The Provincial School Board (PSB) chaired by Governor Imelda ‘Angging’ Quibranza-Dimaporo convened to discuss the Addendum to Department of Education-Department of Budget and Management-Department of the Interior and Local Government Joint Circular number 1, Series 2017, entitled “Revised Guidelines on the Special Education Fund (SEF),” to better support the supplementary budgetary needs of schools and learning centers, in view of the passage of the Masaganang Pagkain Para sa Batang Pilipino Act (Republic Act 11037).
Engr. Anecita R. Lendio of the Provincial Planning and Development Office, also serving as the Secretariat, presented the Addendum to DepEd-DBM-DILG Joint Circular 1, Series 2017, expressing to allow additional expenses to be charged against the SEF, such as funding the implementation of the National Feeding Program for undernourished children in public daycare, kindergarten and elementary schools. The operations and maintenance of public schools including the payment of compensation or allowances of locally-hired dentists and/or dental aide positions to serve in public elementary and secondary schools and the payment of dental supplies and other related expenses pertaining to the operation of dental facilities, as well as, the establishment of dental facilities and acquisition of apparatus and/or equipment, subject to the prevailing requirements and specifications set by the DepEd. It shall also include the payment of expenses pertaining to the operation of schools, which may include, but not limited to, utilities, communication expenses, scouting activities (jamboree, camping, hiking, outdoor activities, scout trainings, and instructional drills/exercises) of the Boy Scouts of the Philippines and the Girl Scouts of the Philippines, programs to promote campus journalism, Parents-Teachers Association activities, Student Council Government Activities, and other extra-curricular activities that promote leadership and values as may be provided under the corresponding DepEd issuances.
The update on the utilization or accomplishment of Programs, Projects, and Activities (PPAs) under the Special Education Fund (SEF) 2020 was presented by Mr. Steward M. Estañero. In response to COVID-19 to protect the safety and health of the learners and the teachers, the need to fast track the reproduction of learning materials and modules to continue the learning is the utmost priority. Risograph Machines with accessories and consumables, Generator sets, Laptops, Bond papers, Multifunctional copier, Auto Transfer Generator Set, and High-end equipment for Publication were procured and turned over to DepEd-Division of Lanao del Norte.
Dr. Edilberto L. Oplenaria, the Schools Division Superintendent, humbly presented to the Board the list of proposed programs and projects on the Utilization of the SEF CY 2021. These are Education Research, Sports Development Program, Operation and Maintenance, Journalism, Reproduction Materials, Books and Periodicals, Facilities and Equipment, Repair and Maintenance of School Building and Titling of School sites.
Provincial Governor Imelda ‘Angging’ Quibranza-Dimaporo commends the effort of SDS Oplenaria in addressing the challenges faced by the Division to continue the learning of students, despite the threat of COVID-19.
The Provincial Government of Lanao del Norte and the two Congressional District Offices of 1st District Representative, Congressman Mohamad Khalid Quibranza Dimaporo, and the father of peace, unity, and development, 2nd District Representative, Congressman Abdullah ‘Bobby’ Dimakuta Dimaporo, and the support of the Honorable Members of the Sangguniang Panlalawigan chaired by Vice Governor Maria Cristina ‘Cristy’ N. Atay, firmly upholds the importance of education and continue to work closely with the DepEd-LDN Division to improve the quality of education in the province.
