January 27, 2021. Governor ‘Imelda’ Angging Quibranza Dimaporo joins the virtual meeting regarding the Mandanas Ruling and its impact on the Budgetary Domain of local Governance at the Governor’s Conference Room, Governor Arsenio A. Quibranza Provincial Government Center, Pigcarangan, Tubod.

This meeting is a follow up discussion to further elaborate the effect of this new system. The activity was initiated by the Philippine Councilors’ League (PCL) Lanao Del Note Chapter led by Councilor Gilbert B. Lacida, Jr. of Linamon town and the League of Municipalities led by Mayor Barry Y. Baguio of Kapatagan LGU, with the collaboration also of the Department of Interior and Local Government-Region 10 headed by Director Arnel M. Agabe.

The meeting aimed to prepare every local government unit on the changes that will be made by the implementation of this new platform next year, 2022.

Different Mayors and Vice Mayors coming from the different municipalities of Lanao Del Norte attended the said meeting. Present also, were the 2nd District Representative Congressman Abdullah ‘Bobby’ Dimakuta Dimaporo, Vice Governor Cristy Atay, Board Member Allan Lim, Board Member Abdul Ali, Board Member Marivic Ramos, and the DILG Provincial Director, Director Bruce A. Colao.

During her message of solidarity, Governor Angging congratulated the officials who initiated this virtual conversation about the Mandayan case.

“I want to extend my sincere gratitude to Governor Mandanas, for being an instrument for fighting the welfare of the people. As we all know the discussion of this matter is just minor considering that at this point in time we are still waiting for the pending acquisition of the National Government for the COVID 19 vaccines for our respective constituents, however, I am particularly interested in how this ruling will be implemented and how it can impact the development of our province. I hope that this ruling will not just be a mere paper victory and we together with the LGU can use its benefits in order to continue in helping the people, especially during this time of pandemic”, Governor Angging said.

The resource persons of the said conference were the DBM OIC-DIRECTOR IV Mr. John Aries S. Macaspac, and the Executive Director of the Local Government Development Foundation, Prof. Edmund Soriano Tayao. Macaspac discussed the Impact of the Mandanas Ruling on the Finance and Fiscal Programs of LGU’s wherein he pointed out that there will be a great change on the LGU system this 2022, for the Supreme court already ruled the just shared of the LGU or also known as the internal Revenue Allotment, in which it will be computed and includedl on all national taxes and not just from the National Internal Revenue Taxes (NIRT).

On the other hand, Prof. Tayao deliberated the topic about Fiscal Decentralization Policy Shift. He emphasized to the LGU officials the importance of having a good strategy and planning because the reality can be complex. “The system reform is ultimately fundamental, so we need to face it with preparedness,” Prof. Tayao added.
