Provincial Governor Imelda ‘Angging’ Quibranza-Dimaporo leads the Management Committee (ManCom) Meeting at the Governor’s Conference Room of Arsenio A. Quibranza Provincial Government Center on the afternoon of January 8, 2018.
On TS Vinta, the Provincial Social Welfare & Development Officer, Annabelle S. Mendez shared the number of displaced families and individuals as well raising the issues which she received that there are alleged expired canned goods and additional families claiming they were not included in the list as affected. Mendez said that all of the canned goods distributed by the PSWDO are not expired and all the families affected by TS Vinta has been identified and accounted days after the typhoon with the help of the Barangay Officials.
The Provincial Agriculturist Officer, Letecia G. Ditucalan informed the body that almost 50% of the total rice areas has been damaged or destroyed. For the crops an estimated damaged of more than 237M has been assessed and for the fisheries as estimated number of 1.6M. While the Provincial Veterinary Officer, Dr. Fritzie P. Provido claims that unlike in agriculture the office that can immediately provide seedlings for the farmers while the livestock takes time to grow and it is more expensive. Most farmers rely on their animals which help them till the land.
Eugenie P. Pusing, Head of the Provincial Human Resource Management & Development Office presented the Merit Selection Plan based on the Omnibus Rules on Appointments (ORA) and Other Human Resource Actions (OHRA). The PHRMDO head as well give emphasis on Nepotism (favouritism based on kinship).
Book V, Title I(A), Chapter 8, Section 59 of Executive Order No. 292, also known as the Administrative Code of 1987, prohibits nepotic appointments or those made in favour of a relative of the appointing or recommending authority, or of the chief of bureau or office, or of the persons exercising immediate supervision over the appointee.
Also in the meeting by the year 2019, the Provincial Government of Lanao del Norte will adhere to Joint Circular No. 1, s. 2017, jointly issued by the Civil Service Commission, Commission on Audit and the Department of Budget and Management. This Joint Circular aims to protect Job Order & Contract of Service workers performing duties of regular government workers. Starting January 1, 2019, No more Job Orders or Contract of Service workers, however, Pusing said that entry to government service should be based on the merit and fitness subject to civil service law and rules.
On the same occasion, Annabelle S. Mendez has formally taken her oath as full pledge head of the Provincial Social Welfare & Development Office also Abeliza C. Manzano had sworn in as Officer In-Charge of the Provincial Disaster Risk Reduction & Management Office before Provincial Governor Imelda ‘Angging’ Quibranza-Dimaporo.
Provincial Administrator, Bridiga S. Tañgonan commends the creation of the Incident Management Team (IMT) in overseeing all operations of the provincial government for the victims of TS Vinta. “Though it is the first time to assemble the team specifically for TS Vinta, it addressed all necessary actions by coordinating with the different groups providing immediate assistance to the affected families. I recommend that to enhance our knowledge in handling situations such as this, we have to undergo series trainings for us to be prepared at all times, said the Provincial Administrator.
