The Sangguniang Panlalawigan of the Province Aof Lanao del Norte includes in their agenda the reports from the offices of the Provincial Government of its actions taken and assistance extended to the victims of Tropical Storm Vinta during the regular session on January 8, 2018 at Governor Arsenio A. Quibranza Provincial Government Center in Pigcarangan, Municipality of Tubod.

 Acting Provincial Administrator, Brigida S. Tañgonan; Provincial Engineer, Marietta L. Borillo; Provincial Social Welfare and Development Officer, Annabelle S. Mendez and Acting Provincial Disaster Risk Reduction and Management Officer, Abeliza C. Manzano courteously appeared in the session hall to provide updates and reports of the on-going operations conducted by the Provincial Government in handing assistance to the victims of typhoon.

Mrs. Tañgonan, who sits as the Incident Commander, took the responsibility in managing the overall operational response of the Provincial Government as well as regularly conducted meetings and coordinated activities with the Command and General Staff at the Incident Command Post situated in the Grandstand of Mindanao Civic Center Sports Complex.

Every day, the Incident Commander always reminds the team to give priorities to the safety of the responders, disaster victims and the general public. Also consults with the Command and General staff in finding ways in stabilizing the incident including the conservation or protection of properties.

For the Provincial Engineers Officer, Engr. Borillo discussed that all resources of the PEO has been moved to areas affected by the flood. The heavy equipments were being utilized to clear the roads covered by mud as well as declogging the canals and rivers filled by debris.

The Provincial Social Welfare and Development Office incessantly distributed food and non-food items to the victims taking shelter in the different evacuation centers of the municipalities. Mrs. Mendez constantly monitors the number of displaced persons by municipalities in order to have adequate supplies of relief goods needed in coordination with the Municipal Social Welfare and Development Office with the help of the Department of Social Welfare and Development Region 10.

Meanwhile, Mrs. Abeliza C. Manzano, Acting PDRRMO Head, presented to the honourable members of SP that the Office relentlessly conducted rescue and retrieval operations with the help of the Philippine National Police, Armed Forces of the Philippines and the Emergency Response Unit from the Barangays.

It was on the afternoon of December 23, 2017 at exactly 1:00pm, day after the TS Vinta wrecked the province, Vice Governor Maria Cristina N. Atay chaired the Special Session with the Sangguniang Panlalawigan members who rushed to the Provincial Session Hall to unanimously vote for the resolution declaring the Province of Lanao del Norte under State of Calamity upon the recommendation of Provincial Governor Imelda ‘Angging’ Quibranza-Dimaporo.

The immediate actions taken by the SP made all operations of the Provincial Government effective and efficient in responding to the needs of the victims of Tropical Storm Vinta. PIO-LDN
