A two-day Camp Coordination and Camp Management Training was held at Mindanao Civic Center Hotel Function Hall. The activity was led by the Department of Social Welfare and Development Region 10 on November 14-15, 2017. This event was organized in reaction to what transpired in Marawi when armed militants ravaged the City in the name of their false and inhumane ideologies. The war caused the residents of the city to flee from danger and took shelter into nearby municipalities and cities where emergency evacuation centers were established.
Provincial Social Welfare and Development Officer, Ms. Annabelle S. Mendez and the rest of the team joins the training and actively participates in the activity along with the Provincial Disaster Risk Reduction Management Office and the Municipal Social Welfare Development Office of Poona-Piagapo, Kapatagan, Linamon, Kauswagan, Bacolod, Kolambugan, Sultan Naga Dimaporo, Salvador and Nunungan.
Ms. Virginia M. Cardona, Social Welfare Officer IV of DSWD 10 was tasked to expand the knowledge and update the techniques in Camp Coordination and Camp Management to participants through technical advisory and advocacy role for the proper implementation and use of bunkhouse and tents.
The participants were also challenged to create layout of their own evacuation centers in order for them to know and learn how to maximize the geography and efficiency of the evacuation center as well as the resources available during the given moment in times of crisis. Participants were also taught on how to coordinate with the emergency response teams of the PDRRMO for rescue and manage the flow of evacuees coming into the province.

Series of projects has kept the Province of Lanao del Norte on the move towards development by delivering various projects to its people in partnership with National Government Agencies and international partners. On November 14, the Provincial Government handed over project in Barangay Palao in the Municipality of Tubod and on the next day, Mass Ground Breaking of priority projects to 10 Barangays in the Municipality of Kolambugan, a joint venture of PGLDN, the Department of Social Welfare and Development (DSWD) under the KALAHI-CIDSS Program, Asian Development Bank, The World Bank and the Local Government Units.
In Barangay Palao, a 300 meter concreted farm to market road has been handed over to the Barangay Council by the Provincial Engineer’s Office in the presence of Municipal Officials headed by Municipal Administrator, Carmelito Maglipac, Jr and Municipal Councilor, Virgilia Samaniego. The ceremony was held in Palao Elementary School on November 14, 2017.
Head of the Provincial Engineer’s Office, Engr. Marietta L. Borillo spearheads the ceremony in Barangay Palao on behalf of Provincial Governor Imelda “Angging” Quibranza-Dimaporo, who is in Manila to attend important meetings for the benefit of the province.
Engr. Borillo was proud and happy to turn over the concreted road to Barangay Captain Danilo Limbaga. The paved road will link other isolated barangays to the main road and could help fast track the exchange of goods and services within the municipality. Moreover, the students of Palao Elementary School can now access their school worry free even during rainy days.
Barangay Captain Danilo Limbaga expressed his gratitude to Governor Angging and to the DSWD for the implementation of the KALAHI-CIDSS projects in his barangay. “This concreted road will not only serve the students of Palao Elementary School but as well it will help ease the farmers’ burden in the upper barangays in transporting their farm products down to the municipal center,” said Chairman Limbaga.
On the following day November 15, 2017, Engr. Borillo with Provincial Board Member Ex-Officio and PCL President of Lanao del Norte, Setty Deamila “Jam” Macarambon led the Mass Ground Breaking Ceremony for the priority projects of 10 Barangays in the Municipality of Kolambugan held at Barangay Tabigue Multipurpose Covered Court. Barangay Captain of Tabigue, Alberto Molina in his welcome message expressed his sincerest appreciation to the projects given to the 10 Barangays of Kolambugan. Speaking in behalf of other Barangay Captains, Chairman Molina is confident that these projects will be done on time to serve the residents of each barangays. “These projects will surely benefit the constituents and with that they will definitely take care of it.”
The 10 Barangays and their corresponding projects are: Construction of 40 L.M. Seawall with Elevated Foot Path for Barangay Tabigue; Concreting of 275 meter Farm to Market Road for Barangay Bubong; Construction of Solar Drier for Barangay Pagalungan; Installation of 9 units of Solar Streetlight for Barangay Caromatan; Concreting of 550 meter Access Road for Barangay Baybay; Concreting of 305 meter Farm to Market Road for Barangay Inudaran; Construction of 2 units and 2 doors Elementary School Building for Barangay Mukas; Concreting of 210 meter Farm to Market Road for Barangay Lumbac; Construction of Potable Water System Level 2 Solar Pump driven for Barangay San Roque; Installation of 9 units of Solar Streetlight for Barangay Pantar.
Board Member Jam Macarambon congratulates the Municipality of Kolambugan and thanked the KALAHI-CIDSS and PGLDN for the unwavering support. “Congratulations to the Municipality of Kolambugan, especially to the 10 barangays and sa tanan 26 barangays naka tilaw na jud sa KALAHI-CIDSS program wala nay nabilin.”
Engr. Jos O. Ebdalin representing DSWD Regional Director Nestor B. Ramos shared his message to the people of Kolambugan “Ang kanang mga proyekto is dili namo na ma-angkon kun dili para na sa inyo, katawhan, mao nang nagpasalamat kayo mi ang tanan nag cooperar luyo sa mga lisod ug problema ug naabot pud ang mga pangandoy sa matag-barangay nga gipangayo.”

The Provincial Peace and Order Council and The Provincial Anti-Drug Abuse Council gathered at Macapagal Training Center on November 9, 2017 to discuss preventive measures in relation to the possible retaliation by members and sympathizers of the terrorists and the on-going war on drugs. The council meeting was initiated by the Department of the Interior and Local Government, the Philippine Drug Enforcement Agency and the Provincial Government of Lanao del Norte.
Provincial Governor Imelda “Angging” Quibranza-Dimaporo chairman of both councils reminds the members that the situation in Marawi is still volatile and all stakeholders have to remain vigilant in order to prevent any terroristic plans to take place in the province.
Colonel Alex Tejada Aduca, Commander of the 4th Mechanized Infantry Battalion, AFP reported that the actions of the military in Lanao del Sur; the rescue of Fr. Chito Suganob as well as the death of the terrorist leaders Isnilon Hapilon and Omarkhayam Maute took a huge blow over the insurgents and sealed the victory over the Maute-ISIS terrorist group in Marawi.
Col. Aduca also showed video clips that were recovered in the rubbles of Marawi. In the video it shows how the terrorists are teaching children to shoot sniper rifles and other high powered weapons. There are also clips in the presentation where teenagers are being shown engaging against the soldiers and another was a clip showing the networks of tunnels where the terrorist hides in case the Philippine Air Force conduct bombing raids.
In addition, Col. Aduca said that we should be vigilant from isolated retaliation such as bombings from the terrorist that might incapacitate unsuspecting civilians “Gusto lang nilang makabawi sa mga losses nila gusto nilang maipaghiganti ang kanilang kasamahan.”
Meanwhile, the representative from PDEA stated that they are aiming for drug personalities in the province in coordination with the Philippine National Police and Armed Forces of the Philippines. For now the Agency has only captured drug users and pushers.
Governor Angging expressed her support to PDEA, “We will be behind you, sana nga makahuli tayo ng malaking isda dito sa Lanao del Norte. Thank you and if you need help from the Provincial Government, I am always ready to extend the necessary assistance that your agency needs and I’m just in my office and you can visit me anytime.”

Provincial Governor Imelda “Angging” Quibranza-Dimaporo chaired the Provincial Development Council Meeting for the C.Y. 2017. The meeting tackles on the Supplemental Annual Investment Program of the Province, and the realigning of 20% Development Fund Utilization Program for the C.Y. 2016 as well the PhilHealth Issues/Concerns held at Macapagal Training Center on November 8, 2017.
The C.Y. 2017 Supplemental Annual Investment Program of the Province was endorsed through the motion of Board Member Tawantawan Cauntongan which was unanimously agreed upon by the members of the council the budget amounts to 6.5million pesos for the scholarship programs and 7 million pesos for the new Kaptagan Provincial Hospital.
The motion for approving the 16,535,611 pesos in realigning the 20% Development Fund Utilization Program for the upgrading of 6 provincial hospitals and the installation of information systems and structures especially the Lanao del Norte Provincial Hospital in Baroy and the Kolambugan Provincial Hospital for the installation of CCTVs were established by the members of the council.
Dr. Melania Abad-Untao, Head of the Provincial Health Office brought out the PhilHealth issues of the province concerning the ghost members which have benefitted in the program without the exact documents. With lack of correct documentation there will be no basis on gaining back the money spend by the government and surely will affect the sustenance of the Philihealth Program in the province. Other municipalities also needs to renew their doctors that are about to end their contract with the Department of Health in order not to disrupt their services in providing medical care for the indigents. PhilHealth will only provide funds if there are doctors serving in the municipality.

The Department of Interior and Local Government – Lanao del Norte sets the ground breaking ceremony for the construction of the new DILG building led by Regional Director Arnel M. Agabe, Provincial Governor Imelda “Angging” Quibranza-Dimaporo, 2nd District Congressman Abdullah “Bobby” Dimakuta-Dimaporo and DILG Provincial Director Bruce Augusto Colao, for the proposed DILG Provincial Operations Office LDN in front of the old DILG building on November 8, 2017.
Provincial Director Bruce Colao is excited of the event and according to him it is a momentous day for DILG Lanao del Norte and this up and coming building is dedicated to the field officers, local government officials and other stakeholders in local governance of Lanao del Norte. This building symbolizes the productive people centered partnership and collaboration with the provincial and municipal government of Lanao del Norte.
Regional Director Arnel Agabe is thankful to Governor Angging and Congressman Bobby for the support and with their presence during the activity, RD Agabe said “We could continue the partnership that we have with the provincial government so that our vision their vision also so that we can have peaceful and progressive communities in Lanao del Norte will come to fruition and these are the things we would like to do and we can only do these if we have a working environment that is conducive to working for us to be more productive.”
Congressman Bobby in his message assured that his office and the office 1st District Congressman Mohamad Khalid Quibranza-Dimaporo will support the DILG. The humble Province of Lanao del Norte with its 462 Barangays in which two of these were included as candidates in the prestigious National Lupong Tagapamayapa Incentive Awards. Barangay Libertad of the Municipality of Kolambugan is competing for the 4th-6th Class Municipalities Category and at the same time, Barangay Calube of the Municipality of Sultan Naga Dimaporo is joining the 1st-3rd Class Municipalities Category.
Both Barangays are already winners in their respective categories in the regional level where it receives P20,000.00 each and a trophy held in Cagayan de Oro City last October 10, 2017.
Barangay Captain Manuel P. Chiong, Jr. a retired Philippine National Police was very proud of his Pangkat or Lupon Tagapamayapa to be selected for the first time to compete in the same category for the national level along with three other rivals from Luzon and the Visayas. He said, “We (Lupon Tagapamayapa) are just doing our job, we are always ready to mediate and conciliate when misunderstanding or any grievances occurs. We are just a small barangay where it only has 6 Purok and we know each other here,” Chairman Chiong expressed in the local dialect.
The secretary of the Lupon Tagapamayapa, Ms. Luida Menion diligently compiles all the necessary documents made and created by the said body. From the moment it receives the complaint to whether or not it reach an amicable settlement, the Secretary religiously keep a copy of all documents, either in photos, acknowledgement receipts or any other relevant papers pertaining to each issue.
The Lupon Tagapamayapa functions when the Barangay Captain could no longer resolve issues brought in his office. Preferably, Lupon members should be affiliated with groups in their area. Like cooperatives, women’s organizations and other groups that promotes good advocacies. In this, Lupon members could aid or provide assistance to the Barangay Chairman by informing the residents of the Barangay Justice System or Katarungang Pambarangay during assemblies or meetings.
A retired school teacher, Barangay Chairman Romana A. Aguinid of Barangay Calube, Municipality of Sultan Naga Dimaporo, was excited that once again her Barangay is considered a contender for the 6th time in this national award given by the Department of the Interior and Local Government and its partner agencies.
Same with Barangay Chairman Chiong, Jr. of Barangay Libertad, Chairman Aguinid also wants to settle disputes immediately by mediating and conciliating any disagreement that comes to her attention.
Ms. Marmarie P. Satin-Vivas, Assistant State Prosecutor from the DOJ and member of the NBOJ, appreciates the innovative actions initiated by the Lupong Tagapamayapa to settle issues or disputes in the barangay level or even in the purok. It helps in declogging of docketed cases filed in the Courts of Justice.
Acting Mayor of Kolambugan, Vice-Mayor Beltran M. Lumaque showed support to the Lupon members by attending this revalidation process together with Board Member Setty Deamila “Jam” C. Macarambon along with the members of the Sangguniang Bayan and President of the Association Barangay Council of the Kolambugan. While Mayor Ulwan M. Dimaporo immediately rushed to Barangay Calube after attending the important meetings with the Provincial Peace & Order Council, and the Provincial Development Council on the same day. Colao was welcomed by Mayor Rosa Dahab Olafsson of the Municipality of Baroy for the Ground Breaking Ceremony of the Concreting of Baroy-Sta. Cruz-Salong provincial road. A representative of Mayor Allan J. Lim of the Municipality of Lala was also present in the event, Engr. Harry Adlaon on November 6, 2017.
According to DILG Provincial Director, the concreting project of this provincial road is funded under Conditional Matching Grant to Provinces (CMGP) for the Calendar Year 2017. It is initially an agreement between the Australian Government and the Philippine Government called the Provincial Roads Management Facility (PRMF). The DILG represented on behalf of the Philippine Government. The project ended in 2014 but the benefits of the PRMF was decided by the Philippine Government upon the strong endorsement by the League of Provincial Governors of the Philippines to continue the program. The House of Representatives as well decided to continue the funding under the General Appropriations Act and later on called “The Kalsada Program.”
2nd District Representative, Congressman Abdullah “Bobby” Dimakuta Dimaporo assures the residents of the Municipality of Baroy that the Provincial Government and the two Congressional Districts are working hard by partnering with the Municipal Mayors of the Province to continuously provide development projects regardless of political affiliations for the good of the people of Lanao del Norte.

Provincial Governor Imelda “Angging” Quibranza-Dimaporo told the residents that she personally chose the Baroy-Sta. Cruz-Salong provincial road that needs to be concreted and there are other provincial roads that are included with the list along with the road connecting Kolambugan and Tangkal.
Governor Angging hopes that in the future all provincial roads connecting the Municipalities of Lanao del Norte will be paved for easy access and delivery of goods and services to these areas in partnership with the agencies of the National Government such as the Department of the Interior and Local Government and the Department of Agriculture.
“Opportunity knocks only ones and we must take this moment to grab the chance in bringing-in development projects and programs to our province. Our President Rodrigo Roa Duterte is from Mindanao and the President is giving priority to us Mindanaoans,” Governor Angging said.
Governor Angging was proud to mention that 1st District Representative, Congressman Mohammad Khalid Quibranza Dimaporo is currently holding the position as the Vice-Chairman of the Appropriations Committee in the House of Representatives. On November 6, 2017, 1700 youth of Lanao del Norte joins the 4th Youth for Development Congress which was firmly supported by Provincial Governor Imelda “Angging” Quibranza-Dimaporo through the Provincial Population Office (PPO). The purpose of the congress is to commemorate the importance of the youth in Lanao del Norte, their roles and their resolution to participate by contributing ideas for the good of the society and what they can do to continue the development through peace and order. The assembly took placed at Mindanao Civic Center Gymnasium.
2nd District Congressman Abdullah “Bobby” Dimakuta Dimaporo kicked-off the activity inside the gymnasium by sharing life lessons and offered suggestions on how the youth can help themselves and be independent without relying too much from their parents. The good Congressman encouraged the participants to form and establish organizations and start small businesses that can be a source of income for them and could make their parents proud and as well help the economy of Lanao del Norte.
Governor Imelda “Angging” Quibranza-Dimaporo shared an inspiring speech to the youth sector, “Your presence is essentials to our society. Your ideas will contribute to the sustenance of our communities in achieving the goals of development. Let us continue to strive hard by working together in making our province more progressive and peaceful. Your Government needs you today and not tomorrow.”
The Governor added that the youth can become leaders without being elected or having a position in the community by attending workshops or summits and by learning from it and impart their acquired knowledge to others that would bring positive ideas for the development of their community.
The kind hearted Governor reminded the youth to be vigilant and not to be persuaded by the deceptive offers from unknown individuals for they might come from a group that spreads extremisms and radicalization citing what happened to Marawi City. “Report immediately to your Barangay Captain or to any members of the Council or to the Philippine National Police personnel or to the Philippine Army in order to apprehend these suspicious characters roaming in your community.”
The unity of the people hampers the idea of these extremists to penetrate or thrive in the peaceful province of Lanao del Norte. The residents have live harmoniously for years and will never accept the ideologies of these extremists that is beyond human comprehension. The Governor as well graciously thanked the Mayors of the hinterland municipalities bordering the Province of Lanao del Sur by constantly guarding and monitoring their respective areas against the fleeing terrorists from Marawi who might take shelter and worst bring chaos in the province.
The presence of Mr. Ardizon T. Arsua also inspires the participants of the Youth for Development Congress. Mr. Arsua who is also known as “Papa Ardy” is the unit head of the Information Management and Communication Unit of the Commission on Population (POPCOM) for Region 10. Papa Ardy gladly discussed the Sexual Reproductive Health and awareness to AIDS, HIV and STDs and other communicable diseases. He also taught the youth to be responsible and as much as possible avoid premarital sex. After the discussion the youth were shown short films that tackle sexual health and responsibilities followed by raffle draw that gives out sacks of rice, Water jugs, Backpacks, Sling bags, Tablets, Mobile phones, Electric kettle and Rice cookers. Mayor Tomawis expressed her gratitude to Governor Angging and Congressman Bobby for the continuous support they have provided to the municipality. “This concreting of road from the Municipality of Kolambugan to our Municipality of Tangkal demonstrates the continuous development projects of the province in partnership the Department of Interior and Local Government and with the Provincial Government of Lanao del Norte and the Offices of the two Congressional Districts in which the residents will surely benefit from it.”

The Quibranza-Dimaporo family works hard for years to maintain the harmony between the two groups with the support of the Sangguniang Panlalawigan, Municipal Mayors and all concern stakeholders. “Congressman Abdullah “Bobby” Dimakuta Dimaporo made it a priority to unite the Maranaos and Christians in Lanao del Norte in order make way for the development to come in to the province when he was then the Governor,” said Board Member Maruhom.

Colao recognized the presence of Governor Angging and Congressman Bobby and the effort of Mayor Fatima Mangansa Mutia-Tomawis, Vice Mayor Dardagan Maliawao and the members of the Sangguniang Bayan for tirelessly working hard to begin this concreting project. Provincial Governor Imelda “Angging” Quibranza-Dimaporo is proud to mention that we have a President that comes from Mindanao, “This is the time, this is the opportunity that we will grab all the developments for Mindanao and especially for Lanao del Norte.”
Governor Angging honestly told the people that the Provincial Government will have difficulty in maintaining this road (Kolambugan-Tangkal) and she ask and hopes that this road will be converted into a national highway through resolutions of the Sangguniang Panlalawigan and with the support of the two Congressmen to hand over the maintenance to the Department of Public Works and Highways (DPWH).
“We have to continue to work together and help each other; the Provincial Government is always ready to extend the support that you need. And I hope that no trouble will come to our peaceful and progressive province, let us keep our province safe and secured,” Governor Angging added.
The Governor is optimistic that livelihood projects initiated by the National Government will be realised and continue to prosper for the good of the people of the Municipality of Tangkal in partnership with Xavier Science Foundation, Inc. The Provincial Government of Lanao del Norte through the Provincial Cooperative Office celebrates the end of the Cooperative Month with the cooperatives of the province and other stakeholders. The activity lives up to cooperative month theme this year, “Cooperatives: Empowering the Poor and the Vulnerable towards Job Creation and Poverty Eradication” during the whole month of October while realizing their importance and responsibilities in the society.
In the past few weeks of October the Provincial Cooperatives Office busied itself with programs and activities for the cooperatives in the province. It began a two-day training in partnership with CDA region-X called Fundamentals of Cooperative and Governance and Management of Cooperative at Macapagal Training Center held on October 10-11,2017 and on October 18,2017 the cooperatives planted trees at Barangay Pikalawag, Sultan Naga Dimaporo and they also cleaned the shorelines of the Pikalawag Beach, these activities are in support for the global campaign and a way to implement the Climate Change Adaptation and Mitigation the event was also participated by the guest Cooperative MSU-IIT-NMPC Maranding branch that gave free haircuts to 58 individuals in the area.
An Investment Forum was also held on October 23, 2017 for the Micro Small and Medium Cooperatives where they seek help and consultation with Government Agencies to learn that many government programs and services can help empower their cooperative, the Cooperative Month Culmination was a success because of the theme “Cooperatives: Empowering the Poor and The Vulnerable towards Job Creation and Poverty Eradication” was made possible through their activities and programs during the whole duration of the month.
The Cooperative Month Culmination was graced with the presence of our Honorable 2nd District Congressman Abdullah D. Dimaporo, the good congressman paved and supported many cooperatives in the province under his office.
The Culmination began with a Motorcade beginning from Sultan Naga Dimaporo and Linamon converging to Mindanao Civic Center Gymnasium, during the event a washing machine and a hot and cold water dispenser was raffled out to the people, Mr. Agustin Delos Santos won the Washing Machine while Ms. Marife Dagatan won the Water Dispenser, to liven up the event there was also a Cooperative Hymn singing contest in which the rice farmers of SEGAPOD Samahang Nayon Multi-Purpose Cooperative won and declared as champions all this occurred on Oct. 30, 2017 at Mindanao Civic Center Gymnasium.
