Lanao del Norte joins the nation in celebrating the National Children’s Month, and on November 28, 2019, the Provincial Government hosts the Provincial Children’s Congress with the theme, “Karapatang Pambata: Patuloy na Pahalagahan at Gampanan tungo sa Magandang Kinabukasan,” held at Mindanao Civic Center Gymnasium, Sagadan, Municipality of Tubod.

Governor Imelda ‘Angging’ Quibranza-Dimaporo delivered her State of the Children Congress Address, emphasizing the important role of the parents, the community and the government of its individual and collective obligation for the children’s welfare, and thanked the Child Development Workers for their patience and dedication, and above all their love to children.

“Children have a special place in our society, for they are the future of this land. And it is our responsibility as elders and as elected officials of this province to initiate programs in partnership with various agencies of the government and with other sectors for the protection of children’s rights…In order for a child to achieve its full potential, it does not only need ensuring the basic protections but also it requires us to have concrete actions to ensure that we are committed to our obligation to respect, promote, and protect every child’s fundamental human rights,” said the Governor.

Governor Angging has taken necessary steps to ensure that children of Lanao del Norte received the aid and support from the Provincial Government, and to make the children feel that the government is caring for them and their future.

The Provincial Chief Executive presented the 5 Major Points of the Provincial Government that would ensure the rights of the children are sustained, promoted, respected, and protected; and these are 1. Survival-Advocacy on Adolescent Sexuality and Reproductive Health (ASRH), and Responsible Parenthood and Reproductive Health (RPRH); Prenatal Services to Pregnant Adolescents and Post-Partum Services, Launching of RA 11148 First 1000 Days; Strict Implementation of the Breastfeeding Law, and Six Provincial Hospital declared as Child-Friendly Hospitals; Full Immunization of Children aged 0-12 Months. 2. Development-Recognized Center-Based Early Child Care and Development (ECCD) Service, Presence of ECCD in all Barangay, Total No. of DayCare Children (32,301), Total No. of Child Development Centers (558), Total No. of Child Development Workers (579), Organization of Out of School Youth, Reintegration od Drop-out Children from School through Flexible Learning Options (Alternative Learning System). 3. Protection-Partnership with Philippine National Police (PNP), Municipal Social Welfare and Development Office, Prosecutor’s Office and Department of Education, Management of Reported Cases of Children in Need of Special Protection Coordinated to Municipal Local Government Units and Prosecutor’s Office, Establishment of Referral Network for Special Cases. 4. Participation-Strengthening of Barangay Council for the Protection of Children (BCPC), Local Council for the Protection of Children (LCPC) to Provincial Council for the Protection of Children (PCPC), Budget allocation on Projects, Programs, and Activities for Children, Municipal Local Government Unit (MLGU) Child Representatives per Local Government Unit (LGU), Annual Participation to Exemplary Child Award. 5. Governance-Establishment Database on Children, Available Local Plans for Children, Budget Allocation and Utilization for Children’s Programs, Adopting recent Laws for Children, Established Annual Child-Friendly Local Governance Audit, Reconstitution of the Executive Order for the Creation of the Provincial Inter-Agency Council Against Trafficking-Child Protection-Violence Against Women and Children (PIACAT-CP-VAWC), Implementation of the Provincial Children’s Code, Utilization of 1% Budget Allocation and Utilization for Programs, Projects, and Activities of Children.

These Five (5) Major Points are the positive obligations of the Provincial Government in order to create and promote an environment that is favorable to the child’s maximum development.

Before ending the State of the Children Congress Address, Governor Angging expects other institutions, like the School, the Church, the Guild, and the Community in general to continue its role in instilling good values and right conduct in preparing the children to become responsible citizens.

The Father of Peace and Development, 2nd District Representative, Congressman Abdullah ‘Bobby’ Dimakuta Dimaporo shared his wisdom on the importance of Unity between Muslims and Christians, though practicing a different religion but praying to the same God through Abraham or Ibrahim.

Congressman Abdullah also presented the Four (4) Programs of Vision 2040. Peace and Order; Unity of Muslims and Christians; Development by focusing on infrastructure projects, like Farm-to-Market Roads, Provincial and Municipal Roads; and Good Governance.

And same with Governor Angging, Congressman Abdullah encouraged parents, teachers, and the community to teach the children good values, such as respect to each other’s differences and being helpful to those who are in need.

Congressman Abdullah said all that they are trying to do is to help improve the lives of the constituents through the implementation of livelihood programs, providing basic social and medical services and initiating peace-building projects, programs, and activities.

The 2018 National Winner Exemplary Child, Jay Mark C. Gac-ang received a Certification of Appreciation from Governor Angging after giving an inspirational message by appealing to parents not to give up on their children and provide them with the right care and protection against neglect and abuse.

Municipalities that were present to join this year’s Provincial Congress are the following: Magsaysay, Linamon, Sultan Naga Dimaporo, Kauswagan, Sapad, Bacolod, Poona Piagapo, Maigo, Pantar, Kolambugan, Tubod, Tangcal, Balo-i, Matungao, Kapatagan, Pantao Ragat, Lala, and Baroy.

In giving importance to the day’s celebration, Daycare Children were given time to show off their talents in dancing and singing and excitedly performed their part during the Folkdance and the Chorale Singing contest. Daycare Center representing the Municipality of Linamon bagged the 3rd Place, 2nd Place to Bacolod, and 1st Place went to the Municipality of Tubod for the Folkdance; while for the Chorale Singing, the Municipality of Kauswagan was named 3rd Place, Baroy took the 2nd Place and the Municipality of Bacolod received 1st Place.

Ms. Sittie Aminah Quibranza Dimaporo, the Provincial Administrator was also present to show support to the activity together with Sangguniang Panlalawigan members, Honorable Reinario Bihag, Honorable Gilbert Lacida, Honorable Abdul Harris Ali, Honorable Marivic Ramos, and Honorable Maida Tawantawan, the Chairman Committee on Social Services.
