2022-2024 In line with the implementation of the Supreme Court’s ruling on the Mandanas-Garcia case in 2022, the Provincial Government of Lanao del Norte, with the supervision of the Department of Interior and Local Government (DILG) led by Provincial Director Bruce Colao, recently holds a one-day workshop for the finalization of the Devolution Transition Plan (DTP).
 
The activity was attended by all PGLDN Department Heads from concerned offices with certain functions that will be greatly affected by the devolution starting next year.
 
During the conference, Director Colao emphasized the importance of its implementation as a requirement of the Executive Order 138 signed by President Rodrigo Duterte last June 2021, “Full Devolution of Certain Functions of the Executive Branch to Local Governments, creation of a Committee on Devolution and for Other Purposes”.
 
At present, LGU’s Internal Revenue Allotment (IRA) comes from 40% of national internal revenue taxes collected by the BIR. With the Mandanas-Garcia ruling implementation in 2022, it is projected that LGUs will have a 27.61% increase in the total IRA shares. With this deliberative plan, the sectors of Agriculture, Infrastructure, Health and Social Services, Environment and Disaster Management, Education, Tourism, Information and Communication, and Security Operations need to come up with a roadmap for the Programs Project and Activities (PPAs) staring the fiscal year 2022-2024.
 
“I greatly appreciate all your efforts to fulfill every program for the province for the past years. With this new transition plan, I hope that we could efficiently allocate PPAs that could effectively help the recovery and rehabilitation program”, Governor Angging said to all Department Heads.
 
The PGLDN Provincial Administrator Ms. Sittie Aminah Q. Dimaporo was also attentively present in the workshop to support the offices as they continue reviewing their respective priorities, strategic plans, and functions to reflect the progressive operationalization of the full devolution of basic services and facilities for the next year.
 
Furthermore, Governor Angging appeals for the continued guidance of the DILG as we strengthen the decentralization and improve our social service delivery in the entire Lanao del Norte. PIO-LDN
