Provincial Governor Imelda ‘Angging ‘ Quibranza-Dimaporo expressed her gratitude to the residence of the province for being watchful of their communities and helping the government in maintaining peace and order.
“Thank you sa supporta sa katawhan diri sa Lanao del Norte, as I always say nga mu adto ko’g mga barangay, we have to be vigilant magbantay jud ta kinsa nang mga bag-ong dagway nga naa sa atong mga silingan kay we have to protect our province, seeing this new faces in our community you should always report it to the barangay, report it to the PNP or the Military,” the Governor said during the 1st joint meeting for 2018 of the Provincial Peace and Order Council and the Provincial Anti-Drug Abuse Council at Macapagal Training Center on January 31, 2018.
The Provincial Governor presided the meeting together with DILG Provincial Director Bruce A. Colao. The meeting discussed primarily on the issues of Violent Extremism, Oplan Double Barrel and the updates of the Barangay Drug Clearing Operations. The Regional Peace-Building and Development Framework and Agenda of the Regional Peace and Order Council-10 were also brought up in the meeting.
Lt.Col. Ronel Manalo, Commander of the 5th Mechanized Infantry Battalion presented the Peace and Order situation of the province to the Governor and to the council members on behalf of Brigadier General William A. Alunday, Commander of the 2nd Mechanized Infantry Brigade.
In the report, armed groups are actively conducting recruitments in the hinterland areas of the province bordering Lanao del Sur and to some areas in Iligan City. These armed men are believed to be supporters of ISIS, deceiving young men to join the ranks and fight for their alien ideologies in achieving their goals of bringing fear and terror to the peaceful citizens of the province and to the whole country.
The Armed Forces of the Philippines, the Philippine National Police and the Provincial Government of Lanao del Norte is consistent in recognizing the vital role of the youth in nation building. Series of activities were implemented in the province by the AFP, the PNP in partnership with the Provincial Government in inculcating in the youth patriotism and nationalism by intensifying de-radicalization programs like the Youth Leadership Summit and encourages them to participate in public and civic affairs.
On the other hand PSSupt. Cabanag reported that the Provincial PNP has neutralized 370 Drug personalities in the province in its police operations from March 1, 2017 to January 20, 2018. The Drug clearing operations heavily influenced the decrease in crime rate from 2016 to 2017. The recorded criminal activities in that period have trimmed down from 2,106 to 1,706, a 136% reduction.
Dr. Imelda Pagtulun-an of the RPOC-10 presented the Regional Peace-Building and Development Framework and Agenda that will help solve conflict issues pertaining to Environmental, Land, Criminality and Drugs, Cultural and Discrimination in the province. A resolution expressing the support and favorable endorsement for approval and operationalization of the Framework and Agenda was unanimously approved by the members of the council and supported by the Local Chief Executives of the province.
Philippine Drug Enforcement Agency Region X Director III Wilkins M. Villanueva, MPA, CESE, clarified the misconceptions on the Oplan Double Barrel (Tokhang) citing that it is not meant to humiliate and imprison suspected users but to simply inform them that they are being monitored and included in the watch list after being identified as possible drug users, and if the suspected user admitted of using illegal drugs and willing to quit then he/she will be enrolled in intervention programs like the Community-Based Rehabilitation Program.
The leadership of Governor Imelda ‘Angging’ Quibranza-Dimaporo maintains strong relationship of the Provincial Government with the Armed Forces of the Philippines, Philippine National Police and other Law Enforcement Agencies with the support of the Municipal Mayors and the Honorable Members of the Sangguniang Panlalawigan together with 1st District Representative, Congressman Mohamad Khalid Quibranza Dimaporo and 2nd District Representative, Congressman Abdullah ‘Bobby’ Dimakuta Dimaporo in serving and protecting the residents of Lanao del Norte for the enjoyment of the blessings of democracy.
