AFP, PNP DISCUSSED SECURITY MEASURES FOR LANAO DEL NORTE & ILIGAN

The Armed Forces of the Philippines and the Philippine National Police briefed the elected local government officials of the province concerning the security situations of Lanao del Norte and Iligan. Provincial Governor Imelda Quibranza-Dimaporo with Vice-Governor Maria Christy N. Atay along with the Board Members, Municipal Mayors and its representatives attentively listened to Captain Tondo of the 2nd Mechanized Brigade of the Philippine Army as he presented the facts and possible scenarios with regards to the threats by the local terrorist group (LTG).

According to Capt. Tondo, the Armed Forces of the Philippines remains committed to the safety and security of Lanao del Norte. The Philippine Army have already identified the areas in the Province that needs special attention. Military assets and personnel have been pre-positioned by the AFP and PNP to counter any possible attacks by the LTG in Lanao del Norte said the Captain.

The AFP and the PNP takes seriously the threats of terrorist attack to Iligan City and to Lanao del Norte. Additional military and police personnel were added to the city of Iligan to prevent the terrorist from executing the plan of attack as a diversionary tactic. One of the preventive measures that the AFP and PNP is doing in Iligan is the implementation of checkpoints in each barangay. Barangay Patrol personnel were ask to be more active in conducting patrols and checking of vehicles and identification of individuals who are coming in and out of their respective barangays.

As the strength of the LTG is waning down in Marawi, some terrorist members who are said to be already in Iligan will try to create a diversion by bringing terror to the city or even to Lanao del Norte. In order to prevent spill over of the conflict happening in Marawi, the Governor urge all Municipal Mayors to continuously cooperate with the AFP and PNP and strictly monitor all barangay officials of their town and remind them not to cuddle any member of the terrorist group even if they are relatives. A representative of the Department of Local Government noted the request of the Governor to keep an eye on all elected government officials and take actions against these non-abiding officers when necessary.

“I don’t want that to happen in Lanao del Norte”, the strong words of Governor Imelda Quibranza-Dimaporo referring to what happens in Marawi. Do not allow this terrorist group destroy the efforts that we have made in making Lanao del Norte a progressive province. Let us set aside our political differences for the benefit of the people and future generations of Lanao del Norte, the Governor added.

DA Awards Lanao del Norte as One of the Top Rice Producers in the Country.

Lanao del Norte, “The Land of Beauty and Bounty”, added prestige to its name this year by winning an award from the national government. The Department of Agriculture recognized Lanao del Norte as one of the top seven Outstanding Provinces in rice production along with the provinces of La Union, Pangasinan, Nueva Viscaya, Bulacan, Nueva Ecija, and Compostela Valley.

On May 23, 2017, the Province of Lanao del Norte received the 2016 Rice Achievers Awards at Philippine International Convention Center in Pasay City. Provincial Governor Imelda Quibranza-Dimaporo, Congressman Abdullah Dimakuta Dimaporo, 2nd District Representative of Lanao del Norte and head of the Provincial Agriculturist Office (PAO), Letecia G. Ditucalan and staffs attended the awarding ceremony.

The Rice Achievers’ Awards aims to recognize the contributions of highly performing provinces, municipalities/cities, irrigators’ associations, small water impounding system, and agricultural extension workers in the national food self-sufficiency program.

According to the Philippine Statistics Authority, rice production grew from the 2016 output of 3.93 million metric tons (MMT) to 4.42 MMT this quarter with a corresponding increase of harvest area to 1.15 million hectares from the previous years’ 1.08 million hectares. Yield per hectare has also increased by 5.8 percent, or from 3.64 metric tons in 2016 to 3.85 metric tons in 2017.

Lanao del Norte’s rice production in 2016 has increased by 2.78% metric tons. In 2015 the production yield per metric ton is 173,586 and has increased to 178,413 in 2016 that gives an increment of 4,826.85 metric ton. In 2015, the province contributed 0.96% to the national rice production which increased to 1.01% in 2016. The contribution of the Province of Lanao del Norte in the regional rice production is 25.10% which is more than a quarter of the total rice production of Region X.

Good Climate and the favourable conditions of the country contributed to the growth of national rice production by the support of the DA for the farming sector said Secretary Emmanuel F. Piňol of the Department Of Agriculture. “This is just the beginning of greater things to come. All that we need to do is to faithfully follow the roadmaps we have prepared”, said Secretary Piňol.

Senator Cynthia A. Villar, Chairman of the Committee on Agriculture and Food points out in her speech that Farm Mechanization is essential to counter rice smuggling in the country. Farm mechanization decreases production expense particularly the labor cost. In the words of Senator Villar, “Kaya naman nabubuhay ‘yang rice smuggling kasi mahal ‘yung production cost natin compared to Vietnam, kaya it’s profitable for the smugglers to smuggle rice in the Philippines, kung pareha ‘yung cost natin walang mag ra-rice smuggling”.

During the Provincial Development Council Meeting last June 16, 2017, Letecia G. Ditucalan presented to the Council, chaired by Governor Imelda Quibranza-Dimaporo the issues to be confronted to sustain the rice production of the Province. The challenges are: Low Farm Productivity; Insufficient Infrastructure; Insufficient Pre and Post Harvest Facilities; Poor Market Linkages; Vulnerability to climate and disaster risks as well as the challenges of conversion of rice production areas to commercial, industrial and settlement areas and the challenge of the increase percentage of population growth rate. The goal of the PAO is “To Be Rice Self-Sufficient At All Times”.

The objectives of PAO is to Increased rice (palay) production in the province by 19% in 2022 or 178,413 MT in 2016 to 212,515 MT in 2022; Increased average yield of rice per hectare by at least 16% in 2022 or from 4.42 MT in 2016 to 5.11 MT in 2022; Increased and or sustained rice self sufficiency from 129.85% in 2016 to 138.37% in 2022; Improved Farmers Farm Productivity; and Ensure sustainability of the natural resource base.

In addition, the Municipality of Lala, Lanao del Norte also received the same accolade in the Outstanding Municipalities and Cities category. In 2016, the Municipality has reached an average rice production of 6.498 for irrigated areas and 4.905 for rainfed areas. The Municipality is driven to maintain the role as food basket, to sustain the title it needs to preserve the prime riceland in its municipality for the next years to come. PIO-LDN

Eid al-Fitr marks the end of the Holy Month of Ramadan on June 26, 2017. Muslims worldwide celebrate this important religious holiday after a month of fasting. On Wednesday (June 21), the Provincial Governor Imelda “Angging” Quibranza-Dimaporo made time to visit the Mosque in Barangay Kakai where Imam Abdul Kader was delighted to welcome the Governor. This activity is in-line with the Sadaqah rice distribution program initiated by the Provincial Government of Lanao del Norte through the Provincial Governor’s Office – Community Affairs Division.

The men and women of PGO-CAD have visited other Mosques in the Province like the Mosques in the Municipalities of Sapad, Kolambugan, Sultan Naga Dimaporo and many others. This Sadaqah rice distribution is only one of the gestures of how loving, sincere and caring the Governor is to all the residents of Lanao del Norte.

Imam Abdul Kader same with other Mosque leaders expressed their gratitude to the kindness shown by the Provincial Governor. Imam Kader received the Sadaqah rice intended for the Jamaa (Pious Muslims) for their Plapis (first meal after a day of fasting) and for the coming Eid al-Fitr this Monday.

Even before Governor Imelda “Angging” Quibranza-Dimaporo has always been incline to charity programs to promote understanding, equality and respect among the people of the Province. In Lanao del Norte religious groups are free to practice their faith without fear or discrimination as long as it is within the bounds of the laws of the land.

On the same day, the Provincial Governor organized relief operation to the Internally Displaced Persons (IDPs) from Marawi City taking shelter in Barangay Kakai, currently there are 10 families in the area. Governor Imelda “Angging” Quibranza-Dimaporo personally handed Muknah’s (Muslim dress for women covering the whole body except the face). The Governor also handed grocery items, clothes, cash, slippers and banig (traditional mat) to each displaced family.

Despite the declaration of Martial Law in Mindanao, the Governor has always been positive that the order of President Duterte will make Mindanao safer and orderly. During the distribution, the Governor encouraged the IDPs to help the government by cooperating with the AFP, PNP and LGUs for us to live in a peaceful community. Also the IDPs were invited by the Governor for the upcoming celebration of the 58thAraw ng Lanao del Norte for them to see how united the Christians and Muslims are in our Province. Professional riders and motorcycle enthusiasts all over Mindanao and Visayas region will converge on this two day event of Motocross Racing and Circuit Racing on July 1 & 2 respectively to showcase their extreme talents and death defying skills in Celebration of the 58th Araw ng Lanao del Norte.

The Provincial Government of Lanao del Norte through the Provincial Information Office and the Provincial Governor’s Office-Community Affairs Division revives the much awaited mind blowing Motocross Racing. These Riders are back to the “Motocross Capital of the Philippines” to conquer once again the obstacles and steep jumps made of dirt carefully contoured, design and build to perfection by the Provincial Engineer’s Office to push these riders to their limits. These adrenaline junkies will surely bring excitement and joy to the crowd who have missed this extreme sport. Local motocross riders of Lanao del Norte  will be joined by riders from Zamboanga City, Zamboanga del Norte and del Sur , Zamboanga Sibugay, Riders from the Province of Taw-Tawi, Misamis Occidental, Team Medina of Ozamis City, Misamis Oriental, and Iligan City, Bukidnon, Davao, Visayas Region, Surigao and too many more to mention. According to event organizer Idol Sanes, a number of well-known Motocross Riders will be here on this day to exhibit their extraordinary talents like Bornok Mangosong, Jason Bayawa and James Levitt of Team UA Mindanao, Juvinil Abellar and Pepo Rubi of Cebu, Peping Mar of Tawi-Tawi, Athoy Bilican of Bukidnon, Scott Remi, John Flores, Lagrada Brothers and many others. “The long wait is over. It’s been a while that this wonderful sport of Motocross racing last visited its capital in the country”, said Sanes. People were thrilled when they heard that this extreme and exciting sport is back as part of the celebration, he added.

On the following day (July 2), additional bonus to all motorcycle enthusiasts, the heart pumping, jaw dropping Circuit Racing for 2017 is on. Circuit racers will wow the crowd with their driving abilities, cornering, banking and speeding to test their focus in manoeuvre the narrow circuit modified for the race. The people of Lanao del Norte are lucky enough to witness this race for some of these riders have already participated in various international competitions. Aside from our own circuit racers, teams from Davao, Bukidnon, Cagayan de Oro, Iligan, Ozamis, Pagadian, Zambonaga City and Zamboanga Sibugay have expressed their interest to join the race.  This event will be held in Agora area in front of the MCC Sports Complex.

DSWD Coordinates with PSWDO for IDPs in Lanao del Norte

Regional Director for Region X of the Department of Social Welfare and Development, Nestor B. Ramos coordinated with Provincial Governor Imelda Quibranza-Dimaporo, asking assistance regarding to the distribution of sacks of rice to Local Government Units of Lanao del Norte. The head of Provincial Social and Welfare Development Office, Annabelle S. Mendez was then tasked by Governor Dimaporo to respond to the request of the Regional Department. The PSWDO is the Office which has the exact information of the number of Internally Displaced Persons (IDPs) taking shelter in Lanao del Norte. IDPs were manually identified through the series of relief missions conducted by the Provincial Office since the war broke out on May 23, 2017 in Marawi City between the Armed Forces of the Philippines and the Maute terrorist group.

In May 846 sacks of rice were sent in the Province by the DSWD Region X making true to the Memorandum of Agreement that the latter will grant sacks of rice to Provincial Government through PSWDO in case of a natural or manmade calamity occur.

DSWD-X Regional Director requested the cooperation of the Provincial Social Welfare and Development Office to hand out sacks of rice intended for IDPs through the Municipal Social Welfare and Development Office (MSWDO) of each Municipality along with its Emergency Response Team (ERT). The MSWDO and ERT will then distribute 25 kilos of rice to each family of IDPs in its area for consumptions.

Annabelle S. Mendez supervised the giving away of the rice together with the staffs of the PSWDO to Local Government Units of Linamon to Sultan Naga Dimaporo who are present in Mindanao Civic Center Grandstand to personally accept the aid.

Emilia Mantecpaler, MSWDO of Sapad expressed her gratitude to DSWD-X Regional Director Nestor B. Ramos and especially to Provincial Governor Imelda Quibranza-Dimaporo for the relentless support given to all Municipalities of Lanao del Norte. Emilia said that she will visit all registered IDPs who are taking refuge in its Municipality to personally hand over their share given by the Government.

Mendez since the crisis happened to coordinate with the MSWDO on the number of IDPs coming in from Marawi City and Lanao del Sur in order for the Provincial Government to have an idea of how many relief goods that the Province needs to prepare for each Municipality. The Office of 2nd District Congressman Abdullah Dimakuta Dimaporo initiated a livelihood program for students of the province named LANSA Perfumes. LANSA is a short term for Lanao Norte Students Association. This program aims to help students from Lanao del Norte who are currently enrolled in Mindanao State University – Iligan Institute of Technology to be entrepreneurs by coming up with their own idea to produce and sell perfumes  making their educational expenses less burdensome to their parents and to themselves. This livelihood program commences last June 6, 2017 right after these students appealed and proposed to Congressman Abdullah Dimakuta Dimaporo for assistance.

2nd District Congressman Abdullah same with Provincial Governor Imelda Quibranza-Dimaporo and 1st District Congressman Mohamad Khalid Quibranza-Dimaporo favours programs that enable individuals to be efficient and productive.

The LANSA Perfume livelihood program was conceived on June 1, 2017 where LANSA members headed by President Dhevine Paninsoro and Aisa Rellon, Office staff of the 2nd Congressional District arranged a meeting with Baby Joson, Marketing Officer of Development Bank of the Philippines. Five days later the students then proposed to Congressman Abdullah which the latter positively approved. After its approval Paninsoro and Rellon travelled to Manila where they attended the training on perfume making at Glorietta 3 Ayala Center Makati City on June 12, 2017.

At present, LANSA hopes to sell their perfume products in Maranding, the student group produced different kinds of fragrance for both men and women. Perfume bottle comes in 5ml and 10ml with a product price of P50.00 and P80.00 respectively. For promotion they sell three 5ml bottles for only P140.00 that will give a savings of P10.00

LANSA’s goal is to earn P8,000.00 per month. The Office of the 2nd Congressional District is willing to provide further assistance by helping them introduce their products to the local market of the Province which could help the local economy. PIO-LDN

On the 58th Araw ng Lanao del Norte Celebration, the three highest Government officials of the province are planning to hand over Fiberglass Fishing Boats to fishermen of the eleven coastal municipalities who were chosen to own and operate this modern type of water vehicle. This project is part of the Inclusive Growth Plan (IGP) of the Provincial Government of Lanao del Norte crafted by the brilliant minds of 1st District Representative Mohamad Khalid Quibranza-Dimaporo, 2nd District Representative Abdullah Dimakuta Dimaporo and Provincial Governor Imelda Quibranza-Dimaporo.

The giving away of these fibreglass boats is to help alleviate the economic conditions of the fishermen who have no other means of income. This livelihood assistance is intended for the poorest of the poor said Francisco “Frank” Cabrera Bihod, IGP Consultant of the Office of the 2nd Congressional District.

These fishermen have been meticulously identified by the staff of Congressman Abdullah Dimakuta Dimaporo. Selected beneficiaries were then given the option of what type of fishing boat they would like to have; the single type without engine and the larger boat with engine that can accommodate at least two fishermen. According to Frank Bihod, there are four different designs of mouldings for this fibreglass boats depending on the area where the fisherman comes from. Fishermen along the coastline of Linamon to Maranding have the same design of moulding different from the fishermen of SND which symbolically represents the Muslim tribes living in the area. Kapatagan fishermen has a different story, there were two designs of mouldings depending on the nature of their fishing method. There are fishermen who only use a paddle to navigate the narrow rivers of Kapatagan and others chose the fishing boat with a motor engine.

There are 300 fiberglass fishing boats allocated for the Province of Lanao del Norte. These 300 units are equally divided for the two Congressional Districts, 150 units per District, said Frank Bihod.

This project is initiated by 2nd District Congressman Abdullah Dimakuta Dimaporo, 1st District Congressman Mohamad Khalid Quibranza-Dimaporo and Provincial Governor Imelda Quibranza-Dimaporo in cooperation with the Bureau of Fisheries and Aquatic Resources (BFAR)-Central Office headed by Pierre Easter Velasco. The culmination of the Enhancement Training for High School Teachers happened on June 17, 2017 at Lanao Norte National Comprehensive High School in Baroy. The Enhancement Training started last May 13 of this year, where 168 high school teachers participated in specializing the four subject areas; Mathematics, Science, English, and Research.

2nd District Representative of Lanao del Norte, Congressman Abdullah Dimakuta Dimaporo attended the culmination to personally talk to the teachers and Officials of the Department of Education to emphasize that this Enhancement Training is for the future generations of Lanao del Norte. Trainings such as this are necessary in order to improve the educational system of public schools by encouraging public school teachers to be active in taking part on programs that will enhance the skills and methods of teaching. In this program the goal is to produce highly equipped and skilled teachers to provide quality education for the elementary and high school students of the Province.

Congressman Abdullah started by saying, “I do not know if you know the results of the National Achievement Test in your respective school and we intend to look into the quality of our education that not only we teach our students how to speak Tagalog, English or how to do answer one plus one or know the meaning of good morning. I hope you will accept as your success not only the graduation of your students but also their success in life. I hope you will feel how wrong you maybe or how sorry you are when you heard that one of your students cannot find a job. I think you should shoulder a very big responsibility in the development of our province and of course of our country. You are developing the future of our country in your classes”.

2nd District Congressman Abdullah Dimakuta Dimaporo stands as the father of the Province, like all fathers do he is concern of the future of his children. The Congressman wants all public school teachers to be well equipped and skilled enough before imparting knowledge to their students. This is a challenge that the Department of Education of Lanao del Norte have positively accepted.

Congressman Abdullah commences programs that give opportunities to individuals by creating programs and projects that help alleviate the financial conditions of the people. As of the moment there are more than 20,000 individuals who have availed the scholarship programs through the combined initiatives of the two Congressional Districts and the Provincial Government of Lanao del Norte.

The Enhancement Training for High School Teachers of Lanao del Norte is a concerted effort of Provincial Governor Imelda Quibranza-Dimaporo, 1st District Congressman Mohamad Khalid Quibranza-Dimaporo , and 2nd District Congressman Abdullah Dimakuta Dimaporo, The Department of Education-Schools Division Superintendent Emmalinda E. Duhaylungsod and the Philippine Science High School headed by Lorvi B. Pagorogon.

This program is in line with the goal of the Inclusive Growth Plan (IGP) and it is a development intervention to prepare students from elementary to qualify to any entrance examination providing scholarship from prestige high schools preferably the Philippine Science High School. PIO-LDN

June 19, Pigcarangan, Tubod – Governor Imelda Quibranza-Dimaporo starts her weekly message by greeting all Dad Happy Father’s  Day. The Province of Lanao del Norte will continue to celebrate the 58th Araw ng Lanao even though Martial Law is still active in Mindanao. All activities will be done in the mornings from June 28 to July 4, 2017 inside the Mindanao Civic Center Sports Complex.

Though our celebration has limitations but we have to show that we are indeed okay here. The life that we have here is very normal”, said Governor Dimaporo. The implementation of 8:00 pm curfew is in fact reasonable. In Lanao del Norte parents have agreed to the curfew hours implemented by the Philippine National Police and the Local Government of the Province. Children are compelled by the parents to be inside their houses before the curfew hour.

Governor Imelda Quibranza-Dimaporo also informed the employees of the Province that the normal work timing is back that starts from 8:00 am to 5:00pm confirming the Memorandum released on June 16, 2017. Last May 29, 2017, Governor Dimaporo released Memorandum Order declaring the work timing of all Provincial employees will be from 7:30am to 3:30pm to be effectively implemented on the following day (May 30, 2017) due to the reason that employees commuting in the afternoon from the Province to Iligan are spending too much time in the traffic caused by the military checkpoints along the highways particularly in NSC area in Iligan.

The lifting of the travel order was also discussed by the Governor. Provincial employees can now attend workshops or any meetings in Cagayan de Oro, Davao City or to any other places when it is deemed necessary.

Governor Imelda Quibranza-Dimaporo told the employees not to believe on text messages’ containing false information for this can create panic among individuals. And, not to forward bogus text messages not coming from the AFP, PNP or from any Government Agencies.

Inform the PNP or local officials of your area when you see someone that is new in your place. Always be careful and vigilant for some of these suspects have already mixed with the civilians, how about those sympathizers whose faces are not included in the tarpaulins, be a concern citizen”, said Governor Dimaporo. 27 days have passed since the terrorist group attacked the City of Marawi. The once peaceful and tranquil city had now become a battle ground where Maute/ISIS inspired extremist been hiding. The people of Marawi and surrounding municipalities of Lanao del Sur have been extremely affected by this incident. No one has ever thought that something like this will happen to this vibrant City.

2nd District Congressman Abdullah Dimakuta Dimaporo is emotional every time the current situation in Marawi comes into discussion. The Congressman grew up in this city when his father, the late Mohamad Ali Dimaporo was the Governor of the Province of Lanao del Sur. He is emotional for the fact that he has relatives living in the city that were displaced by the fighting between the Armed Forces of the Philippines and the terrorist group who took siege of the city in the afternoon of May 23, 2017. The extremist concealed their real purpose by using the peace loving religion of Islam. Marawi is the only Islamic City in a Christian majority country.

In this current situation of Marawi, the 2nd District Congressman of Lanao del Norte appeals to his relatives and friends to help the government to put a stop on this crisis. The Administration of President Rodrigo Roa Duterte is a down to earth government where its main purpose in running for the Presidency last May 2016 is to help alleviate the living conditions of the Filipino people especially in Mindanao where he is giving more priority for development projects. The President proudly claims in some of his public speeches that he is a Maranao and that he is extremely sad on the present situation of the people of Marawi.

What happen to the city right now is because of this terrorist group who were cuddled and tolerated by some members of their community. President Duterte said that all citizens must have a Sense of Social Responsibility, that if a member of a society knows or has reliable information that someone is planning something that is against the laws of God and the laws men in a civilized society, it is the social responsibility of that member to inform the authority in order to stop the evil plan before it could terrorize the people and the community.

The AFP and the PNP are having a hard time to neutralize this terrorist group for they are taking with them innocent civilians as hostages and using them as human shields. Some Mosques were being used by Maute/ISIS members as their holding ground and hide-out after firing at the militaries for they know the security forces of the government will not attack them when they are inside. President Duterte could end the fighting in Marawi in just few hours by dropping all the bombs of the Armed Forces but said “We are bound by the rules and we live in a society of civilized people and there is governance here”. The primary concern of President Duterte is the safety of all civilians who are trapped inside their houses and those who were taken as hostages by these radicals.

Relatives, friends and Mayors of all the Municipalities in the Provinces of Lanao del Sur and Lanao del Norte were urged by Congressman Abdullah Dimakuta Dimaporo to help protect the people and the City of Marawi by supporting the efforts of President Duterte to put a stop to this fighting. Let us do our part by giving information to the AFP and PNP if suspicious men are present in our respective communities.
