Provincial Governor Imelda ‘Angging’ Quibranza-Dimaporo on Tuesday, October 6, 2020, called for a meeting with the officers of the Municipal Health Office and Municipal Disaster Risk Reduction and Management Office to establish a unified health protocol in the conduct of swabbing and rapid testing to Locally Stranded Individuals (LSIs) and Returning Overseas Filipinos (ROFs) in the province.

In her opening statement, the Provincial Chief Executive, also the Incident Management Team-Responsible Officer, thanked the MHOs, MDRRMOs, and the President of the Association of Private Hospitals in Lanao del Norte, Dr. Bob C. Andot, for attending the meeting which seeks to strengthen coordination amongst each other in the management of the COVID-19 pandemic, particularly in handling the LSIs and ROFs.

Governor Angging also informed the participants that DOH 10 Regional Director Dr. Adriano P. Suba-an during the Blessing & Inauguration of COVID-19 Testing Laboratory said that Regional Circular No. 39, s. 2020 will be reviewed and probably be amended to address the appeal of LGUs, particularly the Provincial Government of Lanao del Norte to continue the use of the Antibody RDT as a screening tool until such time the Antigen RDT will be approved by the Department of Health.

The IMT Incident Commander and Provincial Officer, Lyndon G. Calica explain that LSIs and ROFs upon arrival (coordinated and uncoordinated), shall be immediately brought to the Mindanao Civic Center for the Antibody RDT. For those IgM and IgG positive will then be taken swab sample at the MCC isolation facility, and if the result is negative, it is advised for strict home quarantine up to 14-days, and Provincial isolation facility for positive results.

While those, IgM Negative and IgM Negative/Positive to Barangay or Municipal Isolation Units to be quarantine for 14-days. Symptomatic individuals will be taken swab sample on the second (2nd) and thirteenth (13th) day, and if the result is Negative advised for strict home quarantine and to Kolambugan Provincial Hospital for those who have Positive results. The Asymptomatic individuals will be allowed to go home after the 14-day quarantine at their respective Barangay or Municipal Isolation Units.

In addition, the Incident Commander said per DOH 10 Regional Director Dr. Suba-an, Lanao del Norte is generally categorized as a Low-Risk Province based on the parameters, next to the Province of Camiguin, and only received the Medium Risk in terms of the Reproductive Timeline.

Engr. Abdulcair Lindao, LGOO II of DILG-LDN, presented the Zoning Containment Strategy (ZCS) per National Task Force COVID-19 Memorandum Circular No. 2, s. 2020, “Operational Guidelines on the Application of the Zoning Containment Strategy in the Localization of the National Action Plan against COVID-19 Response.”

The ZCS is a localized rapid-response operation to contain the spread of COVID-19 as a preventive option for intervention by categorizing areas into four (4) zoning classifications: A. Critical Zone (CrZ)-an area where the initial number of cases or several clustering of cases are identified within the past 7 days. This area will be under Enhanced Community Quarantine (ECQ). B. Containment Zone (CZ)–areas without new cases but are adjacent to a geographical unit categorized as CrZ and will be under Modified Enhanced Community Quarantine (MECQ). C. Buffer Zone (BZ)–areas without new cases but are adjacent to areas categorized as CZ, General Community Quarantine (GCQ) will be implemented in these areas. D. Areas Outside Buffer Zone (OBZ) – all other areas and Modified General Community Quarantine (MGCQ) will be observed in these areas.

Governor Angging appealed to all LGUs, especially the MHOs and MDRRMOs to actively coordinate amongst each other and work together as one unit together with the Incident Management Team of the Provincial Government in protecting the safety and health of the general public.

Reponte, the Provincial Health Officer; Mary Jane Y. Quibranza, DILG-LDN Cluster Head; and 2nd District Representative, Congressman Abdullah ‘Bobby’ Dimakuta Dimaporo to show his support to the effort of Governor Angging in managing the COVID-19 pandemic for the welfare of the people of the Province of Lanao del Norte, “The Land of Beauty and Bounty.”
