Secretary Emmanuel F. Piñol, the Chairman of the Mindanao Development Authority (MinDA) and has been tasked by President Rodrigo Roa Duterte to coordinate with the Local Chief Executives of Mindanao for the execution of the Balik Probinsya, Bagong Pag-asa (BP2) Program of Senator Christopher Lawrence ‘Bong’ Tesoro Go, commonly known as Senator Bong Go.

Provincial Governor Imelda ‘Angging’ Quibranza-Dimaporo together with the Municipal Mayors of Linamon, Kolambugan, Tubod, and Kapatagan keenly listens to the presentation of Sec. Piñol, explaining that the BP2 Program does not only encourage informal urban settlers to return to provinces to decongest the highly urbanized cities but importantly giving them opportunities to improve their lives by equipping them significant knowledge to sustain their livelihood, giving resettled families a reason to stay.

There are four (4) objectives set for the BP2 Program: 1. Craft an integrated and comprehensive master plan that aligns with the national thrusts and priorities in spreading development in the countryside; 2. Improve and develop idle lands; 3. Create policy environment that enables MSME growth and encourages investments outside of urban centers; and 4. Provide jobs and economic opportunities in countryside and rural areas.

Through this program, the “balik” beneficiaries will be group into clusters and would undertake the same activity in one specific area, such as Communal Poultry Raising, Communal Vegetable Growing, Communal Hog Raising, Communal Dairy Farming, Cooperative Fish Cage Farming, Cooperative Furniture Making, and others.

Governor Angging together with the Municipal Mayors who were present at the meeting expressed support to the BP2 Program of Senator Bong Go. The Municipal Mayors informed Sec. Piñol that they have already identified areas in their respective municipalities where the project can be implemented.

Sec. Piñol said that the Mindanao “Balik Probinsya, Balik Pag-asa” Program will be a whole of government-private / business-community approach that will involve all relevant government agencies and private / business groups as well as LGUs and communities. MinDA will spearhead the crafting of the “Balik Probinsya, Balik Pag-asa” Program Master Plan for Mindanao which will serve as the guide for responsive government programs and research/science-based policy inputs to the legislative and executive measures for this development strategy.
