The Provincial Government of Lanao del Norte through the Provincial Disaster Risk Reduction and Management Office in partnership with the Office of Civil Defence-Region 10 organized a 2-Day Incident Command System Simulation Exercise in preparation for the celebration of the 60th Araw ng Lanao del Norte which will commence on June 28, 2019, until July 4, 2019.

Mr. Jim Fajardo, ICS Focal Person of OCD 10, asked the participants to present the day to day activities including the Committees involved from the first day until the 7th which is the culmination day of the weeklong celebration. Based on the Planning P, there should be two (2) outputs; first is to create Implementation Plan as a general plan for the 60th celebration, and second, to create or develop organizational structure.

ICS Members identified the possible threats during the celebration and find possible actions that would mitigate these threats. All possible scenarios were presented in order to anticipate, prepare and mitigate the impact of the incident. The Incident Management Team will be on standby and ready to respond to any incident.

Based on the anticipated scenarios, ICS came up with Four (4) Objectives: 1. To ensure the safety of responders and the general public; 2. To respond during Emergencies; 3. To provide medical assistance during activities; and 4. To provide traffic management during the activities.

The Philippine National Police and the Armed Forces Philippines in coordination with the Provincial Civil Security Unit will aid in securing the people and the vicinity of Mindanao Civic Center Sports Complex, the primary venue of the celebration in coordination with the Emergency Operations Center which will be stationed within the complex.

The Provincial Health Office, the Philippine Red Cross, and the Provincial Disaster Risk Reduction and Management Office will establish and man Medical Stations while Emergency Assistance Stations will also be manned by a composite team from the PNP, PHO, Communications officer, and Medical responders with Ambulance.

A final meeting will be held weeks before the big event to iron-out things and possibly add more inputs for smoother conduct of all events.

Ms. Abeliza Manzano, Officer In-charge of PDRRMO, thanked Governor Angging for approving the 2-Day ICS Simulation Exercise. While Provincial Administrator, Ms. Brigida S. TaƱgonan is confident that ICS is an effective way of managing an event or handling an incident by first establishing coordination with all the members and identifying the available resources, and hopes that the exercise will be successfully implemented in the upcoming celebration of the 60th Araw ng Lanao del Norte.
