The Provincial Government of Lanao del Norte in celebration of the 117th Civil Service Anniversary commenced the Inter-colour Sportsfest Competition on September 15, 2017. On this day, a motorcade began from the Provincial Capitol ground and passed the municipalities of Tubod and Baroy before settling inside the sports complex of Mindanao Civic Center.

Nine coloured teams representing various departments and offices of the Provincial Government assembled within the Gymnasium: Blue Royale, White Team, Gold Miners, Orange Team, Yellow Team, Pink Team, Green Team, Lavender Team, and the Red Hot Team.

The first activity of the day was the search for Mr.&Ms. Sportsfest 2017. Six couple showcased their modelling talent by wearing Smart-Casual and Sports Attire as they walk back and forth on stage. Red, Pink, Gold, Blue, White and Lavender teams participated in the search. The Best Production Number and the Smart-Casual Attire was won by the White team and the Darling of the Crowd was bagged by the Blue Royale and the Best Sports Attire for Male was given to the Red team and for the Female category goes to Lavender team.

The couple from the White team was named Mr.&Ms. Sportsfest 2017 followed  by Blue team and Gold team as first and second Runner-up, respectively.

After the lunch break, the most awaited and anticipated event of the day comes into view as the employees of the provincial government are getting ready with their costumes and preparing the props for their performance that could help them impress the judges.

Earlier on this day, Provincial Governor Imelda “Angging” Quibranza-Dimaporo has said that this activity will build camaraderie while promoting sports and having fun. Governor Angging challenged the employees by encouraging them to help promote the Province of Lanao del Norte where Muslims and Christians peacefully coexist. As a start, the Mindanao Civic Center came into existence through the vision of Governor Angging and 2nd District Congressman Abdullah “Bobby” Dimakuta Dimaporo of building a world class sports complex that could cater multi-events in one setting and in the hopes of putting the humble place of Lanao del Norte in the Philippine map. Other provinces was captivated by the beautiful architectural design of Mindanao Civic Center and made it as their model for their own provincial sports complex. In 2003, the largest annual multi-sport event involving student athletes from 18 regions of the country was successfully held in the Province of Lanao del Norte.

“We will work as a team, like a family does by helping each other as one unit in providing services to the people of Lanao del Norte. Being the mother of this province, I will see to it that the provincial government will function effectively and efficiently for the people of Lanao del Norte, The Land of Beauty and Bounty,” stressed Governor Angging.

Seven coloured teams participated in the mass dance competition. The Green, Gold, Blue, White, Pink, Red, and Yellow teams dance merrily in front of the cheering crowd. The Provincial Governor, Vice-Governor Maria Cristina N. Atay, and 2nd District Congressman Bobby along with the members of the Sangguniang Panlalawigan and department heads and offices of the provincial government were amazed of how well the dancers have performed their routine. The judges had a hard time scoring each performance for the fact that all teams were prepared and have executed their dance routine very well.

After the dust settles, top three of the best teams emerge. White team named as the second placer, followed by Blue team as first runner-up. And, the champion of the 2017 mass dance competition was given to the Red team. PIO-LDN

On September 16, 2017, the Provincial Government of Lanao del Norte in partnership with the Bureau of Fisheries and Aquatic Resources of Region 10 together with the initiatives of the 1st District and 2nd District of the province inaugurates the distribution of fibreglass boats to fisherfolk-beneficiaries of the F/B PAGBABAGO Fiberglass Boats at Maranding Annex 1 in the Municipality of Kapatagan.

Provincial Governor Imelda “Angging” Quibranza-Dimaporo expressed her gratitude to President Rodrigo Roa Duterte for his unwavering support to all projects that helps alleviate the economic status of the citizens and to Secretary Manny Piñol of the Department of Agriculture as well to BFAR Region 10 Director Asuncion J. Maputol. Governor Angging also thanked Undersecretary for Fisheries and Concurrent BFAR National Director, Commodore Eduardo B. Gongona for his presence in this remarkable feat for the people of Lanao del Norte. Even the Commodore was still a director; he remembers 2nd District Congressman Abdullah “Bobby” Dimakuta Dimaporo was constantly knocking the doors of their department to allocate livelihood projects such as this in the Province of Lanao del Norte.

“Thank you Commodore Gongona for coming here in our province. I am happy that you will witness the turn-over ceremony of these fibreglass boats and personally see the fishermen as recipients of this project which they can use for their livelihood,” the Governor said. “Please take care of this fibreglass boats that will be given to you. This can be your tool for you to provide food for your family,” she added.

The people of the Province of Lanao del Norte waited for a project such as this and finally with the perseverance of Congressman Bobby and 1st District Congressman Mohamad Khalid Quibranza Dimaporo the Department of Agriculture through the Bureau of Fisheries and Aquatic Resources of Region 10 started to implement the program of Fiberglass Boats dubbed as F/B Pagbabago.

The recipients of this project were encouraged to make their own boat with the supervision and guidance of the men from BFAR and staffs of the 2nd Congressional District. The three leaders of Lanao del Norte; Governor Imelda “Angging” Quibranza-Dimaporo, 1st District Congressman Mohamad Khalid Quibranza Dimaporo and 2nd District Congressman Abdullah “Bobby” Dimakuta Dimaporo are working as one to bring-in various developmental projects for the good of the people of Lanao del Norte. The unity of the Muslims and Christians in the Land of Beauty and Bounty propels the province towards prosperity. The Inclusive Growth Plan crafted by the leaders will create livelihood programs by partnering with different agencies of the national government to bring in various projects and activities for the constituents of Lanao del Norte.

Three leaders in one leadership is the force behind the Inclusive Growth Plan. All that we do in the Inclusive Growth Plan is for the good of all the people our province. We worked hand in hand together with the Municipal Mayors to achieve prosperity and unity among the residents of Lanao del Norte,” Congressman Abdullah said.

One of the recipients expressed his happiness for being considered as one of the beneficiaries of this project. He said that the fibreglass boat is a big help for him and to his family. He promised to take care of this fibreglass boat so that he can use it to catch fish. He has no other means of livelihood except fishing. He thanked the provincial leaders for always initiating programs that gives hope to the less fortunate residents of Lanao del Norte.

According to the Usec Eduardo Gongona, “Secretary Manny Piñol have asked me to come and join this turn-over ceremony for me to personally see and report to him that his program in giving fibreglass boats and also report to him other government interventions needed by your province.”

President Rodrigo Roa Duterte and Secretary Piñol want our marginalized fishermen and farmers to become prosperous in their field in partnership with the local government units in the area. PGLDN Reactivates Training Course for Barangay Nutrition Scholars.

The Provincial Government of Lanao del Norte revives the Training on the Basic Course for Barangay Nutrition Scholars for every barangay in the province. In cooperation with the National Nutrition Council, the Provincial Health Office facilitated the training at Rianas restaurant within the complex of Mindanao Civic Center that began on September 13 and ends on the 15th, 2017.

The three day basic training for the Barangay Nutrition Scholars Program is divided into 6 Modules: MODULE 1. The Barangay Nutrition Scholar Program

On June 11, 1978, then President Ferdinand E. Marcos promulgated Presidential Decree No. 1569 otherwise known as “Strengthening the Barangay Nutrition Program by Providing a Barangay Nutrition Scholar in Every Barangay, Providing Funds Thereof and Other Purposes.” The law seeks to provide additional human resources for the implementation of programs, projects and activities aimed at addressing malnutrition by requiring at least one BNS per barangay. It also aims to increase the involvement and participation of the people at the grassroots level.

There are five (5) basic tasks of a BNS; (1) Caring for the Malnourished, (2) Mobilising the Community, (3) Linkage Building, (4) Other Forms of Assistance, (5) Keeping Records.

Caring for the malnourished, the BNS locates and identifies malnourished children through a community survey.  This survey involves weighing all preschoolers and interviewing mothers to determine how the child is cared for, and the resources available in the family for their participation in nutrition and related interventions.

Mobilising the community, The BNS also moves the community to organize into networks of 20-25 households, or into community-based organizations working for the improvement of their nutrition situation.

Linkage-building, in the presence of other barangay-based development workers, the BNS may not necessarily deliver direct nutrition services to the community but serve as linkage-builder, to ensure that members of the community, especially those with underweight children, avail of nutrition and related services.  The BNS must be aware of the services available and of those who need these services, and establish a system through which those needing certain services are referred to the appropriate service provider.

Other forms of assistance, the BNS assists in delivering nutrition and related services which include:

  • Organizing mothers’ class or community nutrition education
  • Providing nutrition counselling services, especially on exclusive breastfeeding and appropriate complementary feeding, through home visits
  • Managing community-based feeding programs under the supervision of a nutritionist-dietitian;
  • Distributing seeds, seedlings, and small animals from the local agriculture office and other government organizations and nongovernment organizations to promote home or community food gardens; and
  • Informing the community on scheduled immunization and other health activities but always together with the local midwife, agriculture officer, social welfare officer, and other workers.

Keeping records, to help other barangay workers and the local officials, the BNS keeps a record of the results of the regular weighing as well as records on the nutrition and health profile of families in the barangay.  The BNS also formulates a BNS Action Plan as guide in managing the different tasks assigned to him/her.  The BNS also prepares a record of monthly accomplishments to monitor his or her performance in relation to the action plan.  The record helps identify adjustments in the plan of action to meet targets set.  The BNS also keeps track of his or her daily activities through a diary.  The diary should list not only the BNS’s activities but also observations and insights as may be appropriate.

Regino Ray Gullermo, District Nutrition Program Coordinator for the Province of Lanao del Norte emphasized the importance of being healthy. “To become healthy it starts from the food we eat.” He encouraged the trainees to initiate actions that could make them role models in their communities, one of which is to create vegetable garden in his/her residence or within their community. In addition, Gullermo told the trainees to be cautious on the food that they are preparing for their families. It is better if there are always vegetables consumed during every meal and taking less meat before imparting a quote from now Representative of the 1st District, Congressman Mohamad Khalid Quibranza Dimaporo which states that “Himsug nga Katawhan, Hulagway sa Maayong Pangagamhanan.”

 The Provincial Government of Lanao del Norte through the leadership of Governor Imelda “Angging” Quibranza-Dimaporo requested Dr. Melania A. Untao, Head of the Provincial Health Office to continuously cooperate with the National Nutrition Council and intensify the campaign against malnutrition by conducting series of trainings, lectures and seminars to the communities and to empower the BNSs to perform their tasks in scaling down the number of malnourished children in the province.

During the 58th Araw ng Lanao del Norte celebration last July 2017, Governor Angging crafted the slogan; “Lanao del Norte: Hulagway sa Himsug nga Katawhan ug Malinawong Katilingban.” The lady Governor sees how abundant the province of Lanao del Norte, the varieties of agricultural products being displayed in every municipality’s booth in the weeklong festivity is proof how bountiful the province is. The cooperation, coordination and collaboration of all local government units are essential to address malnutrition by continuously working together in identifying, monitoring and caring for these children. The Provincial Government of Lanao del Norte persistently initiates programs that help alleviate the lives of the residents through the Quibranza-Dimaporo Initiative, one of which is the “Alagang Imelda Quibranza-Dimaporo…Especial Mass Based Program.” In this program it aims to deliver the basic frontline services of the different departments and offices of the provincial government such as the Provincial Health Office, the Provincial Social Welfare and Development Office and the Provincial Agriculturist Office to name a few.         

After the basic training, the barangay nutrition scholars are expected to have acquired enough knowledge, attitudes and skills necessary in the performance of their tasks of identifying the malnourished, monitoring the malnourished, and referring them to appropriate service providers. Handbooks were provided to each BNS which is valuable as a reference book from time to time.

The best reward of the BNS is the knowledge that they have served their community by helping prevent unnecessary child death.  In addition, the BNS receives some incentives too. After completing two consecutive years of satisfactory service, the BNS can avail of a second grade Civil Service Commission (CSC) eligibility by filing the proper application with the CSC regional office. This gives the BNS a chance to become a full-pledged civil servant should the BNS qualify for a vacant position in the local government.

Barangays of Lanao del Norte Supports Drug Clearing Operations

Officials of the 462 Barangays of Lanao del Norte assembled in Mindanao Civic Center to support the campaign in ending the proliferation of illegal drugs by working intensively with the Philippine National Police and the Philippine Drug Enforcement Agency to make their barangay drug free.

Dangerous Drugs Board Regulation No.3 Series of 2017 re: Strengthening the Implementation of Barangay Drug Clearing Program. The Regulation presents a more effective and efficient measures towards preventing and eradicating drug abuse. This DDB Regulation No.3 Series of 2017, provides the operational guidelines in the conduct of drug clearing operations at the barangay level; set parameters for declaring “drug cleared” barangays and status of drug affected barangays; and establishment of oversight committees.

The roles and responsibilities of Barangay Anti Drug Abuse Council (BADAC) and its Committees are strengthened by the said Regulation in accordance with DILG Memorandum Circular 2015-63 re: Revitalization of the Barangay Drug Abuse Council and their Roles in Drug Clearing Operations.

PDEA-Lanao del Norte Provincial Director, Rodolfo S. De la Cerna asked the members of the Liga ng mga Barangay if they can help implement the Barangay Drug Clearing Program which they replied with a resounding YES! “This is war on drugs and we need to have a strategy, like what Chinese General Sun Tzu said ‘If you know your enemy and you know yourself you need not fear the results of a hundred battles’.”

Director De la Cerna presented to the league why the international drug syndicates made interest and establish drug operations in the Philippines. The various Transnational Drug Trafficking Organizations like the African Drug Syndicate, who operates by using Filipinos as courier of illegal drugs to other countries, the Chinese Drug Syndicate who manage to have contacts inside the Bureau of Customs, which is now some officials of the bureau is under investigation of the Senate Blue Ribbon Committee. This Syndicate does not only import illegal drugs from China but as well bringing-in ingredients in order to produce prohibited drugs in the country. Also, the Mexican-Sinaloa Drug Cartel has penetrated the Philippine illegal drug trade.

The Philippines also has the local drug trafficking organizations which receives and distributes the illegal drugs coming from the Transnational Drug Syndicate. Street pushers are then hired by these local groups to sell the illegal drugs to the users in the communities.

The PDEA, PNP and other law enforcement agencies of the government is focused more on high value targets giving less attention to illegal drug users. That is why President Rodrigo Roa Duterte intensified the campaign against illegal drugs and asked all local chief executives down to the barangay level to exert more effort in ending the proliferation of illegal drugs that destroys the future of our country. Barangay Officials are encouraged to identify drug personalities in their area and the Philippine National Police will visit these personalities through TOKHANG to surrender to the folds of the law. Surrenderees are then advised to enrol in Community Based Rehabilitation Program (CBRP) to help them recover from drug addiction. The CBRP offers various technical skills in partnership with TESDA and other Non-Government Organizations to prepare the surrenderees before integrating themselves back to the community.

Provincial Governor Imelda “Angging” Quibranza-Dimaporo expressed her support for the full operation of DDB Regulation No.3 to end the presence of illegal drugs and declare all barangays of Lanao del Norte Drug Cleared. “The PDEA and PNP could not do this alone, we, the local chief executives especially the Barangay Chairmen must stand firmly and wilfully in performing our  duties as public servants in order to make our communities safe from any violence perpetrated by these lawless elements. We must stop these illegal drugs in destroying our peaceful neighbourhood. We must protect our family, our children, and our youth for they are the ones who are more vulnerable to the temptation of these drug traffickers.”  PIO-LDN

The Provincial Government of Lanao del Norte and the Transition Production teamed-up to continue the 2nd Leg of the three leg series of LANORTEMAN 2017. The 1st leg happened last May 20 & 21 of this year, where hundreds of triathletes from the country geared-up to face the challenging course to test their endurance and stamina.

Provincial Governor Imelda “Angging” Quibranza-Dimaporo welcomed all participants who came to the Land of Beauty and Bounty to experience not only the race course but as well see and observe how united the people are and how peaceful the Province of Lanao del Norte is. “Thank you very much for answering our invitation to join the 2nd Leg of LANORTEMAN Triathlon Series 2017. Since Congressman Khalid started this sporting event up to this very moment, we have taken necessary steps to make every leg a success. Thanks to the coordination, collaboration and cooperation of all organizations involve. The local government units of the municipalities of Kolambugan, Maigo and Tubod for their unwavering support, the Armed Forces of the Philippines and the Philippine National Police for providing us the security, the Karancho for their assistance, the employees of the Provincial Government, the Emergency Response Unit of every municipalities and all those who are part of this remarkable event, I give my thanks to you.”

The night before the big day, triathletes assembled inside the Gazebo of Mindanao Civic Center to hear personally the instructions straight from the event organizer, Mr. Dennis Yap of the Transition Production. Before the race briefing began, a representative from the Muslim triathletes graced the evening with a prayer and followed by a Christian prayer.

The 2nd Leg adapts the same course of the 1st Leg. Triathletes gathered in Kolambugan wharf as the starting point, where they will swim the 750 meter triangle loop. The Beginners group will complete only one loop while the Standard and Relay will go through it twice. In the bike runs, participants for the Standard and Relay will have to go to the Municipality of Maigo and back to MCC for the Sprint; while the beginners after swimming will directly proceed to MCC to complete the Run.

“I have to remind you that our race course is open to vehicular traffic. Please avoid any unnecessary actions that could harm you. Your safety is our utmost concern”, said Mr. Yap. Triathletes were also informed that never do drafting or slipstreaming onto a moving vehicle to take advantage of the less air resistance and this could also deter any untoward incident.

Miss Sittie Aminah Quibranza-Dimaporo of the Tri-SND Barracuda Team is one of the 247 registered participants who completed the race course along with Mayor Ulwan Dimaporo of Sultan Naga Dimaporo. Board Member Abdul Harris Ali and Councilor Stanley Anthony Quibranza Noval of the Municipality of Tubod also joined in with the race.

The Teams who participated in LANORTEMAN Triathlon Series 2017 are: Paseo de Leon, Team Rider Omega Tri, Iligan Archangels Multisports, Team Lanao, Brite X Octavio, Weekend Warriors, Wadwad Inc., Brite Dipolog Inc., Team Rambo CCC / Binde NHS, Naawan Tiwalag Team, The Philippine National Police, THF Tri-Bibo, AimCoop Triteam/Aurora Triteam, Team Tri Dal, TRIZUR (Triathlon Zamboanga del Sur), Iligan Trail Runners, Nestle Tri Team, Unilab Active Health, The Molave Bikers, Saga Racing Tram, Maigo Cycling Club, Lanorte Multisports, Octavio Sardines, UCCP Bikers, the Tri-SND Barracuda Team-the pride of Lanao del Norte, and the first ever participant of LANORTEMAN, the Tri-Team of Baybay City, who came all the way from the Province of Leyte.

The Provincial Government of Lanao del Norte as well organized the same sporting event intended for the young athletes of the province on Saturday morning, September 9, held within Mindanao Civic Center Sports Complex. LANORTEKIDS Triathlon Series 2017 inspires young generation of athletes to persistently strive for excellence by inculcating in their minds discipline and building friendship by upholding the spirit of sportsmanship. The 6th Provincial Barangay Congress of Lanao del Norte convened in Mindanao Civic Center on September 6, 2017. Genesis E. Tura, Ex-Officio Board Member and President of Liga ng mga Barangay welcomed all the members who answered the call to come as one in support of the theme, “Barangay Federation Gearing Towards Federalism, Safe and Drug Free Barangays”.

One of the highlights of this assembly is the presentation of Lt. Col. Jo-ar A. Herrera, G7, 1st Infantry (Tabak) Division of the Philippine Army to talk about the “Marawi Crisis and Violent Extremism: What is to be done?”. Provincial Governor Imelda “Angging” Quibranza-Dimaporo was thankful to see the presence of one of the most decorated young officers in the Armed Forces. Governor Angging urged the members present in the gathering to listen attentively and seriously to the discussion of Lt. Col. Jo-ar Herrera.

Before the military officer started his audio-visual presentation, he requested the principal officers who are on-stage to sit in front to see clearly the video and pictures that are relevant to the discussion.

“The people of Lanao del Norte are known for their bravery and unity, they stood brave and united against the Spaniards, the Americans, and the Japanese foreign invaders. The people of Lanao known that being brave and united they can face any challenges and they can be successful in solving problems in their communities”.

Lanao del Norte and Lanao del Sur are one in their desire for peace and prosperity. The presence of Maute terrorist group which Lanao del Sur falls victim to the violence initiated by this local terrorist who have nothing in mind but to sow terror, hatred, division and destruction. Extremism is a clear and present danger to civilized society. Citizens of all nations must work in unison to fight these inhuman ideologies of the terrorists.

What happened in Marawi and what should be done? These are the questions raised by the speaker addressing the members of the league. The terrorist are the ones who perpetrated the on-going Marawi Crisis. The Armed Forces of the Philippines bounds by its duty of safeguarding the lives of the citizens as mandated by the Constitution, quickly responded to hold back the atrocities carried out by the terrorists.  The decision of President Rodrigo Roa Duterte to declare Martial Law in the entirety of Mindanao on May 23, 2017 through Proclamation No. 216 was effective to address the rebellion and curbed the terrorists’ well-planned invasion of Marawi City, and to some major cities.

The Maute terrorist group and the Abu Sayyaf bandits joined forces to occupy Marawi because of their greed of power and money with the help of foreign terrorists. This terrorist group hides their true intention by using the peace loving religion of Islam. The terrorist tries to persuade the minds of the residents of the city with their corrupted view of Jihad.

The soldiers of the Armed Forces of the Philippines are fighting the terrorists in Marawi to preserve peace and order, and ready to sacrifice their lives just to serve and protect you, citizens of the Republic of the Philippines. Your soldiers are standing brave and united against the terrorists like the people of Lanao del Norte, cites Lt. Col. Herrera.

When the crisis began, 96 barangays were affected and hundreds of thousands of individuals fleeing to safety heading towards the cities of Iligan & Cagayan de Oro, and to the municipalities of the Province of Lanao del Norte. Provincial Governor Imelda “Angging” Quibranza-Dimaporo immediately responded by providing basic necessities to displaced persons taking shelter in the province in coordination with the Provincial Social Welfare and Development Office, Provincial Health Office and the Municipal Mayors.

The officer said, the Philippine Government is doing its best to take care of the affected residents of Marawi, especially the children and the elderly. “The AFP ensures successful implementation of humanitarian reason including relief operations, community engagement and psychosocial activity to affected communities including the initiative to affected children”.

These affected children coming from the poorest of the poor have the chance to meet and greet the President of the Republic of the Philippines. The idea of the AFP helped boost the self-esteem of these children, where it shows that the Philippine Government will always be there to support and encourage them.

The terrorists never considered the effect of their actions, insensitive to the suffering experienced by the people just to achieve their own interest by cloaking as fighters of Islam. Muslim religious group condemns the attack in Marawi, “The murder of innocent civilians perpetrated by these lawless elements has nothing to do with Islam and should not be attributed to our faith,” the group said, and added, “Sowing of terror in any form cannot be justified in the name of religion”.

The Philippine Army will continue to engage the community and continue to partner with the traditional leaders, local chief executives in order to achieve a better prospective for peace building activity. The army will continue to serve the people of Marawi, and will continue to organize activities in support of the displaced individuals, especially to the affected children of the city.

Extremism has grasped a niche in the countries of South East Asia, particularly in the Philippines. In some parts of the island of Mindanao, there are places that are considered as breeding grounds of violent extremists. The Maute terrorist group who pledged their allegiance to the Islamic State of Iraq and Syria or ISIS, organized the group to establish a caliphate in the Philippines. For them to be recognized by ISIS, the Maute terrorist initiated series of attacks against the military and executed number of innocent civilians to impress the international terrorist. The terrorist group recruited young men mostly coming from the poor communities of Lanao del Sur to join them and fight for the creation of the caliphate. Innocent minds were filled with poisonous ideologies enslaving these children believing them to be warriors of the faith. The youth are the most vulnerable sector of the society and susceptible to radicalization.

The terrorist utilized the youth for their propaganda or misinformation by using social media, posting videos on the internet showing young men carrying automatic rifles and doing physical training preparing them for Jihad. These young men are supposed to be at school learning arithmetic, science, good moral and right conduct, etc., but the leaders of the Maute terrorist group took advantage of their poor socioeconomic status.

Community support is very important to prevent radicalization among the youth. The Philippine Army and the local chief executives need the support of the community. Barangay Chairmen and members of the Barangay Council play a vital role against violent extremism. Peace education and youth empowerment are essentials to sustain the crusade. “Ladies and gentlemen, it is very important to understand extremism. We need to increase our awareness and understanding. Education is still one of the most important avenues to raise awareness about violent extremism. And address issues on discrimination, inclusion, and marginalization”, stressed Lt. Col. Herrera. Blood Letting Program Commences for the Civil Service Month Celebration.

Provincial Human Resource Management and Development Office in partnership with the Philippine Red Cross-Lanao del Norte Chapter initiates blood donation activity held in the lobby of Gov. Arsenio A. Quibranza Provincial Government Center on September 4, 2017. Red Cross nurses administered the bloodletting program which persuades provincial employees to donate blood to help save lives.

PHRMDO head, Eugenie P. Pusing materialize the idea to commemorate the 117th Philippine Civil Service Anniversary in the month of September. This program aims to encourage provincial employees to support the Provincial Hospitals of Lanao del Norte. According to Mrs. Pusing this activity is coherent to the Civil Service Month theme: “Tugon sa Hamon ng Pagbabago: Malasakit ng Lingkod Bayani” which makes the provincial capitol employees heroes in their own little way.

Before a person can donate his or her blood there are necessary steps to follow. First, the possible donor will be assessed by the Philippine Red Cross personnel by asking questions with regards to its health. Second, the donor’s blood pressure will then be measured. Third step is to ask the donor of his or her blood type, and lastly, he or she will be advised to lie in the bed for 5-10 minutes before the blood extraction. After the procedure, the donor will be given snacks to help recover the body’s normal condition.

On this day, a total of 7,200 ml of blood were donated to the Philippine Red Cross; out of the 7200 ml, 3600 ml of type “A”, 2700 ml of type “B” and 900 ml of type “O”. According to Red Cross, a person can only donate 450 ml of blood every 2-3 months. The blood extracted will then be replaced within three days since the system will reproduce the same amount to help stabilize the body’s circulatory system. The donors were also reminded to refrain from doing strenuous activities right after procedure.

The blood collected by the Philippine Red Cross will undergo series of test to ensure that it is fit for transfusion before sending or distributing it to different provincial hospitals of Lanao del Norte. Victims of accidents, patients who will undergo surgery and patients who are suffering from anemia & liver disease will likely benefit of this program.

The Philippine Red Cross is always ready to accept blood donors who will qualify the physical assessment and examination performed by its personnel. Citizens are encouraged to visit the nearest hospital or Red Cross Center for brief understanding of the benefits of donating blood and the fulfilling act of saving a stranger’s life because of one’s unselfishness. Frequent blood donors are given Certificates and Blood Galloner pins to signify their noble deed.

Provincial Governor Imelda “Angging” Quibranza-Dimaporo was happy to see that a number of employees of the Provincial Capitol answered the call of the Philippine Red Cross to donate blood not only for their own benefit but for the sole purpose of saving someone’s life. The Provincial Chapter of the Liga ng mga Barangay sa Pilipinas in partnership with the Provincial Government of Lanao del Norte together with the Department of Interior and Local Government assembled members of the 462 Barangays all over the province inside the Mindanao Civic Center Gymnasium for the 6th Provincial Barangay Congress with the theme, “Barangay Federation Gearing Towards Federalism, Safe and Drug Free Barangays” on September 6, 2017.

Genesis E. Tura, Ex-Officio Board Member and President of the Liga ng mga Barangay-Provincial Chapter welcome all Barangay Officials, members of the Sangguniang Panlalawigan, special guests, officials of the Provincial Government led by Provincial Governor Imelda “Angging” Quibranza-Dimaporo. Before suspending the Congress for resource person presentation, Board Member Tura expressed his gratitude to Governor Angging for the unwavering support she has given to all the barangay through the Provincial Chapter.

Provincial Governor Imelda “Angging” Quibranza-Dimaporo was grateful to all barangay officials present in the event and especially mentioning the attendance of all President of the Association of Barangay Council representing each Municipality.

The presence of all ABC President of the 22 Municipalities is enough proof to show how united the people of the Province of Lanao del Norte is, said the Governor. “We will set aside our political differences, we will work hand in hand to make our province secure and free from any threats coming from the Maute terrorists or any insurgents, who are trying to bring in their alien ideologies that brings nothing but terror, hatred and destructions”.

For years the Province of Lanao del Norte remains peaceful due to the strong and firmed leadership of the Quibranza- Dimaporo. Provincial Governor Imelda “Angging” Quibranza-Dimaporo, 1st District Representative, Congressman Mohamad Khalid Quibranza-Dimaporo, and 2nd District Representative, Congressman Abdullah “Bobby” Dimakuta Dimaporo has always been working sincerely to sustain the Peace and Order of the province with the support of the Municipal Mayors.

On stage, Governor Angging appealed to all Mayors who have different political affiliations to refrain from doing acts which discredits the leadership of the Quibranza-Dimaporo, instead all local chief executives should work with each other to protect the people of the province of Lanao del Norte.

Residents of the province have started to invest in their own municipalities, this has shown how confident and secure the constituents of Lanao del Norte. The trust of the people to their Municipal leaders made them decide to establish businesses in their community, said the Governor.

The resource persons of the 6th Provincial Barangay Congress are: Lt. Col. Jo-ar Acosta Herrera of the 1st Infantry Tabak Division who presented the topic “Marawi Crisis and Violent Extremism: What is to be done?; DILG 10 Regional Director, Arnel Agabe discussed the “MASA MASID and Effective Barangay Governance”; PDEA Provincial Director, Rodolfo S. De la Cerna talked about Dangerous Drug Board Regulation No. 3 and Barangay Clearing Program: Criteria, Roles, Tasks and Responsibilities” on behalf of Regional Director, Adrian Alvariño; Provincial Director of DILG, Bruce A. Colao, lectured on “Pederalismo: Rason, Hulagway ug mga Gimbuhaton”; Philippine Red Cross Provincial Administrator, Reynaldo D. Ruiz encouraged the participants of the Congress to avail the accident insurance of the organization, and Philhealth representative informing all who are present of the benefits to be availed by the members & beneficiaries, and in addition requested to the members of the league to continuously provide necessary assistance to attain the goal and vision of Philippine Health Insurance for the good of the Filipino people.

In the said Congress, Six barangays were given recognition by the Department of Interior and Local Government and the Philippine Drug Enforcement Agency as they were considered drug free or drug cleared barangay, these are: Barangay Mago-ong of Linamon, Barangay Kawit Oriental of Kauswagan, Barangay Palao of Tubod, Barangay San Isidro, Barangay Kahayagan and Barangay Tipolo in Kapatagan. The Armed Forces of the Philippines represented by Commanding Officer of the 4th Mechanized Infantry Battalion, Colonel Alex Tejada Aduca, updated the local chief executives including Provincial Governor Imelda “Angging” Quirbranza-Dimaporo regarding the security situation of the Province of Lanao del Norte held on September 4, 2017 at the Provincial Governor’s Conference Room in Governor Arsenio A. Quibranza Provincial Government Center.

Col. Aduca presented various updates and possible movements of these local terrorist group and other insurgents trying to encroach or taking shelter in the Province of Lanao del Norte. The AFP together with the Philippine National Police has stepped up necessary measures to counter any possible entry of such groups in the province.

Provincial Governor Imelda “Angging” Qubranza-Dimaporo welcomes the presence of the Municipal Mayors of Lanao del Norte. The Governor extends her gratitude to the Mayors who are present to attend the security briefing especially those who have different political affiliations and organizations. “At this time, we should set aside our political differences, we must work together to protect our beloved province of Lanao del Norte. This is not only for us but for the people residing in our province”.

All the Municipal Mayors present in the meeting pledged their support to Governor Imelda “Angging” Quibranza-Dimaporo in her effort of driving out any terrorist seeking refuge in the province. The Mayors also assured Col. Alex T. Aduca that they will help the Armed Forces of the Philippines and the Philippine National Police operating in their area of responsibility. The Army Colonel asked the local chief executives to provide information that is timely and accurate in order for the military and the police to respond immediately in order to curb or prevent any impending threats from the terrorists or from the insurgents in the area.

Governor Angging said that, “We (local chief executives) must not be too complacent to the security status of our community, we must always be vigilant. We should never underestimate the will and perseverance of these terrorists and other lawless elements”. Barangay officials must intensify their effort in monitoring the presence of additional inhabitants in their barangay. All Barangay Chairmen should submit an updated list of all residents in their area for the Municipal Government, the Philippine National Police and the Armed Forces of the Philippines could check if there are suspicious names included in the list.

Col. Aduca appreciates the unity shown by the Municipal Mayors present in the gathering in support to the call of Provincial Governor Imelda “Angging” Quibranza-Dimaporo to give adequate assistance to the AFP & PNP and to the incessant reminder of the Governor to never coddle any Maute-ISIS member in their area of responsibility. “Even if you are related, please do not allow them to take shelter and use our province as their safe haven. Think about the future of our province and to our children. God forbid, if what happens to Marawi will happen to our province, where will we go? I will never allow that to happen to our province”, the appealing but firm words of Provincial Governor Angging. PIO-LDN

On August 28, President Rodrigo Roa Duterte signed Proclamation 297, declaring September 1, 2017, Friday, a regular holiday. This decree is to commemorate Eid’l Adha or the Feast of Sacrifice. Eid’l Adha is one of the two major feasts celebrated by Muslims all over the world.

In the Province of Lanao del Norte, Eid’l Adha was celebrated for three days which started on September 1 up to September 3, where hundreds of residents in the Municipality of Sultan Naga Dimaporo and nearby areas gathered to join the feast.

In the observation of the Feast of Sacrifice, the Provincial Government of Lanao del Norte slaughtered 20 cattle and was shared among the residents of the Province. This beef sharing program is an annual practice of the Provincial Government through the Provincial Veterinary Office headed by Fritzie P. Provido, Acting Provincial Veterinarian on behalf of Provincial Governor Imelda “Angging” Quibranza-Dimaporo. The Provincial Governor made sure that all constituents, including Christians who will come and join the festivity will be given enough food to feast.

Eid’l Adha is observed by Muslims around the world to honour the act of obedience of Ibrahim (Abraham) even sacrificing his son Ishmael to comply with the command of Allah.  In commemoration of this, an animal is sacrificed and divided into three parts: one third of the share is given to the poor and needy; another third is given to relatives, friends and neighbours; and the remaining third is retained by the family.

Mayor Ulwan Dimaporo of SND expressed his gratitude to Provincial Governor Imelda “Angging” Quibranza-Dimaporo for continuously sharing the bounty that Lanao del Norte has.  The Mayor was also happy to see the people shared the food with each other even to those who are non-Muslims. This is just to show how united the people of Lanao del Norte is. Muslim and Christian residents have live harmoniously together for years which propel the fast growing development projects of the province.

Barangay Captain Abdul Nassib S. Macabato of Barangay Bauyan was on high spirit that the beef sharing program of the Provincial Government in observance of Eid’l Adha was held in his barangay.
