The Provincial Price Coordinating Council chaired by Governor Imelda ‘Angging’ Quibranza-Dimaporo and Vice-chaired by DTI Provincial Director Ruel Paclipan convenes for an emergency meeting to discuss Republic Act 7581 or The Price Act, and its amendment Republic Act 10623, as the legal basis in implementing strict monitoring and regulation of basic necessities and prime commodities in relation to President Rodrigo Roa Duterte’s Presidential Proclamation 922 (Declaring a State of Public Health Emergency throughout the Philippines), and Presidential Proclamation 929 (Declaring a State of Calamity throughout the Philippines due to Corona Virus Disease 2019).

In accordance with both Presidential Proclamations, Governor Imelda ‘Angging’ Quibranza-Dimaporo, on March 16, issued Executive Order 05, Series of 2020, declaring community quarantine in the entire Province of Lanao del Norte to prevent the spread of Coronavirus and creating a Provincial Inter-Agency Task Force for COVID-19.

With the combine effort of the PPCC members, prices of basic necessities and prime commodities in Lanao del Norte will be closely monitored to prevent and control the increase of prices and discourage businesses to take advantage of the emergency situation.

The PPCC will not only monitor the increase of prices but also those who are hoarding and colluding with each other to have control of the prices, especially on basic necessities and prime commodities.

RA 7581, and its amendment, RA 10623, was created to stabilize the prices of essentials and prime commodities, as well as prescribing measures against undue price increase by providing penalties or sanctions against businesses that are violating the law.

As its basic policy, it will ensure that there will be adequate supply and reasonable prices will be properly imposed, including the protection of consumers against profiteering, hoarding, and business cartel.

Governor Angging with the unanimous decision of the council members has agreed that frequent monitoring will be conducted and reporting will be done every Friday of the week.

Provincial Administrator, Ms. Sittie Aminah Quibranza Dimaporo, was also in attendance and humbly shared her thoughts regarding the basis to strictly impose sanctions or penalties against violators to make sure that all businesses are obeying the law.
