October 7, 2019, this day marks a significant moment not only for the people of Lanao del Norte but to the country as a whole. Governor Imelda ‘Angging’ Quibranza-Dimaporo officially launched the Operationalization of Executive Order 70 and Convergence Areas for Peace and Development (CAPDev) together with representative officials from concerned national government agencies and regional and provincial in support of the program in Barangay Beruar, Municipality of Tangcal.

The Provincial Chief Executive, as chairperson of the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) proudly announced that communist insurgency does not exist in Lanao del Norte and called on all Municipal Mayors as head of the Municipal TF-ELCAC and other local officials including the barangays to keep a watchful and vigilant eye of any activities within their areas to that would indicate the presence of the CPP NPA and other terrorist groups, and to further insulate the communities from the influence of such groups.

“To strengthen our cause, the Municipal Peace and Order Council and Municipal Development Council, the Mayors as chairpersons, must convene these bodies to create the Municipal Task Force that would safeguard our municipalities from the CPP NPA and from armed conflicts and to give priority to the programs and projects in the locality to promote and advance peace and development to address the root causes of insurgency and rebellion,” said the Governor.

EO 70 signed by President Rodrigo Roa Duterte, seeks to address the root causes of insurgencies, internal disturbances and tensions, and other armed conflicts and threats by prioritizing and harmonizing the delivery of basic services and social development packages by the government, facilitating societal inclusivity, and ensuring active participation of all sectors of the society in the pursuit of the country’s peace agenda.

The Convergence Areas for Peace and Development (CAPDev) is a national program that would strengthen the relationship of the national government and the local government by complementing each other in order that much-needed services to the people can easily be facilitated and delivered, especially in conflict-affected and isolated communities with help from the Civil Society Organizations and Non-Governmental Organizations.

To show support to the program, Municipal Mayors and members of the Sangguniang Bayan, and the members of the Sangguniang Panlalawigan were all present and be part of this momentous and historical gathering in achieving long-lasting peace for the development and prosperity of the people and the province.

Governor Angging expressed her appreciation to the MILF officials in the province, Honorable Abdullah G. “Commander Bravo” Macapaar, Member of Parliament of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and to Brigade Commander, 2nd Division, Bilal 2, Hadji Hamzah “Commander Minsupala” Domalondong for embracing the program and giving the government a chance to fill-in the gaps and heal the wounds caused by years of misunderstanding.

The Governor personally appealed to the MILF officials and said, “On behalf of the people of Lanao del Norte, to let us set aside our differences and give us a chance to work with you, together we can make Lanao del Norte more progressive and develop for the people’s prosperity with the help of the various agencies of the national government, we can make Lanao del Norte a better place to live with, especially for our children.”

For the commencement of CAPDev Program, a groundbreaking ceremony for the construction of a new School Building in Barangay Beruar, funded by the Provincial Government to demonstrate its commitment to sincerely serve the people of Tangcal and; the Department of the Interior and Local Government allocate funds for the SALINTUBIG (Sagana at Ligtas na Tubig Para sa Lahat) Program and for Road Concreting Projects, DPWH concreting of road from Brgy. Beruar, DAR infrastructure projects such as Farm to Market Roads, Rural Water System, Post Harvesting Facility, to name a few of the agencies that are committed to implement their programs to alleviate the lives of the residents of Barangay Beruar.

Hadji Domalondong, MILF Brigade Commander, urged the residents of Barangay Beruar and Tangcal to support the programs of the government and encouraged to work with the Provincial Government under the leadership of Governor Angging and to Congressman Abdullah ‘Bobby’ Dimakuta Dimaporo, representative of the 2nd District.
