1st Philippine Councilors League (LDN) – Provincial Summit.

On December 1, 2017, members of the Philippine Councilors League in the Province of Lanao del Norte convened for the 1st Philippine Councilors League – Provincial Summit at Mindanao Civic Center Gymnasium in the Municipality of Tubod.

President of Provincial Councilors League in Lanao del Norte, Hon. Setty Deamila C. Macarambon welcomed all the councilors who have come from the different municipalities and special guests attending the foremost gathering of local legislative officials.

PCL-LDN, President Macarambon expressed her sincere gratefulness to the men and women who made the event possible. “First and foremost my heartfelt gratitude to our beloved Governor Imelda “Angging” Quibranza-Dimaporo together with our two Representatives from the 1st and 2nd District, Honourable Mohamad Khalid Quibranza Dimaporo and Honourable Abdullah “Bobby” Dimakuta Dimaporo. I am what I am now. I am where I am now because of them.”

 On behalf of the PCL-LDN, President Macarambon conveyed her earnest appreciation to the Sangguniang Panlalawigan chaired by Vice Governor Maria Cristina N. Atay and the Board Members, to SP Secretary Lito Quibranza, Department of the Interior and Local Government, Provincial Director Bruce Colao and to PCL-LDN Vice President Lyndon L. Abucay.

The Provincial Councilors League is obliged to conduct a summit with the theme, “Lanao del Norte Legislators Moving Forward with Unity to Effective and Responsive Legislation.” According to President Macarambon, as legislator, it is our mandate to pass ordinances and resolutions for effective administration of our respective municipalities with a main goal of moving forward into progress and development.

“A legislator is like four persons in one; a Representative, a Lawmaker, a Policy maker, and overseer of the executive arm. The four functions are very crucial in any democratic process as strategy for the positive transformation to achieve our aim,” said the President.

SP, Board Member, Hon. Mohammad Moamar “Jack” Maruhom stand on behalf 1st District Representative, Congressman Mohamad Khakid Quibranza Dimaporo. “Congressman Khalid is working so hard in order that all municipalities will be given a prioritize project when it comes to implementation in the Province of Lanao del Norte.”

Atty. Mark Christopher A. Babor, Provincial Legal Officer was present to speak for Governor Angging, who is not present to attend an important commitment for the benefit of the province. In her message read by Atty. Babor, the Governor thanked the members for taking a time-out from their busy schedules. This is the time to share the experiences and more importantly to learn and how each one of the councilors can be more effective in their respective Sangguniang Bayan.

The theme of the event is timely since it is the time to empower the Sangguniang Bayan members to legislate ordinances that are truly responsive to the needs of the people they are serving. The Governor reminds the Sangguniang Bayan members not to pass ordinances that favours only the few and with personal interest.

Guest Speaker, Atty. Modesto Onia, Jr., Graft Investigation and Prosecution Officer from the Office of the Ombudsman discussed the “Salient Features of RA 9003 for Local Government Officials.” Ms. Alona B. Carumba of the Civil Service Commission-Lanao del Norte talks about the “Ensuring a Drug-Free Workplace: Civil Service Rules and the Roles of Sanggunians.” And, lastly DILG Provincial Director, Bruce A. Colao presents the “Trends, Opinions and Jurisprudence Q & A in Local Legislation and Legislative Work. PIO-LDN
