The Provincial Disaster Risk Reduction Management Council members gathered via online platform this July 6, 2021, for their 2nd Quarter meeting. As the PGLDN Chief Executive and as the Chairman of this council, Governor Imelda ‘Angging’ Quibranza Dimaporo actively presided over the session at the Gov. Arsenio A. Quibranza Government Center, Pigcarangan, Tubod and was joined by the PDRRMO team led by Ms. Abeliza Manzano and Dr. Marujeta Isabel Opamen and her staff from the Provincial Health Office.
Governor Angging expressed her heartfelt appreciation to all the regular members of the PDDRMC for their time in joining the virtual event as they assess and intensify the disaster preparedness in the province, especially in line with their measures from the persisting threat of the COVID 19 in the province.
In her opening message, Governor Angging emphasized the importance of working together in this changing world. Several floods, earthquakes, and flash floods have passed already, and these should serve as a wake-up call to help one another and be part of creating means to save the environment, Mother Earth.
To be enlightened with current COVID 19 situational updates, Dr. Marujeta Opamen deliberated the Vaccination updates and presented the status of COVID 19 Confirmed cases as well as the status of the isolation facilities as of this moment. As of June 29, 2021, there are a total of 22,787 1st doses, and 9994 2nd doses were administered for A1 to A3 cluster groups.
According to Dr. Opamen, there are still municipalities and hospitals that have low numbers of vaccinated frontliners which is very alarming since they are the ones who serve as front guards who will take good care of those mild/asymptomatic patients. On the other hand, with the constant reminders of Governor Angging and advisories of other agencies and offices just like the DILG, the PHO is happy to announce that they are seeing change and increase in the number of people getting vaccinated in some municipalities.
Figuratively, the PHO’s report of our isolation facilities infers that the cases of admitted patients in the province are declining as of July 5, 2021.
“I truly appreciate all your efforts in the vaccination program, and I will never get tired of reminding everyone that being vaccinated is the best thing that we can do as of now, and despite the availabilities of these vaccines, this is still not the cure. We should not be complacent with ourselves”, Governor Angging said.
Furthermore, as the council’s regular session protocol, the four different clusters (prevention & mitigation, preparedness, response & relief, and recovery & rehabilitation) were also discussed. The meeting included updates, accomplishments, and ways to forward information. Ms. Abeliza Manzano, the PDRRMO Head, presented the 5% LDRRM Fund for the year 2021, in which 30% of the 5% will be appropriated to the Quick Response Fund or standby fund for relief and recovery program, while the remaining 70% are utilized and will be used to fund the programs, projects, and activities of the 4 Thematic Areas: Disaster Prevention and Mitigation, Preparedness, Response, and the Recovery and Rehabilitation Programs of the Provincial Government of Lanao del Norte.
As per the information presented by the PDRRMO, Governor Angging encourage the key offices to actively formulate strategies and programs that will help the localities amidst the adversity. The meeting also paved the way to discuss matters regarding the Gawad KALASAG updates and reports. GK Seal is an assessment mechanism for all LGU concerning the implementation aligned with the mandatory provision under Section 11 & 12 of RA 10121. As of this time, the Provincial Government of Lanao del Norte has gone through several steps forward for the GK seal. We successfully passed the regional level and are now waiting for the conditional assessment and Joint National Deliberation.
As we continue the global vaccination program, Governor Angging also appealed to the responsible offices, especially to the Philippine National Police, for their support through active surveillance to curtail all illegal activities and prevent dangers that will arise due to the rising demand of today’s new normal.
