The Provincial Government of Lanao del Norte through the Office of Ex-Officio Board Member, Provincial ABC Federated President, Honorable Genesis E. Tura of the Sangguniang Panlalawigan and in partnership with the Department of the Interior and Local Government, under the leadership of Provincial Director Bruce A. Colao, organized the 9th Provincial Barangay Congress on April 7-8, 2021 at the Mindanao Civic Center Gymnasium, Sagadan, Municipality of Tubod.
Five thousand officials from the 462 Barangays including the Sangguniang Kabataan chairpersons participated in the 2-day summit to hear inspirational messages from the keynote speakers and the two congressional leaders in line with this year’s theme, “Kabarangayan Importanteng Haligi sa Maayong Pangagamhanan, Kalinaw ug Kalambuan sa Lungsod Probinsa ug Nasud.”
Present during the event to impart valuable information, knowledge, and encouragement to the participants were 1st District Representative Congressman Mohammad Khalid Quibranza Dimaporo, 2nd District Representative Congressman Abdullah ‘Bobby’ Dimakuta Dimaporo, Vice Governor Maria Christina N. Atay, Liga ng Mga Barangay Regional President Ceasarvi Siacor, Provincial Legal Officer Atty. Mark Christopher Babor, DILG Provincial Director Bruce A. Colao, CESO V, Philippine Red Cross Chapter Administration Genevieve C. Amodia, PDEA Representatives Agent Jason Pabericio, Agent Glorife Sober and Agent Juvynie Roxas, Dr. Charmaine Canopin of the Provincial Health Office, Provincial SK Federated President Dahlia C. Garcia, Sangguniang Panlalawigan Board Members, and ABC Presidents of each participating municipalities.
In order to ensure the highest levels of safety, the participants were divided into 2 batches- the first day for the 1st District and the second day for the 2nd District, to reach 50% gymnasium capacity. Medical professionals were on-site each day just in case a participant became ill. Guests also had their temperature checks and sanitation before entry, and wearing of face masks and shields was required at all times.
Hon. Tura expressed his sincerest gratitude to the Barangay Officials for continuously supporting the effort of the provincial government with their active and positive involvement in delivering the various projects and services for the constituents of their respective barangays. He also thanked Gov. Imelda ‘Angging’ Quibranza-Dimaporo and the two Congressmen for always thinking of ways to improve the quality of life of the people specially in this crucial time of the pandemic.
“This Barangay Congress is an example of what we can achieve. It is nice to see all of you here because we remained strong and united despite our ongoing fight against COVID-19… Our ultimate objective is to be a peaceful province, united Muslim and Christians living in harmony here in Lanao del Norte”, Congressman Khalid, in his speech, said.
However, 2nd District Congressman Abdullah ‘Bobby’ Dimakuta Dimaporo spoke words of encouragement and support to the Barangay Officials. According to him, the cooperation of the Barangays plays an important role in good governance and unity among the people of the province.
Meanwhile, Senator Christopher Lawrence ‘Bong’ Go, Senator Sherwin Gatchalian and DILG Regional Director Arnel M. Agabe CESO IV sent their video messages to give their respect, regards, and encouragement to the participants to do their duties well and to develop a whole-of-nation approach in obtaining peace and sustainable development in the province.
“Nawa’y maging kasangkapan ang okasyong ito upang mas mabilis nating masulusyunan ang iba’t ibang suliranin ng lipunan tulad ng kasalukuyang pandemiya, terorismo at iba pa” Senator Bong Go said. To make the barangays informed on the status of the province regarding the COVID-19 related ordinances and vaccination, Atty. Babor and Doctor Canopen gave their brief presentations respectively.
The Philippine Drug Enforcement Agency (PDEA) through Agent Juvynie Roxas, the OIC Barangay Drug Clearing Officer with Agent Jason Pabericio and Agent Glorife Sober on behalf of Regional Director Emerson R. Rosales provided updates on the Barangay Drug Clearing Program, conducted an orientation on Validation of Drug Cleared Barangays and a lecture on Anti-drug Advocacy. On the recent report, 9 Municipalities are now declared Drug-Free with 9 established Balay Silangan in the province.
DILG Provincial Director Bruce Colao shed light on the Supreme Court ruling on the Mandanas-Garcia petition that is effective and will be implemented in 2022. He emphasized that the implications of this ruling would include more resources for local government unit (LGU) service delivery, fewer resources for plans, programs, and projects for national agencies, and greater demand for capacity and supervision of LGUs.
Mr. Siacor, the Liga ng mga Barangay Regional President also attended the event and delivered good news to the Barangay Officials. According to him, they are considering the postponement of the Barangay and SK elections from 2022 to 2024 to give the Barangay and Sangguniang Kabataan officials elected in 2018 more time to complete projects.
Later in the afternoon, the PGLDN through the Provincial Community Affairs Office headed by Lyndon G. Calica gave sacks of rice, face masks, basins, pails, kitchenwares, and brand new motorcycles to 4 lucky Barangays through a raffle draw.
The Liga ng mga Barangay is thankful to Governor Angging for being able to pull off the said Barangay Congress despite the pandemic without sacrificing or compromising the health and safety of the people of Lanao del Norte, “The Land of Beauty and Bounty”. PIO-LDN
