In serving and protecting the people of Lanao del Norte, Provincial Governor Imelda ‘Angging’ Quibranza-Dimaporo approved the conduct of a training essential for saving lives, preserving properties and reducing number casualties when disaster occurs. Disaster, either natural or manmade is the new normal in this present time. Governor Angging sees the need to address the situation accordingly by equipping the personnel of the provincial government assigned in handling incidents with enough information and knowledge. Through the initiative of the Provincial Governor, Ms. Abeliza Manzano, Head of the Provincial Disaster Risk Reduction & Management Office requested the Office of Civil Defense-Northern Mindanao and the National Disaster Risk Reduction & Management Council of Region 10 to facilitate the “Training on Basic Course of Incident Command System”.

Incident Command System or ICS is a standard, on-scene, all hazard incident management concept that can be used by all Disaster Risk Reduction & Management Council (DRRMC) member agencies and response groups. It also allows users to adopt an integrated organizational structure to match the complexities and demands of single or multiple incidents without being hindered by agency or jurisdictional boundaries.

The purpose of ICS is to help ensure the safety of responders, victims and the general public, achieve tactical objectives and utilize the available resources efficiently. The benefits of using ICS will: Meet the needs of incidents of any kind or size, Allows personnel from a variety of agencies to meld rapidly into a common management structure, Provides accountability and a planning process, Provides logistical and administrative support to operational staff, and Is cost effective by avoiding duplication of efforts.

The organizational structure of ICS is composed of an Incident Commander-Responsible for overall management of response operations; the Command Staff- composed of Public Information Officer, Liaison Officer and Safety Officer; and the General Staff, which is made up of Operations Section, Planning Section, Logistics Section and Finance Administrative Section. Each of the General Staff has its own branches, division or units in support of their respective functions.

In the training, every after module participants were given activity exercises to gauge the knowledge acquired on the topic by filling-in the forms used in the Incident Command System with essential information based on the scenario prepared by the training team. The combine expertise of Mr. Patrick Alain S. Callanta, Civil Defense Officer III, Mr. Purito M. Velez, Civil Defense Officer II and Mr. Henry Floy P. Francisco, Sr., Local DRRM Officer III, , made the training informative, relevant and motivating as each of the 8 Modules were conveyed clearly and precisely.

Ms. Brigida S. Tañgonan congratulated the participants for successfully completed the training and expressed gratitude to the training team for their sincerity and dedication as well acknowledged the effort of PDRRM Officer, Ms. Abeliza Manzano, in initiating the activity through the unwavering support of Provincial Governor Imelda “Angging’ Quibranza-Dimaporo.
