New Kapatagan Provincial Hospital Opens to the Public

New Kapatagan Provincial Hospital Opens to the Public

For years the people of Lanao del Norte have been waiting for its doors to open and finally on September 14, 2017, the new Kapatagan Provincial Hospital has been formally declared by Provincial Governor Imelda “Angging” Quibranza-Dimaporo, 1st District Representative, Conrgessman Mohamad Khalid Quibranza-Dimaporo and 2nd District Representative, Congressman Abdullah “Bobby” Dimakuta Dimaporo open to the people of Lanao del Norte.

This is the vision and dream of Congressman Mohamad Khalid Quibranza-Dimaporo when he was then the Provincial Governor of the province. The dream has now come into reality as the people of Lanao del Norte can now avail the medical services that the new Kapatagan Provincial Hospital offers to the general public.

Governor Angging reminds the staff of the new hospital saying, “You all know that we wanted to give the best quality of service to our constituents…I am appealing to the personnel here and to the doctors to be nice to your patients. Though there are patients that irritates you but please remember your oath, you are here to serve and you pledged to devote yourself to serve those who are in need of your help.”

As government workers, Governor Angging calls all employees of the provincial government to work sincerely in their field and always keep in their hearts that serving the people is the reason why we choose this profession. Treat everyone equal regardless of creed or status. One mistake committed by a staff in the ways he or she handles a patient or a client will automatically reflect on the leadership of Governor Angging. The Governor has emphasized to all provincial government employees that sincerity, willingness and devotion to the profession is infused in the hearts and minds of all public servants.

In addition Governor Angging said, “I will not be tired of serving the people, where we are right now; we owe it to the people. Let us work together. Let’s show it to the people that we don’t choose anyone. I don’t want to hear any complaints from the people; the people that we are suppose to be serving.”

Congressman Mohamad Khalid Quibranza-Dimaporo stressed that “This new provincial hospital is one of the programs that we are targeting. My vision for Lanao del Norte, healthcare program, this is not for my legacy, the legacy is the entire system. All four corners of the entire Province of Lanao del Norte properly covered with healthcare services…my vision for Lanao del Norte is for us to be independent as much as possible. The residents will not go further outside the province when they need medical services.”

The new Kapatagan Provincial Hospital is a secondary class hospital that will answer to the medical needs of the people of Lanao del Norte, but the young and energetic Congressman will not end his dream of having only one secondary hospital in the entire province. He wants to provide and build more secondary hospitals in the municipalities of Sultan Naga Dimaporo, Balo-i, and Kauswagan. Congressman Khalid proposed to the Sangguniang Panlalawigan and to Governor Angging to help him establish a tertiary hospital in the Province of Lanao del Norte.

All that Congressman Khalid is doing is for the good of the people of Lanao del Norte, providing effective and efficient healthcare services to all residents of the province. If one provincial hospital did not qualify the requirements set by DOH and Philhealth, the Congressman asked the agencies to help these hospitals comply with the requirements. The Congressman is willing to provide with the support of DOH and Philhealth.

“The welfare and the wellbeing of our healthcare system here in Lanao del Norte is always in my mind…A hospital is just a building without the healthcare personnel and Governor Angging pointed out some critical issues here and that’s quality of service,” said Congressman Khalid.

Before ending his speech, Congressman Khalid encouraged all employees of the provincial hospitals to exert more effort in providing quality service to the constituents of Lanao del Norte. “This is a very critical facility; our constituents will either live or die because of the provincial hospitals.”

The architectural design of the new Kapatagan Provincial Hospital exhibits the Filipino-Malay culture. “The design is representing our culture (Filipino-Malay), Malay are Muslims, so Filipino-Malay culture,” explains Congressman Bobby. The good Congressman was searching for a symbol that would represent the people of Lanao del Norte, united as one people of this peaceful province. The unity and harmony of the Muslim and Christian residents propels the economic growth and development of Lanao del Norte. “Without unity, there will be no peace; and if there is no peace, there will be no development then the people of Lanao del Norte will be the one to suffer,” added the Congressman. This is why the three leaders of the Province of Lanao del Norte; Provincial Governor Imelda “Angging” Quibranza-Dimaporo, 1st District Representative, Congressman Mohamad Khalid Quibranza-Dimaporo and 2nd District Representative, Congressman Abdullah “Bobby” Dimakuta-Dimaporo with the support of the Sangguninag Panlalawigan and the Municipal Mayors who worked hard for years in sustaining the peace and order of which the utmost concern is the welfare of the constituents. Various development and livelihood programs have been implemented in the province that is within the Inclusive Growth Plan crafted by the brilliant minds of the Quibranza-Dimaporo.

The marriage of Governor Angging and Congressman Bobby signifies unity among the Muslim and Christian inhabitants of the Province of Lanao del Norte. The intention of the marriage was not for political reason but for giving way to peace by understanding each other’s culture and religion. Congressman Bobby and Governor Angging have agreed not to run in any government position then, for the Congressman was groomed by his father, late Governor Mohamad Ali Dimaporo to run their family business, however, the late President Ferdinand E. Marcos insisted that he prefers Congressman Bobby to hold a position in the Interim Batasang Pambansa.

“The purpose of President Marcos for me to become a politician is to unite the Muslims and Christians of Lanao del Norte, and until now, we continue to work hard in sustaining the unity for the betterment of the people of the province. And, we are ready to hand this over to the next generations of politicians who will become leaders of this peaceful and progressive province of Lanao del Norte.” said Congressman Bobby.

The KFW German Development Bank represented by Ms. Olga Azaña expressed happiness to see the one of the results of the signed agreement between the Philippine and German Government for the successful implementation of the Health Sector Reform Program in Lanao del Norte in which the new Kapatagan Provincial Hospital was financed through the Municipal Development Fund Office and represented by the Department of Health.

According to this Ms. Azaña, “The German Government provided financing for health infrastructure to contribute to the improvement of the health situation and achieve the then Millennium Development Goal in participating local government units by reducing the infant mortality rate, maternal mortality rate and other cried mortality rate.”

KFW German Development Bank has been looking forward to this day since 2010. This new Kapatagan Provincial Hospital is a testament to all the hard work of each and every stakeholders present here. KFW deeply acknowledged the dedication and support of then Governor, now Congressman Khalid and to Governor Angging for the support extended to KFW to fully complete this endeavour. Ms. Azaña is very proud to see the completion and fully functioning new Kapatagan Provincial Hospital.

“We too at KFW share with you the joy and pride with this achievement. We are confident with the continuing commitment and support of the province, the local government, and most of all the health officials and personnel of this Kapatagan Provincial Hospital access to provision and delivery of health services would be vastly improve and sustained, and with adequate maintenance, budget support, the health needs of the people here will be serve in the coming years. So from Frankfurt, Germany to Kapatagan, Lanao del Norte, let me extend the best wishes from my principals (KFW) for all your success and good health. Para sa atong Kahimsugan,” shares Ms. Azaña. Joint PPOC and PADAC Meeting

Joint PPOC and PADAC Meeting

Members of the Provincial Peace & Order Council and Provincial Anti-Drug Abuse Council conducted a joint meeting at Macapagal Training Center in Governor Arsenio A. Quibranza Provincial Government Center, Pigcarangan, Tubod on August 23, 2017.

The Armed Forces of the Philippines presented the security situation of the province. In Iligan City elements of the New People’s Army have been seen in the hinterland barangays of the city. The 4th Mechanized Battalion under the leadership of Col. Aduca immediately dispatched the troops to take care of the situation and is currently monitoring the activities of the group. On July 24, protesters conducted rally in the city of Iligan to express their opposition against the declaration of Martial Law in Mindanao. This was peacefully contained through the efficient coordination between the AFP and the Philippine National Police. On the same day number of protesters were hold in the checkpoints along the highway connecting Cagayan de Oro to Iligan. The activists came from the provinces of Bukidnon and Misamis Oriental.

Since the Peace Talks failed between the Philippine Government and the National Democratic Front, NPA the armed wing of the NDF stepped up their tactical offensives against the AFP and the PNP in the entire country.

On the present condition to the on-going conflict in Marawi, Capt. Llyod Tondo expressed sadness to the effect of the rebellion caused by the terrorist group, lives have been deeply affected and properties were destroyed as shown in the pictures. Capt. Tondo said that the AFP could not prevent sparing some of the buildings for they are being used by the terrorists as their hide out and vantage point in engaging the troops.

Military and Police checkpoints play a vital role in filtering the surge of evacuees fleeing the conflict and its mere presence discourage lawless elements to merge with innocent civilians. The Armed Forces and the PNP relies more in their intelligence gathering from the information shared by the residents of the barangays.

Brigadier General William Alunday stressed that barangay officials and residents must always be vigilant and watchful of their surroundings and report to PNP or AFP any suspicious men roaming in their communities. This action from the barangay level could deter any possibilities of lawless group encroaching in the peaceful Province of Lanao del Norte.

Residents of Lanao del Norte could provide related information to the Armed Forces of the Philippines without fear of being identified by sympathisers or supporters of the rebel or terrorist group. Concerned citizens can call 09177042733; this is the hotline number of the 2nd Mechanized Brigade stationed at Barangay Maria Cristina, Iligan City, said Capt. Tondo.

In addition, the AFP Captain emphasized the importance deterring any spill-over of the LTGs by activating and supporting the Barangay Defence System in the respective municipalities, the continuous implementation of curfew hours and establishing of checkpoints, the unending monitoring and verification of suspected members of the local terrorist group (LTG) in the hospitals, barangays, and evacuation centers including those home based evacuees. “We should take the Bohol situation as an example on how the residents reacted in stopping the Abu Sayyaf bandit of bringing terror in their place”, the Captain added.

Police Senior Superintendent Leopoldo E. Cabanag, said that since he became the Provincial Director he have observed that Lanao del Norte is a peaceful province compared to other provinces in the country. “I alone can roam around the province in my motorcycle without any back-up or security personnel following me”.

The number of crime volume recorded in the province decreased by 24.11 percent compared between the months of January-July 2016 and January-July 2017. The relentless calling of President Rodrigo Roa Duterte to end criminality and illegal drugs proved to be effective in preventing the proliferation of such illegal activities in coordination with the PNP and officials of the municipalities and the barangays.

The accomplishment of the campaign against illegal drugs in Lanao del Norte resulted to the arrest of 316 drug personalities where 168 are identified as users and 148 as pushers covering the period from March 1 to August 21, 2017.

In the campaign against wanted persons, from January 1, 2017 to August 21, 2017, the Provincial Police apprehended 13 Most Wanted Persons (MWP) and 147 personalities who are considered as Other Wanted Persons (OWP). On the same period, the Police conducted arrest of 22 persons and confiscated 32 loose firearms. The Provincial Police as well recovered 1 motor vehicle and 6 motorcycles in the campaign against carnapping or motornapping. On illegal logging, a total of 2,477 board feet, 25 log bolts and 18 pieces of flitch hardwood have been confiscated. In the effort to end illegal gambling, 32 persons have been caught in the act of doing the unlawful activity. The Police also recovered 5 female cows in their campaign against cattle rustling.

The Provincial Police will conduct drug test to their 864 PNP and Non-Uniformed Personnel. As of now, 17.82 percent have undergone the mandatory drug test and all personnel were tested negative. This is part of the internal cleansing of the organization and will act as the model of the anti-drug campaign of President Duterte.

The issues and concerns of the Provincial Police is the need to fill-up 30 personnel to all identified vulnerable stations; snail pace conduct of Barangay Clearing Operations; and the need to have bomb and drug sniffing dog to all units. Vice-Governor Maria Cristina N. Atay who presided the meeting on behalf of Provincial Governor Imelda “Angging” Quibranza-Dimaporo took note all of the issues and concerns and assures that all of these will be discussed to Governor Dimaporo, especially on the K9 dogs.

The assessment given by the Provincial Police in the success of the campaigns is due to the continued collaborative, coordinative, cooperative efforts of all stakeholders have significantly maintained the stable peace and order condition of the Province of Lanao del Norte.

The PNP highly recommended that the clustered strong fixed checkpoints shall be sustained. All identified vulnerable Police Stations with less than 30 personnel must be completely filled-up, Sustain efforts in the conduct of Barangay Drug Clearing Operation to those affected barangays in coordination with Municipal Anti-Drug Abuse Council (MADAC) / Barangay Anti-Drug Abuse Council (BADAC) and Philippine Drug Enforcement Agency (PDEA) and request for availability of bomb and drug sniffing dog for utilization of lower units.

The Philippine Drug Enforcement Agency represented by Regional Director Adrian Albareño and Agent Pamesa, point person of the Barangay Drug Clearing Program. Agent Pamesa discussed the Dangerous Drugs Board Regulation No.3 Series of 2017. The regulation sets the parameters and process in declaring the barangay a drug free or drug cleared barangay. Since 1998 up to 2012, the Department of Interior and Local Government issued various Memorandum Circular to create Provincial, City, Municipal and Barangay Anti-Drug Abuse Council, the purpose is to allow the LGUs to have their own initiative in preventing the proliferation of illegal drugs and in their own community. In these Memorandum Circulars sanctions were included to those non-performing LGU officials in the fight against illegal drugs. In the pre-operation phase the PDEA will conduct orientation and relevant matters same with the PNP. The function of LGUs is to activate the MADAC or BADAC, preparation of plan of action, and undertake capability enhancement.

The collaboration, cooperation and coordination of the MADAC/BADAC are essential to the success of the operation in the campaign ending or eliminating illegal drugs in their area of responsibility. The PDEA and PNP relies on the information given by the anti-drug abuse council.

The local government units shall have the reformatory facilities to cater those who are willing to undergo treatment in renewing their lives. In this facility, the LGUs shall organize programs that could help these drug dependents recover before rejoining the mainstream by tapping TESDA or any alternative learning center that could help enhance their skills and this could help them in finding work when they come out.

PDEA will validate all documents presented by each barangay when applying for a drug free or drug cleared barangay. There are barangays in the province that were not involved in illegal drugs; it means that these barangay are free from any drug pushers or users. As of now 6 barangays are considered drug free or drug cleared barangay, and these are: Barangay Mago-ong of Linamon, Barangay Kawit Oriental of Kauswagan, Barangay Palao of Tubod, Barangay San Isidro, Barangay Kahayagan and Barangay Tipolo in Kapatagan.

Board Member Tawantawan Cauntongan proposed two resolutions; one for the PPOC and one for BADAC. The first states that a resolution constituting a technical working group on violent extremism and tasking such body to study and coordinate efforts to come up with recommendations for the consideration of the PPOC such strategic policy, implementation or enforcement options that the PPOC and the provincial government may adopt and undertake in terms of programs, projects and activities to counter violent extremism from taking root or spreading in Lanao del Norte, resolve further for the technical working group on violent extremism to be composed of the chairman on Peace and Order of the Sangguniang Panlalawigan, representative from the Army who is knowledgeable on the matter, a representative from the PNP which is also knowledgeable and expert on the matter, the Provincial Director of the DILG, two representatives from the Ulama, and representative from the Catholic Church or Diocess or from a Christian Church organization, and two representative from the CSO involve in peace building advocacy. The second is a resolution in joining all Municipal Mayors in their respective capacities as chairperson of the Municipal Anti-Drug Abuse Council or MADAC and all Punong Barangays in their respective capacities as chairperson of the Barangay Anti-Drug Abuse Council to undertake measures and relevant undertakings in the pursuance of Barangay Drug Clearing as define and provided for under Dangerous Drug Act Board, Resolution No.3, Series of 2017 and to provide part thereof pursuance to the mandate of Republic Act 9165 or the Dangerous Drugs Act 2002 for local government units to provide substantial amount for the anti-illegal drug program. The two resolutions has been moved and adopted by the council. PIO-LDN

One of the community based programs for the people is the Especial Mass Based Program or EMBP. This program is the sincerity of the idea of Provincial Governor Imelda “Angging” Quibranza-Dimaporo to better serve the people living in each community. The Provincial Health Office is one of the many provincial offices that provide basic services to the residents. The distribution will continue all throughout the province until all Jama’at will receive its own goods from Governor Imelda “Angging” Quibranza-Dimaporo before the day of Eid al-Fitr (festival of breaking of the fast).

Lanao del Norte Government Cares for IDPs in Lala and Salvador

IDPs receiving relief goods from PGLDN in the Municipality of Salvador

The determination of the Provincial Government of Lanao del Norte to continuously provide assistance to affected brothers and sisters brought by this pointless war in Marawi City that caused thousands of families to leaved their once peaceful place in Lanao del Sur to seek shelter temporarily or permanently in the provinces nearby and some as far as Manila to find a place that is safe for their families where they could start a new tomorrow and have a better life is the hope of these IDPs. The Province of Lanao del Norte is one of these few places where one could find sanctuary and serenity.

Provincial Governor Imelda Quibranza-Dimaporo tasked the Provincial Social Welfare and Development Office, headed by Annabelle S. Mendez to carefully supervise the distribution of relief goods intended for IDPs taking refuge in Lanao del Norte. To identify and verify each IDP is a process to be cautiously performed through the combined efforts of the Provincial Governor’s Office – Community Affairs Division (PGO-CAD) and the PSWDO with the help of the Municipal Social Welfare and Development Officers (MSWDO) assigned in the area for the purpose of equal distribution of relief goods.

On June 9, 2017, Friday morning, the PSWDO together with the PGO-CAD distributed relief goods to 25 families in the Municipal Gymnasium of Lala. Ms Sittie Aminah reaches out to a parent of a deserving student in Lala National High School

Executive Assistant to the Office of the Provincial Governor, Ms. Sittie Aminah Quibranza-Dimaporo, spearheaded the Educational Assistance Program of the Provincial Welfare and Development Office in providing cash assistance to selected students of the province of Lanao del Norte, who are not financially capable of sustaining their educational expenses.

Provincial Governor Imelda Quibranza-Dimaporo requested PSWDO head, Annabelle S. Mendez with the help of school teachers to identify students from grade 7 up to grade 12 that are indigents but not beneficiaries of Pantawid Pamilyang Pilipino Program (4Ps) with certification from the Barangay as proof; Indigent students who have at least an average grade of 85 percent and; those who have personal disabilities (PWD).

The goal of this program is to provide financial assistance to students for their educational needs, giving parents a breather on the fees for their children’s education, said Mendez.

Provincial Executive Secretary Ms. Sittie Aminah Quibranza-Dimaporo for two consecutive days from June 7 to 8 visited five schools in the Province where these indigent students are studying and personally handed out cash enough to sustain the expenses for the school year. “Gikan sa Probinsya Para sa Masa Educational Program” is the slogan of the Provincial Government in addressing the financial difficulties of indigent students in sustaining their educational expenses.

A total of 192 indigent students were presented from five different schools of the Province to avail for this Educational Program, these schools are; Bansarville National High School with 55 students, Kapatagan National High School with 44 students, Lala National High School with 47 students, Geronima Cabrera National High School with 40 students and 6 students from Diego H. Patigayon National High School.

One of these 192 deserving students is Maretcho P. Lodick, a grade 11 student with a very inspiring story to tell in spite of the difficulties of life, where she persistently face all the challenges in its day to day existence just to sustain her education in order to achieve her dream of becoming a lawyer someday and give her 9 siblings live a better life. Maretcho a dedicated sister and a student made no reasons not to continue her studies, “Ang pag pa dayon sa pag eskwela, ma-o ra ang akong nakita nga pama-agi nga makab-ot nako ang damgo nga makahatag ug maayong kinabuhi dili lang sa ako apil na pud ang akong mga igsoon” said Maretcho with a teary eye. She is a working student living in Sultan Naga Dimaporo and travels everyday to attend classes at Lala National High School. Maretcho’s mother died when they were still young unfortunately their father left them few days after leaving her and her eldest sister to take the responsibility of taking care of their younger siblings. To financially help her eldest sister, Maretcho decided to work. But this hardship never stops Maretcho from pursuing her dream instead she made this an inspiration. This kind of courage and strong willed never left unnoticed by her teachers and classmates in Lala National High School. Two years ago, Maretcho was hit by a dengue. She had a fever so high that she needs to be admitted to a hospital. The Doctor required 8 blood packs for her to survive, financially incapable to purchase even a single pack the school and its student body decided to shoulder the expenses to save the life of Maretcho and also paid the hospital bill. Maretcho felt the love of her teachers and classmates till this very moment. She said she will never forget the people who shared their resources just to save the life of a poor girl.

When asked about the Educational Assistance provided by the Provincial Government of Lanao del Norte where she is one of the deserving beneficiaries, Maretcho expressed her gratitude in front of Ms. Sittie Aminah Quibranza-Dimaporo, who was deeply touched by her life’s story.

Maretcho thanked Ms. Sittie Aminah on behalf of Governor Imelda Quibranza-Dimaporo for the Educational Assistance Program initiated by the Provincial Government for the deserving indigent students like her who really needs financial assistance to sustain their studies for the whole year.

Ms. Sittie Aminah Quibranza-Dimaporo emphasized to parents that this financial assistance is intended for their children’s educational expenses and hope that this program will inspire other students to study hard and aim higher to achieve a better life. The Provincial Government is optimistic that this program will continue next year and the years to come to help more students of the Province that are deserving of aid, Ms. Sittie Aminah added.
