DILG handles Provincial Preparedness and Partnership Dialogue for OPLAN Listo.

The Department of Interior and Local Government of the Province of Lanao del Norte organized a conference, The Provincial Preparedness and Partnership Dialogue through OPLAN Listo of DILG. Engr. Carmelo Enrique B. Libot, Provincial Director of DILG headed the event together with DILG Regional Director for Region 10, Mr. Arnel M. Agabe. Representatives from the Local Government Units, Philippine National Police and the Bureau of Fire Protection gathered to answer the call of the Department on May 9, 2017 in Baroy, Lanao del Norte.

The dialogue is in accordance to Republic Act 10121, also known as an Act Strengthening the Philippine Disaster Risk Reduction and Management System, providing for the National Disaster Risk Reduction and Management Framework and institutionalizing the National Disaster Risk Reduction and Management Plan.

Ms. Hazel L. Occeña, OIC of the Local Government Capability Development Division stated that the Philippines ranked second to China in terms of the number of typhoons landed in each country, which we have at least an average record of 23 typhoons per year.

In the words of Mr. Agabe, “The objective of Operation Listo is for our LGUs, our communities, our barangays, atong pamilya naa na silay andam na mga buhaton before naay mga disaster, during naay disaster and at the same time after the disaster ato-ang gusto diri nga malikayan nato nga dako kaayo na mga damages and especially ang atong gusto malikayan ang mga casualties”.

Prevention or if possible reducing loss of life and property from disasters is the goal of Operation Listo and by continuously building resilient communities in preparation for calamities. The program is divided into three components the Listo Pamahalaang lokal, Listong Pamayanan and Listong Pamilyang Pilipino, these components are strategically cascaded from the Local Government Units down to the family and household level, this program is also part of the assessment indicators for the Seal of Good Local Governance (SGLG), Director Agabe said.

During the event, an audiovisual presentation on the National Disaster Preparedness Plan & Operation Listo teaser followed by a workshop intended for the participants to create a localized planning mechanism by formulating and implementing a well crafted Provincial Disaster Preparedness Plan by citing the seven components that includes (1) Information, Education and Communication; (2) Partnerships; (3) Capacity Building; (4) DRRM Localization; (5) Risk Assessment and Plans; (6) Continuity of Essential Services; and (7) Preparedness for Emergency And Disaster Response.

Operation or Oplan Listo, the Department of Interior and Local Government’s mechanism to strengthen the country’s disaster response operations through the provision of minimum to critical preparations checklists for Local Chief Executives (LCEs), is now an official component of the National Disaster Preparedness Plan of the National Disaster Risk Reduction Management Council (NDRRMC).
