Members of the Association of Barangay Captains in the Province of Lanao del Norte through the initiative of ABC Federated President and Ex-Officio Sangguniang Panlalawigan Board Member Honorable Genesis E. Tura conducted an emergency meeting together with Provincial Governor Imelda ‘Angging’ Quibranza-Dimaporo, Vice Governor Maria Cristina N. Atay, Department of the Interior and Local Government Provincial Director Bruce A. Colao and PNP Provincial Director PCol Rene P. Solidarios on June 3, 2020, at Rianas Restaurant in Mindanao Civic Center Sports Complex, Municipality of Tubod.

The meeting aims to formally inform the ABC Presidents with regards to the guidelines of Executive Order No. 14, Series of 2020, “An Executive Order Providing for the Guidelines on the Declaration of Modified General Community Quarantine (MGCQ) in the entire Province of Lanao del Norte and for Other Purposes” that was signed by the Provincial Chief Executive on May 31, 2020.

Furthermore, Section 6 of EO 14, expressly allow Mass Gatherings, provided that the health protocols are strictly observed and followed. Executive Order No. 15 was crafted separately to present the guidelines for the Provision, specifically on religious gatherings. EO No. 15 “An Executive Order Providing for the General Guidelines on Religious Gatherings in the entire Province of Lanao del Norte while under the Modified General Community Quarantine (MGCQ) and even beyond.”

Governor Angging honestly said in her statement that Barangay Officials play a vital role in safeguarding their respective communities and recognized the effort of the Barangay Captains in actively responding to the call of the Provincial Government in monitoring and securing their respective communities for the safety of the residents. “The Provincial Government cannot do it alone; we have to continue work together in keeping the Province of Lanao del Norte free from COVID-19. These guidelines were created in accordance with the recommendation of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID) on MGCQ and after conducting series of consultative meetings with the various stakeholders, including the religious sectors in the province. This is not for my personal benefit, as Governor, it is my responsibility to protect the welfare of the people of Lanao del Norte.”

Also at the meeting, the Department of Education-Division of Lanao del Norte presented the “Guidelines on the Basic Education Enrollment for the School Year 2020-2021 in light of the COVID-19 National Public Health Emergency.”

Schools Division Superintendent Edilberto L. Oplenaria expressed his gratitude to Governor Angging for continuously providing assistance to the Division, especially in the program of the Department of Education to provide continuous learning to the children amidst the threat of COVID-19.

Dr. Teresa M. Reponte, the Provincial Health Officer and the Deputy Incident Commander, presented updates regarding COVID-19, including the health protocols implemented by the Provincial Government in managing the returning residents.

And as to the issuance of Travel Clearance by the Provincial Government, the purpose is to monitor the movement of the residents who are requesting to travel outside Lanao del Norte, and when they return, the said clearance will be given back to the Incident Management Team (IMT) personnel manning the Quarantine Checkpoints at the borders before they are allowed to enter the province, for proper documentation and the safety of the general public, explains Lyndon G.
