On March 22, 2020, in pursuant to the issued Joint Resolution No. 11 of the National Government through the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID), Provincial Governor Imelda ‘Angging’ Quibranza-Dimaporo, signed Executive Order 06, Series of 2020, “An Executive Order Providing for the Guidelines on the Declaration of an Enhanced Community Quarantine (ECQ) in the Province of Lanao del Norte and for other purposes.”

The issuance of EO 06 by Governor Angging was also prompted to address the recorded Persons Under Investigation (PUI), and Persons Under Monitoring (PUM) that reaches to Thirteen (13), and One Thousand Thirty-Five (1,035) in Lanao del Norte as of March 20 alone, as well as strengthening the effort Provincial Government through Executive Order 05, Series of 2020, to curb the spread of Coronavirus Disease 2019 in the province.

As the Provincial Chief Executive, Governor Angging sees the need to implement the enhanced community quarantine as a precautionary measure to protect the residents of Lanao del Norte from acquiring or being infected with COVID-19, especially from persons that have travel history to places where local transmission of COVID-19 is extensive.

In Section 1 of Executive Order 06, regarding work arrangement, employees of the Provincial Government are advised to work from home, however, they are On-Call status. The personnel of offices that are essential in the implementation of contingency measures against COVID-19, Polio and African Swine Fever, as stated in Section 2, Paragraph A, are required to work daily until the pandemic is averted.

With this, every municipality is directed to devise their own work arrangement plan in accordance with the provisions of EO 06, Series of 2020, in order not to impede the mandate of delivering effective and efficient basic services to the constituents.

Governor Angging appealed to the Municipal Mayors, Municipal Health Officers, Doctors to the Barrio, Municipal Disaster Risk Reduction and Management Officers, the Philippine National Police, and the Armed Forces of the Philippines, and all concern agencies present at the meeting to work together as a team in implementing the enhanced community quarantine in their respective municipalities.

And with regards to the provisions, particularly for the interior Municipalities like Nunungan and Sapad, Mayor Barry Y. Baguio of the Municipality of Kapatagan suggested to Governor Angging that he will coordinate with Mayor Marcos Mamay of Nunungan, and Mayor Paruk Asis of Sapad for the schedule of bringing-in essential commodities in their municipality’s to lessen the burden of the residents. AFP Brigadier General Facundo O. Palafox IV, Commander, 2nd Mechanized Infantry Brigade and LTC Rolando Orengo, Commander, 5th Mechanized Infantry Battalion, and on behalf PNP Provincial Director PCol. Rene Solidarios, PMaj. Salman Saad, Chief, Police Community Affairs Development Unit the PNP agreed to provide escorts to the trucks carrying the provisions for the safety and security of the entrepreneurs and their personnel in-going and back to Kapatagan.

Furthermore, with regards to the municipalities that are purchasing their supplies in Iligan, and with the full implementation of the enhanced community quarantine in the city, Governor Angging will do her best to talk with the city officials to allow entry of selected personnel to each municipality endorsed by the Mayor to purchase basic and primary commodities for the replenishment of stocks for their constituents.

Ms. Sittie Aminah Quibranza Dimaporo, the Provincial Administrator, and the Deputy Responsible Officer of the Incident Management Team (IMT) were also present together with Lyndon G. Calica, the Incident Commander, Dr. Terese M. Reponte, the Deputy Incident Commander, Dr. Jovette Guinal, DEMO V, representing the Provincial Department of Health Office, and LTC Domingo Dulay, Commander, 4th Mechanized Infantry Battalion.
