Governor Imelda ‘Angging’ Quibranza Dimaporo joins the 6th General Assembly of the League of Provinces of the Philippines (LPP) thru an online platform. The meeting was presided by LPP National President, Governor Presbitero J. Velasco Jr., and was attended by other governors who are members of the said league.
 
The assembly becomes an open venue for the Governors to elevate their concerns regarding the IATF policies and Protocols on COVID-19 particularly in line with the Resolutions 98-A and 101 released last February 2021.
 
With the succinct presentation of Secretary Wendel E. Avisado and Mr. John Aries Macaspac of the Department of Budget and Management (DBM), the LPP Governors deliberately discussed also the Draft Executive Order on the Devolution and Implementation of the Supreme Court ruling on the Internal Revenue Allotment (IRA) of the Local Government Unit on 2022. With this, the Supreme Court affirmed that the LGUs are entitled to a just share in the national taxes wherein 40% of the share in the national internal Revenue Taxes (NIRT) will be given to the LGUs. Thus, there will be an expected increase of more than 27.61% in the IRA for every LGUs in 2022.
 
In line with this, Batangas Governor Hermilando Mandanas, one of the initiators of this case, emphasized to all the Governors the main purpose of this Supreme Court Ruling which is to devolve the funds not the services from the National Government.
 
During the meeting, DILG Officer-in-Charge and Undersecretary Bernardo C. Florece expressed his gratitude to all Governors for their constant support in implementing effective services for the welfare of the people amid this pandemic and also seek commitments in ensuring the success of the COVID 19 vaccination program for the fast economic recovery. Aside from his brief discussion about the Supreme Court Ruling, Usec. Florece also discussed the STL issue case in Isabela and the updated IATF resolution wherein Marinduque Governor Presbitero asked the support and approval of the DILG to give the option to use Antigen Test in order to monitor the returning residents and travelers.
 
In their discussion with the other members of the LPP, Governor Angging also invited Atty. Mark Christopher Babor, the Provincial Legal Office Head, Dra. Marujeta Opamen of the Provincial Health Office and the Head of the Provincial Disaster Risk Reduction Management Office, Ms. Abeliza Manzano.
