The Balik Probinsya, Bagong Pag-Asa (BP2) Program of the National Government is finally getting closer to reality in the Land of Beauty and Bounty as Mindanao Development Authority (MinDA) Chairman Secretary Emmanuel ‘Manny’ Piñol is actively engaging with the Local Chief Executives of the Province of Lanao del Norte headed by Governor Imelda ‘Angging’ Quibranza-Dimaporo to officially present the programs and informing the Governor and the Municipal Mayors of what to expect and their essential role for the BP2 program to succeed, one of the legacy programs of President Rodrigo Roa Duterte in attaining the simple principle that all Filipinos should live a decent and comfortable life.
Through the initiative of Senator Christopher Lawrence ‘Bong’ Go, the Balik Probinsya, Bagong Pag-Asa Program was created and Executive Order 114 “Institutionalizing the Balik Probinysa, Bagong Pag-Asa Program as a Pillar of Balanced Regional Development, Creating a Council Therefore, and for Other Purposes,” was established to set the guidelines as well as the basis for its implementation.
The BP2 program aims to provide hope for Filipinos to have a better future through equity in resources throughout the country and boost countryside development.
According to Secretary Piñol, the main reason most Filipinos living in the countryside tend to go to the major cities in the National Capital Region (NCR) is to find work, simply because the opportunity in finding one in the province is less or scarce.
BP2 Program encourages people in Metro Manila who are from the provinces to voluntarily avail the program to return to their home provinces, especially the informal settlers. The Government will assist and provide skills training programs for sustainable livelihood and help organize cooperatives with the assistance of the various national government agencies. In Mindanao, the MinDA is the leading agency that spearheads the program in coordination, collaboration, and cooperation with the Provincial and Municipal Governments and the concerned National Government Agencies through their respective Regional Offices.
Governor Angging appreciates the effort of Sec. Piñol and sincerely thanked the good Secretary for choosing the Province of Lanao del Norte for the Balik Probinsya, Balik Pag-Asa Program in Mindanao and assured him that the Provincial Government is committed for the success of the program of Senator Bong Go in line with the aspirations of President Rodrigo Roa Duterte for the Filipino people.
The pilot community for the BP2 Program in the Province of Lanao del Norte will be Barangay Tacub in the Municipality of Kauswagan. Kauswagan Municipal Mayor Rommel Arnado humbly informed Governor Angging that the first model house will soon be installed in the municipality.
The meeting was held at Rianas Restaurant in Mindanao Civic Center Sports Complex, on June 10, 2020, with DILG Provincial Director Bruce A. Colao and was also joined by the Head of BP2 Secretariat and NHA General Manager Marcelito Escalada Jr, and DSWD Undersecretary Aimee Neri with the Region 10 Regional Directors via videoconferencing. PIO-LDN
