beach, these activities are in support for the global campaign and a way to implement the Climate Change Adaptation and Mitigation the event was also participated by the guest Cooperative MSU-IIT-NMPC Maranding branch that gave free haircuts to 58 individuals in the area.
An Investment Forum was also held on October 23, 2017 for the Micro Small and Medium Cooperatives where they seek help and consultation with Government Agencies to learn that many government programs and services can help empower their cooperative, the Cooperative Month Culmination was a success because of the theme “Cooperatives: Empowering the Poor and The Vulnerable towards Job Creation and Poverty Eradication” was made possible through their activities and programs during the whole duration of the month.
The Cooperative Month Culmination was graced with the presence of our Honorable 2nd District Congressman Abdullah D. Dimaporo, the good congressman paved and supported many cooperatives in the province under his office.
The Culmination began with a Motorcade beginning from Sultan Naga Dimaporo and Linamon converging to Mindanao Civic Center Gymnasium, during the event a washing machine and a hot and cold water dispenser was raffled out to the people, Mr. Agustin Delos Santos won the Washing Machine while Ms. Marife Dagatan won the Water Dispenser, to liven up the event there was also a Cooperative Hymn singing contest in which the rice farmers of SEGAPOD Samahang Nayon Multi-Purpose Cooperative won and declared as champions all this occurred on Oct. 30, 2017 at Mindanao Civic Center Gymnasium. The Provincial Disaster Risk Reduction Management Council rolls out to areas of the Province of Lanao del Norte where a great number of people converge such as in terminals, highways, ports and cemeteries on October 31 to November 2, 2017 in observance of the All Saints’ and All Souls’ Day. The influx of passengers that comes in and out of the province which the council sees could cause traffic congestion and overcrowding in the areas.
“Oplan Ghostbuster” was organized by the Regional Disaster Risk Reduction Management Council and the Office of Civil Defense to ensure safety and orderly during Undas, It is known that families use these holidays to bond and reconnect with relatives. As expected, a great volume of people will be compelled to go home to their respective hometowns and visit their departed loved ones.
The municipalities monitored by the PDRRMC were Kolambugan, Maigo, Bacolod, Kauswagan, Linamon, Tubod, Baroy, Lala and Kapatagan. The Council coordinated with the Philippine National Police, Bureau of Fire Protection, Municipal Emergency Response Teams, Philippine Red Cross, Municipal Health Units, AFP 15thIB, 43rdInf PA, 53rd Mechanized, Barangay Peacekeeping Action Teams and the Municipal Disaster Risk Reduction Management Office to monitor the high density areas and prevent any circumstances that might bring inconvenience to the people.
The PDRRMC went into and help man the town terminals and booths throughout the three-day “Monitored Travel Period.” This initiative by the council eases the burden brought by long queues and avoids untoward incidents. The Council also provided free transportation to the disabled and senior citizens in Kapatagan Dunggu-an & Curvada Cemetery. Ambulances and Fire trucks were on standby as well and the Evacuation Centers were manned 24 hours a day.
The operation was smooth and successful. There were no major incidents reported throughout the three day period. The Provincial Government of Lanao del Norte named two new officers to take charge of the Provincial Civil Security Unit and the Provincial Jail on November 2, 2017. Mr. Rolando D. Catiil, a retired Lt. Col. of the Armed Forces of the Philippines will now served as the Chief of the Provincial Civil Security Unit that will take charge in securing the complex of Governor Arsenio A. Quibranza Provincial Government Center and all activities initiated by the Provincial Government of Lanao del Norte.
Ms. Eugenie P. Pusing, head of the Provincial Human Resource Management and Development Office, read the contract entered into by both parties, the Provincial Government of Lanao del Norte, represented by Provincial Governor Imelda “Angging” Quibranza-Dimaporo by means of the power vested by the Sangguniang Panlalawigan (First Party), and Mr. Rolando D. Catiil, as the new Chief of the Provincial Civil Security Unit (Second Party).
Mr. Rolando D. Catiil, designated as Security Officer III will now performed the duties and responsibilities as head of the PCSU. According to Ms. Pusing, Mr. Catiil’s functions including but not limited to, “Plans, develop, implements, monitors and evaluate strategies involving the security programs necessary for the management, operations, and development of the Civil Security Unit. Establishes a feedback mechanism and complains and queries and initiates corrective measures. Exercises general supervision, motivation, direction, performance evaluation, disciplinary action and recognition over the personnel of the unit. Exercises general supervision over the security personnel under the San Miguel Security Agency. Coordinates with other government agencies on security matters and perform such other duties and functions as duly required by the first party”.
Ms. Brigida S. Tañgonan, Acting Provincial Administrator ceremoniously handed over the contract to Mr. Rolando D. Catiil. The Acting Provincial Administrator thanked the new PCSU Chief for accepting the responsibility and hopes that all departments and offices of the Provincial Government will support and help Mr, Catiil.
“I hope that all will cooperate for the betterment of our community and support all the programs of Provincial Governor Imelda “Angging” Quibranza-Dimaporo,” said Ms. Tañgonan.
Mr. Catiil expressed his gratitude to Ms. Tañgonan and Ms. Pusing on behalf of Provincial Governor Imelda “Angging” Quibranza-Dimaporo for the trust and confidence that they bestowed upon him. He also appealed to members of the civil security unit and heads of offices and departments to support him as Chief of the PCSU.
Mr. Catiil reminded the men and women of the civil security unit, “Let us always keep in mind that we are not only protecting the building or facilities but number one is we are protecting the personnel under this government.”
And on the same day, new Acting Provincial Jail Warden was installed inside the Provincial Jail Complex. Mr. Romeo Maglanque was presented by Ms. Eugenie P. Pusing, head of the Provincial Human Resource Management and Development Office and Ms. Brigida S. Tañgonan, Acting Provincial Administrator to the personnel of the Provincial Jail.
“With the trust given to me by the Provincial Government and with your utmost participation, there is great possibility that we could improve and develop our situation here…please do expect some changes but this is for the good of all. On October 30, 2017, SM Foundation Incorporated-Kabalikat sa Kabuhayan, Harbest AgriBusiness Corporation, DTI-Go Negosyo, Department of Agriculture-10, Department of Social Welfare and Development-10 and the Office of the 2nd Congressional District together with the Provincial Government of Lanao del Norte and the Office of the 1st District Representative merged to launch the Farmers Training Program in Barangay Nangka in the Municipality of Balo-i, Lanao del Norte. This is to facilitate a season long training on vegetable and short term fruit production to empower farmers on new and adaptable technologies on farming.
2nd District Representative, Congressman Abdullah “Bobby” Dimakuta Dimaporo made sure to attend the important event despite of his hectic schedule. The 2nd District Congressman encouraged the participants to take this program seriously and to give their full participation in order to acquire essential knowledge that they could use or utilize after the training.
The Maranaos are mostly entrepreneurs, the tribe has already established business with the Chinese and Arab merchants even before the Spanish came to shore. Congressman Abdullah mentioned that large Maranao community are engaged in trade in the Capital City of Manila and other major cities of the country. This is what the good Congressman inspires to do by helping out his fellow Maranaos to live a fruitful life.
The fertile soil and climate of Lanao del Sur and Lanao del Norte provides the perfect location to sow agricultural farm products. Mr. Barcelona challenged the beneficiaries to be persistent in attending each lecture and other activities every Thursday of the week until the end of the program. He is confident that all the two hundred (200) selected beneficiaries from Marawi City who are evacuees will learn the essentials needed to sustain in the vegetable and fruit production throughout the training.

Provincial Governor Imelda “Angging” Quibranza-Dimaporo was delighted to see that various agencies and organizations have come forward and worked together to provide assistance to the internally displaced persons (IDPs) from Marawi who have suffered so much and to let them feel that there are private groups like SM Foundation Incorporated, Harbest AgriBusiness Corporation and other NGOs who are generous enough to express their sincerity by taking care of the IDPs. For the past days the Provincial Government of Lanao del Norte is actively engaging with various organizations for the implementation of activities that would push the province forward towards progress and development by sincerely sustaining the peace and order.
One of which is when the Armed Forces of the Philippines’ 2nd Mechanized (Magbalantay) Infantry Brigade facilitated the 3 day Provincial Youth Leadership Summit that took place at Mindanao Civic Center Sports Complex from October 23 to 25, 2017 in coordination, collaboration and cooperation with the Provincial Population Office.
A total of 168 youth leaders from all over the province and nearby areas participated to become better and productive citizens of the country bearing the theme “Katatagan ng Kabataan, Pag-asa ng Kinabukasan.”
Provincial Governor Imelda “Angging” Quibranza-Dimaporo deeply recognized the essential contributions of the youth sector in building a better and peaceful community. Governor Angging as well expressed her concern with regards to extremism and radicalization. The Governor appealed to all stakeholders to work hand in hand in protecting the future of the youth especially the parents to keep an eye of their children’s activities. Report any suspicious men who are roaming in their area for they might be recruiters of the terrorists or any rebellious group.
In the culmination ceremony for the Filipino Elderly Week, Governor Angging was happy to see a great number of Senior Citizens who have come and join with the celebration. The Governor was proud to mention that the processing of Philhealth in the province has tremendously improved.
Mr. Rolando M. Mocorro, President of the Provincial Filipino Senior Citizens Association of the Philippines, thanked Governor Angging for being present in the culmination. According to Mr. Mocorro, the presence of the Governor brought joy and inspiration to them. The activity was held at Mindanao Civic Center Gymnasium on October 25, 2017.
In the exigency of public service, all members of the Management Committee of the Provincial Government of Lanao del Norte succumbed to the order of Governor Angging to undergo Psychological Assessment initiated by the Provincial Human Resource Management and Development Office and the Provincial Administrator’s Office in partnership with the Psychology Services Intermediary, who administered the test last October 23 and 24, 2017 at Mindanao Civic Center-Hotel Function Hall.
The Provincial Disaster Risk Reduction Management Office of Lanao del Norte spearheaded a two-day workshop with all concern stakeholders in the province for readiness when natural or man-made disasters strikes. The activity was held at Mindanao Civic Center-Hotel Function Hall on October 19 and 20, 2017.
The members of the council conveyed and successfully created a 5 year Disaster Risk Reduction Management Plan from 2017 to 2021 for effective response. This plan has to be reviewed by the Office of Civil Defence.
