One of the key points that have been discussed in the ASEAN Multi-Sectoral Forum is the Filipino vision of “AmBisyon 2040” a visualization of the dream of all Filipino longing for a better tomorrow. Within the next 25 years the citizens hope that this vision will turn into reality. Engr. Ernesto Lisondra, Region 10 Chief Economic Development Specialist of National Economic and Development Authority (NEDA) describes the kind of country that Filipinos will live-in, how the government works and what it looks like by 2040. This is a challenge that all Filipinos must partake, not only the Government but all sectors involve should work together in facing whatever circumstances that comes in our way. Essentially this dream is the driving force in the development planning which will make the foundation in building a strong republic with a prosperous economy.
NEDA consulted the different sectors of society through focus group discussions and national survey. In the survey, one of the questions that was asked is, “What do Filipinos want to have, to do and to be by 2040?” astoundingly 79.2% answered that they like to have a simple and comfortable life while 16.9% wanted to live an above average lifestyle and the remaining 3.9% like to live a luxurious way of life. The survey was given to people that represents the sector of the Youth, Persons with Disabilities, Victims of calamities, Indigenous tribes, Women’s group, Farmers, Fishermen and the Families of the Overseas Filipino Workers (OFW).
The simple and comfortable life of a Filipino can be describe in a middle-class lifestyle where a family can afford to own a house, can send their children to school, have enough money to pay the bills, and have their own car.
During the forum a video was played showing Socioeconomic Planning Secretary Ernesto Pernia of NEDA stating that the simple and comfortable life is possible with the right policies of the government. In addition, the government must play a critical role in order to support the realization of these aspirations, the Secretary explains.
The Government must provide enabling conditions to help Filipinos build up their resources including physical, intellectual and financial by investing in people, nurturing to sustain economic growth and protecting the people against instability.
The vision statement of AmBisyon 2040: “In 2040, we will all enjoy a stable and comfortable lifestyle, secure in the knowledge that we have enough for our daily needs and unexpected expenses, that we can plan and prepare for our own and our children’s future. Our family lives together in a place of our own, and we have the freedom to go where we desire, protected and enabled by a clean, efficient, and fair government”.
The ASEAN Multi-Sectoral Forum was held in Mindanao Civic Center-Hotel Gazebo on April 26, 2017 in the Municipality of Tubod, Lanao del Norte. This year’s Youth for Development (Y4D) Program has come to an end and the last part of the leg was held in the Municipality of Kapatagan. This series of awareness campaign brought all concerned Departments and Offices of the Provincial Government of Lanao del Norte throughout the Province to demonstrate the commitment of Governor Imelda “Angging” Quibranza-Dimaporo, 1st District Representative, Congressman Mohamad Khalid Quibranza-Dimaporo and 2nd District Representative, Congressman Abdullah “Bobby” Dimakuta-Dimaporo through the “Quibranza-Dimaporo Initiative Program” in giving importance to the children and youth of Lanao del Norte.
Y4D program aims to assure the well-being of the youth of Lanao del Norte; may it be Social, Mental, Physical or Moral. This program encourages them to develop and harness their abilities in nation building and in the continuance of peace and development of the province.
The activities that were prepared during the Municipal visits were Symposiums and Seminars, like Youth Leadership on how to be an Effective Individual in the Society, Sexually Healthy and Personally Effective (SHAPE) Adolescent as well as increasing awareness on risky behaviors especially Pre-Marital Sex and the impact of Human Immunodeficiency Virus (HIV) to a person’s life.
HIV is a virus that attacks cells of the human body’s immune system which makes it weak and vulnerable to other diseases and illnesses. HIV can only be transmitted through specific activities. Most common activities that people could get or transmit HIV are through infected needles or syringe and unprotected sexual contact. In addition, pregnant women with HIV could pass the virus to the baby’s body. This could happen in the last few weeks of pregnancy, during labour or delivery. Breast feeding the baby can also transmit HIV, because the virus can also be found in the breast milk.
HIV is not transmitted by Air, Water, Saliva, Sweat, Tears, or Closed-Mouth Kissing, Insects or Pets, Sharing Toilets, Food, or Drinks.
Last year alone the rate of young Filipinos that have been infected by HIV have increased dramatically, 19 out of 29 youth is within the age bracket of 15-24 years old this is according to Commissioner Percival Cendaña of the National Youth Commission.
Y4D’s goal is to inform and educate the youth of Lanao del Norte by conducting awareness drive from place to place within the Province in a clear and understandable manner that will help prevent the virus from spreading and ways to avoid it and at the same time moulding the youth to be efficient and productive individuals for the years to come.
Ms. Ananette B. Daniel, Head of the Provincial Population Office facilitated the lecture and generously gives advice to young participants to be resilient against temptations and the challenges of life in order to achieve a better future.
This year’s Y4D is a success due to the concerted efforts of the Offices of the 1st and 2nd District Representatives and the Provincial Governor’s Office represented by The Provincial Population Office along with The Provincial Social Welfare and Development Office, The Public Employment Service Office, The Provincial Community Affairs Division, The Provincial Information Office, The Provincial Disaster Risk Reduction Management Office, Philippine Army’s (15th and 35th Infantry Battalion), The Department of Interior and Local Government and The Provincial Environment and Natural Resources.

2016 the Province of Lanao del Norte experienced the effect of El Niño which prompted the former Governor and now 1st District Representative, Congressman Mohamad Khalid Quibranza-Dimaporo to declare the Province under State of Calamity. The Agricultural sector at that time was devastated due to the long dry season that was felt throughout Lanao del Norte.
El Niño is a phenomenon which refers to the large-scale ocean-atmosphere climate interaction linked to a periodic warming in sea surface temperatures across the central and east-central Equatorial Pacific.
The Province of Lanao del Norte with its program named Disaster Recovery and Rehabilitation through the Provincial Veterinary Office (PVO) made ways to help the affected poultry farmers recover from the loss caused by the phenomenon.
The PVO facilitated the distribution of SASSO’s Chicken to poultry farmers of Sultan Naga Dimaporo (SND), Baroy, and Pantao-Ragat on April 21, 2017 at the Provincial Agriculture Office ground.
The quality of the meat of a free range Sasso chicken is much better compared to our Philippine native chicken and the growth rate is faster, it adapts easily to our climate condition and has higher immunity against diseases.
Manuals on How to Raise Chicks were handed over by the Officers of PVO to poultry farmers which presents comprehensive guidelines on Brooding Management, Ranging System and Feeding System. Through this manual it may help increase the production in time of the harvest.
Honorable Vice Gov. Maria Cristina N. Atay and Acting Provincial Veterinarian Fritzie P. Provido led the activity along with Board Member Reinario Bihag. In this activity 2,550 of chicks and 1,275 kilograms of feeds were apportioned to 51 farmers, who received 50 chicks each with 25 kilograms of feeds; 20 farmers comes from SND, 12 from Baroy, and 19 from Pantao-Ragat.
In this activity the Provincial Government of Lanao del Norte shows its commitment to stand along with the farmers of the Province in whatever challenges that comes in the way, assuring that the livelihood of the farmers will continue for the years to come. PIO-LDN
Esperanza, Bacolod, LDN.-The Provincial Government of Lanao del Norte together with the Barangay Council of Esperanza organized a medical mission for the residents of the barangay and nearby areas last April 19, 2017. Children and the elderly were given priority for the medical check-up. Dental check-up was also provided to all residents and as the school year just ended students from nearby elementary schools lined-up to avail for the operation tuli (circumcision) with their parents accompanying them. Some looks scared, others were anxious and most of them were excited for the operation.
The activity was made in connection with the celebration of the “10th Araw ng Barangay Esperanza” on April 21. Governor Imelda “Angging” Quibranza-Dimaporo’s program – The Alagang IQD themed “Bringing the Government Closer to the People” was brought to Esperanza to let the people feel that the Provincial Government is always looking after them by bringing the government services in their locality. Barangay Captain of Esperanza and ABC President of Bacolod, Captain Valeriano Clapano were present during the medical mission and expressed his gratitude to the Governor for such medical services are indeed beneficial to the people of Esperanza.
The event was held within the vicinity of the Barangay Hall of Esperanza. The Provincial Health Office (PHO) treated 355 patients who received free medicines after consultations, 67 individuals got their tooth extracted, and 77 young boys have been circumcised.
This activity conforms to the Quibranza-Dimaporo Initiative in its health advocacy which highlights the immediate response of healthcare to the underprivileged of Lanao del Norte.
The PHO handed out to patients Multivitamins, Paracetamol, Ambroxol (for cough), Anti-biotic (for those who have undergone circumcision), and Antihypertensive Meds (to treat hypertension). The medical mission was a success due to the concerted efforts of the Barangay Officials of Esperanza, the officers and staff of the Provincial Health Office and the Office of Governor Imelda “Angging” Quibranza-Dimaporo. Provincial Capitol, Tubod LDN – Gawad KALASAG (Kalamidad at Sakuna Labanan, Sariling Galing ang Kaligtasan) is the country’s premier annual awards for outstanding contribution in the fields of Disaster Risk Reduction and Management and Humanitarian Assistance. April 17, 2017 the Province of Lanao del Norte has been evaluated for the award in the Governor’s Conference Room with the presence of Hon. Governor Imelda “Angging” Quibranza-Dimaporo along with Provincial Administrator, Brigida S. Tañgonan and Provincial Disaster Risk Reduction Management Council, Acting-Chief, Marlyn O. Trozo.
The National Government Agencies in Region X conducted the evaluation. These agencies were composed of the Department of the Interior and Local Government, represented by Blanche B. Villamor; the Department of Social Welfare and Development, Romeo S. Fernandez; National Economic and Development Authority, Peleta B. Abejo; and the Office of Civil Defense, headed by Mesug R. Macabantog.
The Provincial Government of Lanao del Norte aims for the National Gawad KALASAG through the Provincial Disaster Risk Reduction Management Council with its vision, “An Empowered and Disaster Resilient Communities Governed Proactively to Achieve Safe and Peaceful Environment towards Sustainable Development.” The vision incorporates all levels from the Provincial Government, Municipal, Barangay down to Household Communities to enable all stakeholders to withstand and rise up again after any disaster or calamity. Currently the Province of Lanao del Norte is the one leading in Mindanao for this Award.
The PDRRMC constantly conducts first-aid trainings and rescue simulations not only for adults but also to elementary students for them to instil the knowledge and skills as they grow-up. The PDRRMC strongly coordinates with the local government units especially those barangays that are vulnerable to disaster or calamity. Through this trainings people will then know how to react or respond to any situation either man-made or natural calamity.

Earthquakes have been felt in the past few days in Mindanao, with this the PDRRMC has been more active in informing the people of the Province to always be ready and vigilant of their surroundings, giving emphasis to Pantao Ragat and Munai for these Municipalities are situated above the Lanao Fault System same with the Municipalities of Kapatagan, Lala, Sapad up to Nunungan which are also within the Western Mindanao Extension Fault. Provincial Health Workers received Medicine kits or Pill Box from Hon. Congressman Abdullah “Bobby” Dimakuta-Dimaporo, 2nd District Representative of Lanao del Norte. The apportioning of Pill Box to all Barangay Health Stations in five municipalities is part of the unceasing advocacy of our ever mindful Congressman of the importance of having quick access to medicines. Barangay health workers are the frontline of the government in providing medical care to its citizens regarding health issues.
Each Pill Box contains Lozartan, Metformin, Paracetamol, Multivitamins C+B Complex, Multilem, and Simvastatin. These Pill boxes were handed to the health workers together with Sphygmomanometers, an apparatus that monitors one’s blood pressure.
Lozartan is a treatment for high-blood, Metformin helps to control blood sugar levels, Simvastatin lowers cholesterol and triglycerides (types of fat) in the blood, Paracetamols and Multivitamins C + B complex and Multilem helps to treat physiological stress and nutritional deficiency.
The distribution was also in time for the summer season, were incidents caused by heat stroke increases. Heat Stroke is a condition caused by the overheating of a human body. Residents especially the elders were advised by medical experts not to spend too much time under the sun.
Community Affairs Division Coordinators for the municipalities of the 2nd District were also present to supervise the distribution. For now 1,440 pieces of Pill Box and 85 Digital Sphygmomanometers were delivered to the Barangay Health Stations of the Municipalities of Sapad, Lala, Magsaysay, Kapatagan and Sultan Naga Dimaporo. Kauswagan , Lanao del Norte – A Especial Mass Based Program was held this time in the Municipality of Kauswagan. The activity spearheaded by the Provincial Departments and Offices headed by our Governor Imelda “Angging” Quibranza-Dimaporo.
The activity occurred at the Kauswagan Gymnasium just behind the Municipal Hall. Residents from nearby barangays went and availed the frontline services offered by the Provincial Government such as educational, health care, social, infrastructural and environmental.
During the activity, the Provincial Health Office’ area was cramped with patients availing for the free medical and dental check-up. Tooth extraction is one of the many free services provided by the department and free medicines were also handed by the staff. Department Head Dr. Melania Abad-Untao informed parents not to randomly give medicines to their children without prescription instead parents or guardians should seek help of a Medical Practitioner.
Tree saplings and high class vegetable seeds were given to recipients by the Offices of the Provincial Environment and Natural Resources and the Provincial Agriculture; the Provincial Population Office conducted lectures on Family Planning.
The Philippine National Police under the supervision of PCInsp. Cheryll P. Balderama secured the vicinity and made sure that the activity will be orderly. The Police Officer were also given the privilege to administer the distribution of slippers for the children that they can use daily, the Armed Forces of the Philippines offered free haircuts and circumcision.
Children were given champorados and ice cream for dessert initiated by the Provincial Social Welfare and Development Office for the Mass Feeding Program of EMBP. The Provincial Veterinary Office administered anti-rabies vaccines for household pets and multivitamins for farm animals.
Provincial Engineers Office shared insights on improving the infrastructural areas of the municipality.

Sagadan, Tubod Lanao del Norte – Provincial Women’s Culmination Month was held in Mindanao Civic Centre Gymnasium on March 31, 2017 were more than 2,000 members of the Local Women’s association that spreads throughout the province have gathered in one place for this momentous event for the purpose of empowering women and imparting the laws that protects them.
Present at the event were Provincial Governor Imelda Quibranza-Dimaporo, 1st District Congressman Mohamad Khalid Quibranza-Dimaporo and 2nd District Congressman Abdullah Dimakuta-Dimaporo along with Board Member Grecille Matalines and PSWDO head Annabelle S. Mendez.
Hon. Governor Imelda “Angging” Quibranza-Dimaporo lead the culmination; the Governor praised all the women of the province and give importance to their achievements and the impact they brought to societies and how gender equality and feminism breaks the barrier of stereotyping and brought awareness of the injustices experienced by women and children from the hands of men who thinks of them as weak and unreliable. Governor Angging made it a point that women should know their rights and be knowledgeable enough of the laws that protects them.
“I hope na kitang mga kababa-inhan sa akong ginaingon when we go back to our local communities, to our own barangay we have to do something that is beneficial, I am sure nga naa moy nakat-unan”, the Governor said on her speech.
The Lady Governor also mentioned about climate change of how this global phenomenon has affected our province that brought tremendous rain resulting to unusual flooding in some low lying areas last March 9, where there and then, the Governor moved to instruct all concerned agencies to give priorities and attend to the needs of the people, especially the deeply affected areas where hundreds of constituents where displaced.
1st District Representative Mohamad Khalid Quibranza-Dimaporo expressed his happiness to the women of Lanao del Norte who stood by with the theme “Make Change Work for Women”. The good Congressman even encourages them to join and avail programs of the government that implements sustainable livelihood programs by registering themselves to agencies like DSWD, DOA and TESDA. Congressman Khalid even mentioned to institutionalize the 4P’s program for the future generations to come.
The women of the province is essential in preserving peace and order in the land, they are the natural peace-makers like all mothers do, avoiding conflict and maintaining order in their respective communities. This was emphasized by the father of the province, 2nd District Representative Abdullah Dimakuta-Dimaporo, in his words he said, “Women has great influence in preserving peace and order” and continued to say that “ Women deserves respect and love, they are the role models that we men must look up to”. A Three day trainer’s training was conducted at Mindanao Civic Center stadium function hall by the Department of Information and Communications Technology in cooperation with the office of the 2nd District of Lanao del Norte and Lanao del Norte ICT Council.
The training was on the subject of preparing new individuals to introduce Business Process Outsourcing (BPO) as the PGLDN plans to incorporate it in Lanao del Norte, BPO is a subset of that involves the contracting of the operations and responsibilities of a specific business process to a third-party service provider such as Call centers, Online education and many more.
These new changes will not only create jobs in the province but will also boost its economy as well, 2nd District Congressman Abdullah Dimakuta-Dimaporo plans to put up a Training Center with full support of our Provincial Governor Imelda Quibranza-Dimaporo in one of the function halls of MCC Grandstand along with ten high-end laptops donated by the DICT.
The DICT assessed the trainees during and after the training if they are capable in handling future training programs regarding in their field of work or from a number of programs already prepared within the DICT website.
Regional Director Mindanao Cluster 2 Evamay Dela Rosa led the trainings on Digital Literacy and Virtual Assistance and how BPOs have affected and improved the lives of the Filipino citizens positively she also introduced the national project “Juan, Konek!” where the national government plans to install wifi-hotspots all throughout the country.

TUBOD – Star Hotshots went all out and won the game as they pound Global Port Batang Pier into submission with a leading score of 103 – 77, in the PBA Commissioner’s Cup held at the Land of Beauty and Bounty’s famous Mindanao Civic Center Gymnasium, Tubod Lanao de Norte.
Tony Mitchell led his team and barged to victory with 22 points, 17 rebounds and 2 blocks along with Jio Jalalon’s 15 points and 6 rebounds while Batang Pier’s import Sean Williams did his best and carry the game with 20 points and 14 rebounds.
The Star Hotshots had a rough start tailing the Batang Piers with six points (15-21) in the first quarter but they eventually caught up at the end of the first half leading the scoreboard with three points.
The crowd favorite Terrence Romeo already has a very tough beginning of the season for he missed his first game due to his health issue and now losing this game with a mediocre point performance of 13 compared to his season average of 28.
Coach Chito Victolero of Star Hotshots never showed lax in the game as he keeps on the pressure and the aggressiveness of his players even though their team is leading with more than 20 points during the last minutes of the game.
Prior to the match-up both teams initiated a feeding program at the MCC Hotel Gazebo led by the PBA Commissioner Chito Navares for the children of Lanao del Norte to show the team’s camaraderie outside the basketball court as they share their blessings and inspire the children in pursuit of their dreams.
